You are not permitted to edit whether logged in or not while you are blocked; if you wish to contribute to Wikipedia, you must negotiate an unblock of your account. Otherwise, any IPs you use are liable to be blocked as well, and any material you add to articles may be removed. Editing in violation of a block is called block evasion and is itself against policy.
