Additionally, those who are either employed with or are sustainers of the local Council involved may use insignia and badges of the Boy Scouts of America and that local Council without seeking permission from the Council Scout Executive nor the National Center. This constitutes "free and fair usage" as long as such usages are consistent with the BSA's Aims, Goals and Mission. The emblem, commonly referred to as the "(A)round the World TAC" emblem", is a historical central patch and identified members and leaders of that Council. The design was created in 1958 and over the years have changed due to the changes of the local Council makeup. Countries not a part of the Council are in black; countries a part of TAC are in red. Surrounding this central pocket patch are segmented patches (segments), representing various activities and events the individual participated in during their time in the Council. Current BSA insignia control policies allow only two "rings" (not to exceed the dimensions of the pocket) to surround the emblem. Many Scouts and Scouters wear the emblem on a jacket or suspended from the pocket to get around this "restriction". The emblem continues to be used today but very rarely does a Scout or Scouter wear it. There is a new design which incorporates the current "reach" of the Council but it has not been distributed as of the date of this entry.
