Humanitarian response to the 2023 Turkey–Syria earthquake

Countries that offered help or condolences to Turkey and/or Syria after the earthquakes (Dark blue: Turkey and Syria)

Various countries and organizations have responded to the 2023 Turkey–Syria earthquake. More than 80 countries have pledged support for victims of the earthquake, including humanitarian aid.

Practical support from United Nations member and observer states

Afghanistan

The Islamic Emirate of Afghanistan (IEA) announced it will provide AFN15 million ($166,000) to the victims of the earthquake.[1]

Albania

Albania sent a team of 53 people, consisting of emergency rescuers and medical staff.[2]

Algeria

Algeria dispatched the first group of 89 Civil Protection agents to Turkey to participate in rescue and relief operation.[3]

Argentina

According to a statement from the Argentine Foreign Ministry, the offer of the South American country includes socio-sanitary care, psychosocial and post-traumatic support and logistics personnel with experience both in managing warehouses for donations and for the assembly of UNHCR houses and management of camps for affected people and shelters. In addition, Argentina offers water purification tablets and disinfectants -water, sanitation and hygiene-, as well as management and training in use for those affected.[4]

Armenia

Prime Minister Nikol Pashinyan said Armenia stood ready to provide assistance.[5] On 7 February 2023, Pashinyan held phone discussions with the Presidents of Turkey and Syria, following which, the Government of Armenia confirmed the country would send search-and-rescue teams and food aid to Turkey and Syria.[6]

Australia

Prime Minister Anthony Albanese announced an initial humanitarian package worth AU$10 million to aid the recovery in Turkey and Syria. Albanese also expressed his 'thoughts and condolences with the people in this region who are suffering at this time.'[7] Prime Minister Albanese also announced Australia would send a search and rescue team.[8]

Austria

Chancellor Karl Nehammer said Austria will send 84 soldiers from its Disaster Relief Unit to Turkey, and pledged ‎3 million for aid organisations.[9]

Azerbaijan

President Ilham Aliyev said that Azerbaijan will send a search and rescue team of 370 people to Turkey as well as a second aircraft loaded with supplies.[10][11] It was reported that entertainment venues in Baku suspended streaming music in solidarity with Turkey.[12]

Belgium

Belgium will send the B-FAST team to provide medical assistance. Flemish prime minister Jan Jambon pledged €200,000 for aid.[13]

Bosnia and Herzegovina

Security minister Nenad Nešić said Bosnia and Herzegovina will send a group of 50 Civil Protection agents to provide assistance.[14]

Brazil

Itamaraty announced, in an official communiqué, that it is providing humanitarian aid to the populations affected by the earthquake.[15]

Bulgaria

Bulgaria was among the first EU countries to offer help and dispatch medical rescue teams.[16][17]

Cambodia

Cambodia is sending $100,000 in aid.[18]

Canada

Prime Minister Justin Trudeau said Canada is providing CA$10,000,000 in "immediate aid to the people of Turkey and Syria."[19][20]

Colombia

President Gustavo Petro pledged that the Colombian foreign ministry would "establish contact in order to help concretely".[21]

China

  • Xi Jinping, general secretary of the Chinese Communist Party and president of China, sent condolences to both Turkish President Recep Tayyip Erdoğan and Syrian President Bashar al-Assad and would be sending aid and medics to the affected regions.[22]
  • The government of China has also announced to offer 30 million yuan ($4.4 million) to Syria and 40 million yuan ($5.9 million) to Turkiye as emergency humanitarian assistance.[23][24]
  • On 8 February 2023, China's government rescue team, consisting of 82 personnel and 4 rescue dogs, arrived at Adana Airport and would begin rescue work after arriving to the affected areas.[25]
  • While civil society rescue teams with 52 members headed to the earthquake-stricken areas in Turkey to carry out rescue work.[26]

Croatia

Prime Minister Andrej Plenković announced Croatia will send a search and rescue team of 40 people to Turkey[27] consisting mainly of Croatian police and Croatian Mountain Rescue Service. Two specialist civil engineers from the Croatian Centre for Earthquake Engineering with recent experience in handling 2020 Petrinja earthquake have also been dispatched.[28]

