While you are blocked, you can read all of Wikipedia like any other user, but the only page you can make changes to is here on your user talk page. Instead of "edit", you may see a "view source" option.
The instructions tell you to copy (with attribution) a page that you want to improve (try to do smaller pages, or it can get unwieldy) here to your user talk page and make your edits.
The copy operation is a normal copy-paste operation on your computer from the text in the "view source" window into the text box from in your "New section" window opened on your user talk page.
Make your edits to that copy, including the cleanup items mentioned in the instructions.
