@HelpingWorld: It's a symbolic pick. It's impossible to truly know who the 8 billionth person born was, so the United Nations chose who they knew to be closest to that actual number and picked them, which just so happened to be Vinice. The UN has done this since the 5 billionth person was born, because it's a want from many people to know who the person who broke such an incredible milestone is, and it gives the newspapers something to write about.
