Bierenzon was born in a middle-class Jewish family. After graduating from junior high school, he studied at the Law Department of the [[Moscow State University|Moscow University]]. From April 25, 1918, he worked as an accountant-clerk in the [[NKVD]] of the [[Russian Soviet Federative Socialist Republic|RSFSR]], from June 1 to September 1, 1919, he was the head of the Department of Finance of the NKVD of the RSFSR. In 1920, he was an inspector of operational and financial issues of the NKVD of the RSFSR.
