Your talk page seems a better place to have this discussion, so I'll put my rely here. The notability of Peter Smith seems to rest on these claims about multiple awards and presentations to the Prime Minister. If they cannot be verified, using reliable publicly accessible published sources, then the article won't get very far. Sources do not need to be online, but they do need to be published and accessible somewhere. See WP:CITEHOW for what you'd need to include in the description.