Cuba

Miguel Diaz-Canel, first secretary of the Communist Party of Cuba and president of Cuba, shared his condolences on Twitter and offered collaboration by writing the following: “Cuba's solidarity and our heartfelt condolences to the Turkish people and government for the loss of human lives, injuries and material damage caused by the intense earthquake, as well as our willingness to collaborate in assisting the victims.”[29]

Cyprus

Cyprus said it was ready to send help to Turkey.[30] The Cyprus government said Turkey accepted its offer of a rescue team of about 20 people.[31]

Czech Republic

Prime Minister Petr Fiala said that the Czech Republic would "provide help to Turkey via the 68 members of USAR team leaving today at 2 p.m."[32]

Denmark

Minister for Development Cooperation Dan Jørgensen said that Denmark would provide DKK30 million (€4 million) for basic humanitarian aid in Syria and Turkey.[33] A 12-people Danish-Finnish-Swedish Technical Assistance and Support Team with satellite and electronic equipment for coordination emergency efforts has been dispatched to Turkey.[34]

Egypt

The Ministry of Foreign Affairs said that Egypt was "ready to help to face this disaster".[35] Egyptian President Abdel Fattah el-Sisi called his Syrian counterpart for the first time to offer assistance.[36]

El Salvador

President Nayib Bukele said "My government is ready to provide all necessary assistance to the government of President Erdogan."[37]

Estonia

Prime Minister Kaja Kallas said Estonia is ready to send urban search and rescue and medical teams.[38]

Finland

Minister for Development Cooperation and Foreign Trade Ville Skinnari said that Finland would provide €1 million for basic humanitarian aid in Syria and Turkey.[39] A 12-people Danish-Finnish-Swedish Technical Assistance and Support Team with satellite and electronic equipment for coordination emergency efforts has been dispatched to Turkey.[34]

France

Minister of the Interior Gérald Darmanin said France will send 139 civil security rescue workers.[40]

Germany

The civil protection agency THW sent a search-and-rescue team of 50 people and 7 dogs to Turkey.[41] Germany also committed €26 million to relief funds for Turkey and Syria, and will fly in relief supplies.[31]

Georgia

Prime Minister Irakli Garibashvili ordered emergency support to Turkey. 60 Firefighters with relevant rescue gear and machinery were dispatched. An additional team of 40 people was deployed on 8 February.[42][43]

Greece

A team of 21 firefighters, 2 rescue dogs and a special rescue vehicle were dispatched to Turkey from Elefsina on a Lockheed C-130 Hercules. Following the team was a fire brigade officer-engineer, 5 doctors and rescuers from the National Center for Emergency Care.[44] Prime minister Kyriakos Mitsotakis phoned the Turkish president, pledging further quake-relief assistance.[45] Foreign Minister Nikos Dendias and Defence Minister Panos Panagiotopoulos spoke with their Turkish counterparts, Mevlüt Çavuşoğlu and Hulusi Akar, to express their condolences and readiness for providing aid.[46][47]

Hungary

A fifty-strong search and rescue team, including six doctors were dispatched to Turkey, announced by Foreign Minister Péter Szijjártó.[48]

Iceland

Minister of Foreign Affairs Þórdís Kolbrún R. Gylfadóttir shared her condolences on Twitter.[49] A nine-member team of specialist in rescue work and coordination of international operations has been dispatched from Iceland to Turkey.[50][51]

India

The Indian Air Force airlifts National Disaster Response Force along with equipment and rescue dogs to Turkey.

Prime Minister Narendra Modi said that India was "ready to offer all possible assistance to cope with this tragedy".[3] Two teams from the National Disaster Response Force (NDRF) were being prepared for search and rescue operations.[52] The Indian Army has mobilised an 89-member medical team to earthquake hit Turkey. They are equipped with X-ray machines, ventilators, an oxygen generation plant, cardiac monitors and other equipment to establish a 30-bedded medical facility.[4] By 8 February, India had dispatched nearly 150 rescuers and sniffer dogs to Turkey and Syria, as well as 130 tons and 6 tons of supplies to Turkey and Syria respectively.[31]

Iran

Iran delivered 45 tons of medicine, food, tents, and blankets to Syria on 7 February.[53] Bassem Masour, the head of the Syrian Civil Aviation Authority, said more planeloads of humanitarian aid are arriving.[54] President Ebrahim Raisi expressed Iran's readiness to provide "immediate relief aid." Ministry of Foreign Affairs spokesperson Nasser Kanaani said that Iran is ready to send health and aid teams to Turkey and Syria. He described the aid as a "moral, human and Islamic responsibility."[55][56]

