[edit]Its a common practice when describing a small engine, such as a outboard, motorcycle, or otherwise whether it is a 4 or 2 stroke engine. In this case the 174 cc was a four stroke, which differentiated it from other 2 strokes. 4 strokes develope higher torque at a lower RPM, but with more weight, they are also more fuel efficient if weight is not an issue, and substantially quieter than a 4 stroke.
