Course Description

A professional or academic involved in the telecommunications industry cannot overlook one of its central characteristics -- that it is a regulated industry. This course introduces you to the basic elements of telecommunications regulation, allowing you to become a better-informed professional with the ability to analyze phenomena in this industry and contextualize them in a broad framework. The course will establish for its students the context for regulation, its justifications, history, structure, principles, standards, technological challenges, economic pressures, and legal solutions. Students will study regulatory concepts in their broadest sense and at the same time will be exposed to specific contemporary and historical issues faced by the industry and debated among practitioners and regulators alike.

Professors at public policy programs in universities in the United States are participating in our initiative by asking their students to improve articles on the English-language Wikipedia as part of the curriculum.”

“The Public Policy Initiative is a completely new and exciting model for outreach with subject matter experts on Wikipedia. It's also a first for the Wikimedia Foundation, and something we hope will lead us toward new best practices and a solid foundation to better collaborate with our volunteers and with academic and institutional partners. We believe that the Wikipedia Public Policy Initiative will both improve public policy content during the duration of the project and also produce information and infrastructure that could inform the design and development of a long¬-term sustainable model.”

WHERE DO WE FIT IN?

TC 210 has been chosen to participate in this initiative.

WHAT DOES THIS INVOLVE?

• As noted in the course syllabus, throughout the semester portions of our class-time will be devoted to this project.

• Students will learn:

o About Wikipedia’s mission and goals
o The anatomy of Wikipedia articles
o How to create a Wikipedia account and how to use it!
o How to properly research, develop, contribute and edit content for Wikipedia
o What it means to participate in Wiki-culture

• Students will participate in this project while concurrently learning and researching about media and communication policy issues.

• Students will choose an issue that is of interest to them partway through the semester and either contribute an update to a Wikipedia page or create their own brand new page!

MSU's TC 210 will be recognized (hopefully) with numerous awards for awesomeness.

Assignment Timeline

Due: 1/25 - Create a Wikipedia Account
Due: 1/25 - Link account to the page (include name), add picture, write something about yourself
Due: 2/1 - Choose a topic and post the topic and group members in the “Areas of Study” section of the Wikipage (Next section)
Due: 2/3 - Complete Assignment Four (see Angel for full details)
Due: 2/10 - Complete Assignment Five: Annotated Bibliography (see Angel for full details)
Due: 3/15 - Complete Assignment Six: Get in touch with online mentor and add 250 words to be added to one group member's page (See Angel for full details)
Due: 5/3 - Complete Assignment Eight (Assignment 7 coming soon - relates to Assignment Six)

Assignment Eight

(Complete details are on Angel).

In addition to your group’s page, you will be required to make a variety of additional edits to Wikipedia on your own. For the purpose of this assignment, edits are defined as the addition of:
•One citation to a Wikipedia page
•One sentence with a citation (counts as two edits)
•Two sentences without a citation
•Revisions (If your original edit is changed by another user, your revision is counted again as a new edit)
To earn points on this assignment, you must complete a certain number of edits before the end of the semester. The following is the rubric for this assignment:
10+ edits = A
6-9 edits = B
3-5 edits = C
< 3 edits = D
20+ edits = BONUS up to 3 percentage points.
IMPORTANT: Every time you make an edit, make sure to save the page as a PDF and note in a word file what edit you have made. You will be required to upload all of these PDFs by the end of the semester and include a short description of your work. When you save your PDFS make the edit bold or use some other form of identification so that I can spot your edit (change this back to normal after making the PDF). All PDFs are to be zipped into one file and uploaded to Angel by the end of the semester.
As a suggestion, you may also identify edits using a "diff" listing like this. We will discuss how to use this listing after spring break. Either option for identifying edits is acceptable.