Iraq

Two aircraft from Iraq also arrived at the airport to deliver 70 tons of foodstuffs, medical supplies, blankets and other aid supplies.[57]

Ireland

Tánaiste Micheál Martin said that Ireland will provide €2 million in emergency funds.[58]

Israel

Israel has deployed 430 search and rescue, disaster relief, and humanitarian aid workers mainly to the areas of Adana and Gaziantep. The IDF sent a 150-person delegation in place of the initial 17-person group. United Hatzalah deployed a third group of doctors, nurses, rescue workers, and psychotrauma specialists to Turkey, along with 10 tonnes of equipment and humanitarian assistance, including water purification devices. The Israeli government dispatched more than 30 tonnes of relief supplies.[59][60][61]

Italy

Foreign minister and deputy prime minister Antonio Tajani said, "I just met with Turkish Foreign Minister Mevlüt Çavuşoğlu to express Italy's closeness and to have our civil protection ready." [62][63]

Japan

The Ministry of Foreign Affairs said it would send 75 rescue workers. Japan sent the Japan Disaster Relief Rescue Team (JDR) to Turkey in order to conduct search and rescue operations.[64][65]

Jordan

Jordan announced it will send 99 rescuers, 5 doctors, search-and-rescue equipment, tents and medical supplies to Turkey and Syria.[66]

Kazakhstan

President Kassym-Jomart Tokayev offered assistance and emergency aid to Turkey.[67]

Kuwait

Emir of Kuwait Nawaf Al-Ahmad Al-Jaber Al-Sabah ordered the establishment of an air bridge to send "urgent aid and medical staff".[68]

Kyrgyzstan

President Sadyr Japarov sent his deep condolences and support to Turkey. Also announced that they will send 63 rescuers, food and rescue equipments to Turkey.[69]

Lebanon

The Lebanese General Directorate of Civil Defense dispatched 20 members to provide assistance in Turkey.[70] The Lebanese Army will send 20 members of the Engineering Regiment to Turkey to participate in search and rescue operations.[71]

Libya

Prime Minister Abdul Hamid Dbeibeh expressed his deep condolences to the victims of the tragedy in Turkey and Syria.[72] He announced that the assistance his country will provide includes emergency workers and other experts.[73] Libya will send a 55-member team to Turkey, including rescuers, medical staff and four dogs.[66]

Liechtenstein

The Ministry of Foreign Affairs expressed condolences through a press release and pledged a CHF200’000 aid for solidarity.[74]

Lithuania

President Gitanas Nausėda said that Lithuania is ready to send help.[75]

Malaysia

Prime Minister Anwar Ibrahim approved the deployment of 75 members of the SMART search and rescue team to assist in relief efforts.[76]

Malta

Malta dispatched a team of 32 people and a rescue dog to Turkey.[31]

Mexico

President Andrés Manuel López Obrador said Mexico would send rescue teams to both countries,[77] and a rescue team formed by Mexican military and Red Cross personnel left for Turkey on February 7.[78]

Moldova

Moldova announced its readiness to send a mission consisting of 55 rescuers, 2 rescue dogs, and 12 fully autonomous intervention vehicles.[79]

Mongolia

Mongolia is sending an search and rescue team of 35 and humanitarian aid to Turkey.[80]

Montenegro

President Milo Đukanović expressed condolences on behalf of the country, and offered any help needed.[81] Montenegro offered rescue teams to Turkey.[66]

Morocco

King Mohammed VI sent a message of condolences and compassion to the Turkish president and expressed his country's withstanding with the Turkish people, Morocco also pledged to send a group of specialized recovery teams to Turkey and the Syrian border to help in the rescue efforts.[82][83]

Netherlands

Minister of Foreign Affairs Wopke Hoekstra announced that the Netherlands will send a search and rescue team to Turkey.[84]

New Zealand

Foreign Affairs Minister and Prime Minister Chris Hipkins announced a humanitarian package worth NZ$ 1.5 million to aid humanitarian recovery efforts in Turkey and Syria, also adding "We know a little bit about earthquakes in New Zealand so our hearts are with them".[85]

