The 2010 Formula One season will be the 61st Formula One season. The technical and sporting regulations applicable for this season are the subject of much debate and controversy, with several teams rejecting the FIA's proposed rule changes.

Current (2009) teams

Williams submitted their application for the 2010 season on 27 May 2009. The other teams, still in negotiation with the FIA over proposed rule changes, suspended Williams from the FOTA group. The remaining nine teams then submitted entries to the 2010 season on 29 May 2009. FOTA issued a statement that their entries were conditional, and depended on the renewal of the Concorde Agreement by Friday 12 June 2009 and the adoption sporting and technical regulations in accordance with FOTA's own proposals.[11]

Renault are rumoured to be considering leaving due to a slump in new car sales leaving the manufacturer with less money.[12]

New entries

The budget cap proposed by the FIA was partly intended to assist new teams wishing to enter the sport, the FIA also increased the maximum number of entrants to 13 teams.[13] Entries for 2010 championship had to be submitted by Friday 29 May 2009. The official entry list for 2010, expected to comprise 13 teams will be published on 12 June 2009.

A number of new teams have submitted entries to the 2010 championship:

  • Campos Meta1 - Adrián Campos lodged an entry for his Campos Racing team in conjunction with Meta Image.[14][15]
  • Prodrive F1 - the Aston Martin chairman and Prodrive founder David Richards announced his application to enter Formula One with financial backing from Dar Capital.[16] This follows a previous attempt to join F1 in 2008. It is not clear when the team will race under the Aston Martin name; it will race as Prodrive F1 in 2010 before changing to Aston Martin in either 2011 0r 2012. This is believed to be due to a clause in the contract when Richards bought the firm from Ford prohibiting him from using the name publicly for a certain amount of time.[17][18]
  • Team USF1[19][20][21] - A group led by designer Ken Anderson and former Williams employee Peter Windsor.[22] There is some confusion over the name of the existing group, although the intended team name is Team USF1, if its application to Formula One is successful.[23] The project was originally launched under the name "USF1", and the group's website domain name is USGPE (for US Grand Prix Engineering), in order to avoid conflict with Bernie Ecclestone, who controls the use of the term "F1".[24]
  • Lola Cars[25] - The British racing car constructor Lola Cars, which has been involved in Formula One several times in its history, has confirmed that it has submitted an entry for the 2010 championship.[26]
  • Litespeed GP[27] - The F3 team has teamed up with Mike Gascoyne who recently parted with Force India.[28]
  • March Racing Organisation[29]
  • Team Superfund - a new team established by former driver Alexander Wurz and funded by Christian Baha, the owner of Superfund Group[30]
  • Epsilon Euskadi[31]
  • N.Technology[32]
  • Brabham - The German company Formtech, led by Franz Hilmer, has acquired the rights to the Brabham Grand Prix name and have submitted an entry for the 2010 Formula 1. Formtech had already purchased the assets of the Super Aguri Formula 1 team in June 2008, after Super Aguri's bankruptcy in May 2008.[33][34] According to previous reports the former Force India managing director Colin Kolles is also involved in the project.[35]

The existing F1 teams, under the FOTA oganisation, are understood to have agreed a system of technical support to assist new teams.[36] This compromise proposal would involve the supply of parts and design knowledge to the new entrants, but not full customer cars. In return for this support, FOTA is hoping to achieve a compromise on the budget cap.

Several other teams, including several GP2 teams, were also reported to be planning to lodge entries. These included iSport International,[37] Barwa Addax, Super Nova Racing, and DAMS. Other potential teams included Italian constructor Dallara in a possible collaboration with ART Grand Prix, Racing Engineering, and an unnamed team led by designer Nick Wirth.[35]

Budget cap row

Following the FIA's announcement of rule changes for the 2010 season including voluntary budget limits, five of the teams currently participating in the 2009 Formula One season have stated that they will not submit entries for the 2010 season. These are Ferrari,[38] Renault,[39] BMW,[40] Toyota[41] and Red Bull (with Toro Rosso).[42] Bernie Ecclestone believes a compromise can be reached which will allow all 2009 teams to remain in 2010. But the FIA have failed to emerge with a concrete solution to the ongoing budget cap row after a day of talks on Friday 15 May 2009.[43]

