Unilateral rename of Cement in Africa

I'm concerned that very shortly after his Afd failed, user:Snottywong proceeded to rename Cement in Africa anyway. He's since been busy snipping WP:REDLINKs from it, not per policy.

I'm considering renaming it back, but don't wish to receive his usual hauling off to WP:ANI with accusations of edit warring. I don't see that AfD as producing consensus for a rename and there did seem to be some support for expanding the article on the broad topic, not just reducing it to the barest and least useful list.

Honestly, there's not much of a consensus to do anything in that AfD except that the page should not be deleted. I'm not seeing anything here that goes outside the normal editorial process (in particular, WP:BOLD) such that admin intervention is either necessary or appropriate. Blocked sock is back

You recently blocked My account now as a duck case of User:Nyannrunning at an SPI case. That user is back, using an 12.101.236.250 (talk) IP account at Talk:Richard Colvin Cox here. Note that he ignores my post, which was directly above this, addresses Crohnie with a "Hello again" from an IP that had never edited here before, which just happens to be from the extended Los Angeles area, where Dooyar/Nyannrunning are located (he travels around to use IPs in the wider area) and begins to go on about a book published by a vanity press company, arguing for its use. This is a very rarely edited article that is mostly hit by socks of User:Nyannrunning. He then goes on to bash me, pushes the book by Harry Maihafer and even makes reference to something that was said about Dooyar/Nyannrunning that he "obsessed about long dead persons". To me, a new editor making references to things said about a banned editor on an article that mostly only that editor targets, making statements to a wiki-friend of mine about me, with whom he has perpetuated many attacks isn't just a WP:DUCK, it's an elephant tiptoeing through the tulips. Can you deal with this as an obvious returning sock IP account? This guy is persistent on this extremely obscure article, plus his treatment of me and his reliance on that book are dead giveaways. Colon-el-Nuevo (talk · contribs) is also editing from an educational IP address 152.16.51.250 (talk · contribs), posting forum style edits to article and user talk pages, etc (although my main complaint is the use of an account and an IP address at the same time. Hi Is there anywhere on wikipedia to ask for users to be blocked who are persistently vandalising wikipedia articles as I do not currently have the powers to block a user, but I think that there is a need for an IP address user to be blocked as he is using very innapropriate "humour" when causing vandalism to articles.