North Macedonia

A team of 40 rescuers and 22 special forces members were sent by North Macedonia, including around €100,000 in financial aid, 10,000 blankets and 200 sanitary stretchers.[86][87]

Norway

Prime Minister Jonas Gahr Støre said that Norway would provide NOK150 million (€13.5 million) for basic humanitarian aid in Syria and Turkey. Four experts in crisis coordination will be dispatched to the affected region.[88]

Pakistan

Pakistan sent humanitarian aid to both Turkey and Syria, while also dispatching rescue workers and doctors to Turkey.[31]

Palestine

The Palestinian ambassador to Syria announced the death of 8 Palestinian refugees, including three children.[89] President Mahmoud Abbas instructed the country's embassy in Damascus to provide all that is necessary to support the families of the victims.[90] The Palestinian Authority will send two humanitarian missions to Syria and Turkey, include civil defense and medical teams.[66]

Paraguay

On the February 6, the Paraguayan Ministry of Foreign Affairs released a message saying "Paraguay wishes to convey its heartfelt condolences to the families of the victims and to the Government and the people of Turkey, in addition to wishing for the recovery of the injured and affected, and the prompt rescue of the people who are still missing as a result of the earthquake." In addition, the foreign ministry also said that they were willing to provide "the humanitarian aid that is within its reach to deal with this tragedy."[91]

Philippines

President Bongbong Marcos said 85 Filipino personnel, including health workers and engineers from the Department of National Defense and the Metro Manila Development Authority, are ready to fly to Turkey as early as Wednesday.[92]

Poland

A special group of the Polish State Fire Service, consisting of 76 firefighters, 5 medics and 8 rescue dogs left to Turkey on February 6th.[93][94]. As of 5 PM, February 8th, the group managed to rescue 10 people in Besni [95]. Next group of 50 miners rescue team is leaving to Besni on February 8th[96]. Another group leaving Poland February 8th consisting of 52 military medics is planning to set up a field hospital[97].


Portugal

On February 8, a rescue team made up of 53 members and 6 dogs of the National Republican Guard, Civil Protection, Sapper Firefighter and National Institute of Medical Emergency doctors will leave for Turkey.[98][99]

Qatar

Emir of Qatar Tamim bin Hamad Al Thani said a search and rescue group as well as supplies will fly to Turkey through an air bridge.[68] Qatar also offered 10,000 container homes to Turkey for those left homeless.[66]

Romania

Three aircraft of the Romanian Air Force that have on board teams specialized in search and rescue interventions of the General Inspectorate for Emergency Situations of Romania (IGSU) and SMURD medical teams, consisting of 60 members, 4 rescue dogs, and related specialized equipment, left for Turkey on 6 February following the disaster.[100][101]

Russia

Two aircrafts of Emergency Situations Ministry with 140 rescuers, 7 canine SAR and an airmobile hospital were sent to Turkey.[102] Another EMERCOM aircraft was sent to Syria with 50 rescuers and 3 canine crews.[103] Defence Minister Sergei Shoigu ordered Russian forces in Syria to help with the rescue effort.[104]

Serbia

Serbia dispatched two special teams (28 people) and liaison officers to help Turkey along with equipment for breaching and cutting, lifting, rescue, work at heights, and electronic search.[105]

Singapore

The Singapore Civil Defence Force will send a 20-men team to assist in search and rescue efforts in Turkey.[106]

Slovakia

Prime Minister Eduard Heger announced that 13 firefighters and two mountain rescuers with dogs would travel to Turkey.[107]

Slovenia

The Government of Slovenia announced that it will be dispatching three civilian experts for assessing the damage and coordinating rescue efforts.[108] On 7 February, one expert (on operational coordination) was already dispatched to Turkey. At the same time, government also offered assistance of a canine search-and-rescue team (seven dog handlers with dogs and three support personnel) and started preparing tehnical assistance package (tents, blankets, generators) to be sent if such assistance will be needed.[109]

South Korea

President Yoon Suk-yeol pledged humanitarian assistance for both Turkey and Syria.[110] The following day, the government approved sending a rescue team consisting of 118 members to form Korea Disaster Relief Team (KDRT)— 60 of them sent from the National Fire Agency, Ministry of Foreign Affairs and KOIKA, while the other 50 sent from the Ministry of National Defense. A total of $5 million worth of humanitarian aid is being sent alongside medical supplies through military transport aircrafts, and is also the largest rescue mission being sent by South Korea at once.[111]

