@331dot: I tried to edit Wikipedia and I got a warning that stated that the IP address that you are currently using has been blocked because it is believed to be a web host provider or colocation provider. 82.149.40.13 is a shared IP address, used by many people, among which many registered users uninvolved with the problems that led to the IP block; I know that a IP block can be softened letting registered users escape the block: i think this could be the right choice for this situation.
