Thank you for your quick note and unfortunate denial of our unblock request - What you request is impossible to enforce (or even inform our users) for an entire library system with thousands of daily users across the county - it also seems to be in violation of Wikipedia:Blocking policy, paragraph 2: "Blocks are used to prevent damage or disruption to Wikipedia, not to punish users" - If one of our users (and from the block history it appears that it was one of our users) was causing "damage or disruption to Wikipedia", then the blocking punishment affected several thousand other users, many of whom may not have the means to register or even have an email to register with - this is a very marginalized community and we've just found out today that our entire library system had been blocked for over a year - I don't know how to proceed further with this issue, but if you are able to discuss this over the phone to resolve it, please call us - let me know and I will post the local library number here 64.26.97.60 (talk) 18:35, 31 January 2019 (UTC)[reply]

Whoever it is has been doing it since 2017. What the person has been doing is adding information to articles, specifically exact dates, without providing any sources for that information.