After a meeting in Monaco on 22 May, all current Formula 1 teams agreed to exit Formula 1 by the end of the season unless the budget cap rules were changed.[44][45] Only three days later, the Williams team submitted an entry for the 2010 season, stating that they were obliged to as a company whose only business was Formula One.[46] Williams were then suspended from FOTA temporarily while negotiations continued.[47] All 2009 teams have put entries in for 2010 but some teams still may exit.[48]

Calendar

In January 2009, the Portuguese magazine Autosport reported the possible return of the Formula One to Portugal, at the Autódromo Internacional do Algarve in 2010 or 2011. The Portuguese Grand Prix hasn't been raced since 1996. Formula One boss Bernie Ecclestone has also visited the Portimão circuit. He is concerned as to how many European races the sport will have in future, and doubts that other European countries can maintain their races.[49]

Argentina is another potential candidate for a race in 2010. Argentina will celebrate its bicentennial and the government is pursuing the chance of having a Grand Prix in Mar del Plata. Argentina's cabinet chief Sergio Massa admitted the government has been negotiating with Ecclestone to have a street circuit in Mar del Plata and Hermann Tilke has recently visited the city. [50][51]

Changes

Calendar changes

  • After weeks of rumours regarding Bernie Ecclestone discussing plans to hold the British Grand Prix at Donington Park from 2010, this was finally confirmed by the FIA on 4 July 2008.[54] However, various legal wrangles (including a failure to obtain a safety license) mean that it is possible that no Grand Prix could be held in Britain for the first time in the Formula One World Championship's history.
  • On 7 September 2008, before the 2008 Belgian Grand Prix, Bernie Ecclestone talked with team principals about the very likely return of the United States Grand Prix for 2010.[55]
  • In May 2009 Bernie Ecclestone was holding talks with a Montreal businessman for the possible return of the Canadian Grand Prix. [56]
  • Fuji Speedway announced in May 2009 that they would no longer host a Formula One event, returning the Japanese Grand Prix to the Suzuka Circuit once again in 2010.[53]

If the calendar holds nineteen Grands Prix as expected, this will tie the 2005 season for the most races until 2011, when twenty races will be held.

Rule changes

Confirmed

  • Refuelling is to be banned for the first time since 1993.[57] As a consequence, the cars will be allowed to refuel after the third part of qualifying.[58]
  • Tyre warmers are to be banned.[57]
  • A budget cap of £40m ($63.7m, €45.4m) shall be made optional for 2010, with teams that are choosing to take up the budget cap being allowed greater technical freedom, together with unlimited testing. Teams choosing not to take up the budget cap may spend freely, but will have technical and testing constraints.This rule may change due to protests by the FOTA and Red Bull, Ferrari, Toyota and Renault threatening to leave the sport.[59]
  • The maximum number of cars allowed to take part in a race shall be increased from 24 to 26 cars.[59]
  • Formula One Management will offer financial support to all new teams from next season, in the form of $10m along with the free transportation of two chassis and 10,000kg of freight to each race.[60]
  • The minimum car weight will be increased from 605 kg to 620 kg, to stop taller and heavier drivers such as BMW Sauber's Robert Kubica being at a disadvantage if KERS is added to their car.[61]

Rumoured

  • While the FIA want to make KERS mandatory, FOTA is seeking to ban the device due to its high cost.[62]

Sponsorship changes

Confirmed

  • ING have confirmed it will not renew its sponsorship with the Renault F1 Team along with its contract of being the title sponsor of the Australian, Hungarian and Belgian Grands Prix after 2009. The company has blamed the global economic crisis as the cause.[7]

Rumoured

  • Grupo Santander is planning to move its sponsorship from McLaren to Ferrari.[64]
  • Virgin has been rumoured to be purchasing the Brawn team for the 2010 season and may race under the name Virgin Racing or Virgin Grand Prix.[65]
  • Brazilian oil company Petrobras, who supplied Williams with fuel for eleven years, is rumoured to be in negotiations with McLaren according to Veja magazine. The contract would be something around US$7.5 million and would include the company oil Lubrax.[66]