Spain

Prime Minister Pedro Sánchez said, "At the request of the European Civil Protection Mechanism, the Ministry of Interior, through the General Directorate of Civil Defense and Emergencies, activated the Military Emergency Unit and emergency air transport for support in search missions".[112] Spain also set up a field hospital in Turkey.[66]

Sri Lanka

Sri Lankan Foreign Minister Ali Sabry contacted the Foreign Ministry of Turkey and offered assistance.[113]

Sweden

Foreign minister Tobias Billström said, "As Sweden's EU Presidency, we will reach out to Mevlüt Çavuşoğlu and Syria to coordinate EU efforts to assist these countries in this disaster."[114] The government has provided SEK7 million (€620,000) for humanitarian aid in Syria and Turkey.[115] A 12-people Danish-Finnish-Swedish Technical Assistance and Support Team with satellite and electronic equipment for coordination emergency efforts has been dispatched to Turkey.[34]

Switzerland

The Federal Department of Foreign Affairs announced that 80 specialists and eight rescue dogs would be deployed to Turkey on 6 February. In addition, targeted aid for Syria was to be considered.[116]

Thailand

Thailand is sending a 20-person Urban Search and Rescue team to Turkey.[117]

Turkmenistan

Turkmenistan is sending a humanitarian aid plane, along with a rescue team to Turkey.[118]

Ukraine

Ukraine will send a search-and-rescue team of 87 people to Turkey.[66]

United Arab Emirates

President Mohamed bin Zayed Al Nahyan ordered to provide an aid package totalling $100 million to Turkey and Syria ($50 million per each) for earthquake relief.[119]

United Kingdom

British Prime Minister Rishi Sunak conveys his condolences to President of the Republic of Turkey Recep Tayyip Erdogan on the phone

British Foreign Secretary James Cleverly said that rescue teams and equipment were being sent to Gaziantep.[120][121]

United States

The United States Agency for International Development (USAID) said it deployed two urban rescue teams to Turkey, each having about 80 people and equipped with dogs and specialized tools and equipment.[122]

Uzbekistan

President Shavkat Mirziyoyev ordered a search-and-rescue team and humanitarian aid sent to Turkey.[123]

Practical support from de facto states

Kosovo

President Vjosa Osmani said that Kosovo[a] was "ready to provide the necessary assistance through the Kosovo Security Force".[124] A specialized contingent was sent to Turkey later that day.[125] President Osmani, in honor of the victims in Turkey and Syria, declared 8 February 2023 a national mourning day.[126][31]

Northern Cyprus

President Ersin Tatar expressed their solidarity and said that they are sending search and rescue teams of 59 people with 8 vehicles in total.[127]

Taiwan

President Tsai Ing-wen announced a donation of $200,000 in disaster relief,[128] which was later increased to $2,000,000.[129] The Taiwanese government also sent a team of 40 people, 3 rescue dogs and 5 tons of equipment to assist in rescue operations,[130] followed by another team of 90 people and 2 rescue dogs.[131]

Belarus

President Alexander Lukashenko sent his condolences to both Turkey and Syria.[132]

Monaco

Prince Albert II expressed his condolences and solidarity with Turkey by sending the following dispatch to Turkish President Recep Tayyip Erdoğan: "Mr. President, I would like to express my deepest emotion following the earthquakes that have so severely hit your country. My most sincere condolences go out to the families and loved ones of the victims of this disaster. My family and the people of Monaco join me in expressing how much the injured and all those who are suffering today are in our thoughts. Please be assured, Mr. President, of our deep solidarity with you and your people."[133]

North Korea

Kim Jong-un expressed condolences to Syrian president Bashar al-Asad.[41]

Saudi Arabia

King Salman of Saudi Arabia affirmed the country's full support and standing with Turkey in this painful incident for everyone.[134]

South Africa

President Cyril Ramaphosa expressed his condolences to the Turkish President and to the victims of the earthquake.[135]

Vietnam

Acting President Võ Thị Ánh Xuân sent her messages of sympathy and condolences to both Turkey and Syria.[136]
