A tag has been placed on Universal Capital Bank requesting that it be speedily deleted from Wikipedia. This has been done under section G12 of the criteria for speedy deletion, because the page appears to be a clear copyright infringement. This page appears to be a direct copy from http://www.ffbank.org/en/first-financial-bank/. I was wondering if I could just create a page and leave it blank? or have just some basic info(accurate & refrenced to other articles on wiki)? I work for Universal Capital Bank AD Podgorica and I would like to create a page on wiki about it. How do I do it without breaking any rules? The bank is listed on Montenegro Stock Exchange(which has an article on wiki) so I have something to reference.

No, a blank page will be automatically deleted. A business simply existing doesn't necessarily make it a fit subject for Wikipedia, it has to be something notable and with reliable third party sources to show why it merits inclusion. Try looking at our articles for creation process - it'll give you tips and reminders as to what's important/how to write an article and then other editors can assist. The bank may not be notable but it is a way to check. And please put something on your user page to say 'My name is <x> and I work at <y> so I have a conflict of interest' - that's a good step towards following our conflict of interest rules and guidelines.
