SRCA provides emergency medical services in five administrative regions of the Kingdom of Saudi Arabia. It was founded in 1963. By 2009, the Society had 447 First Aid Centers, run by 5,507 staff, with 1300 ambulances which are distributed in all hospitals and centres around the country. The Red Crescent has a particular role to play during Hajj (the annual pilgrimage to the Holy City of Makkah), providing on-the-spot first aid and using its fleet of vehicles (1300 in 2009) to take emergency cases to the nearest medical facility.

The Red Crescent is responsible for pre-hospital services accessed through a central telephone line. In Saudi Arabia the emergency service is free of charge. Their main role is to transfer patients between facilities and will also provide backup as required such as in the case of a large-scale emergency. The number of people reporting to emergency rooms in year 1425 Hijri (2004) was around 11 million. There is a Red Crescent dispatch centre which provides coordination between centres and there is another dispatch centre for the civil defence.

To coordinate EMS during the Hajj, different kinds of transport are used to supplement the routine services. In Mecca, the larger ambulances have not been found to be optimum because of the high density of people. Teams therefore often use smaller ambulances, quads and two-wheel bikes.

Since the establishment of emergency teams using smaller ambulances, there has been a reduction in the number of people reporting to hospitals and this has saved a lot of lives. The precise course of action depends on the severity of the case, with constant communication with a central control room. There is coordination through the control room and dispatch centre to ensure adequate staff, supplies and drugs. There is regular training and emergency drills are conducted according to a well-developed disaster plan.

The Saudi Red Crescent Authorities offers emergent and fast medical service of first aid with a skill and effective result for citizens and foreign labors who are staying in the kingdom in ordinary circumstances and at time of catastrophes. It also contributes on enhancing standard of medical knowledge level. The Authority contributes on relief works inside the Kingdom and abroad. It offers service according to Islamic morals and instructions. It works in basic authentic medical regulations. It`s devotion on showing prominent human role and making strong friendly relations with public and government authorities which has relations with the activity of the authority inside the kingdom and abroad. The Saudi Red Crescent Authority gives the working staff special attention by training them and giving them incentives and facilities.

Saudi Air Ambulance is implementing an Air Traffic Management (ATM) concept of operations, as Emergency Medical Service (EMS) under FAR Part 135 AOC, that includes an evolutionary development towards a free Air ambulance flight operations, progressing to individual user defined optimum routes with the ability to perform multiple user defined reroutes anywhere in the KSA region.

Air Ambulance in 2010 Hajj

The Saudi Red Crescent Authority (SRCA) will launch its landmark air ambulance services during 2010 Hajj, said Capt. Abdulhamid Al-Jawfi, director of the Red Crescent’s air ambulance operations.

The service is being initiated to help pilgrims in case of accidents or emergencies. “The program’s strategy is to transport the patient to the nearest medical center within an hour regardless of the distance,” said Capt. Al-Jawfi. “Air ambulances and land ambulances will cooperate during Hajj to swiftly transfer sick and injured people to hospitals. For example, there will be a center where both air ambulances and land ambulances will be able to meet. Through this technique, patients will be taken to the nearest hospital in a short time,” he told Arab News. “The land team will receive calls from members of the public. They will then inform the air team about cases. The air ambulance will not be used in all cases. The medical team will discuss the case and helicopters will only be used in certain cases,” said Capt. Al-Jawfi.

“The medical team will decide how important the case is, what is the distance between the patient’s location and the nearest medical center, and the required time to transport the patient,” he said. There will be five medical helicopters in use during Hajj. “The helicopters will serve the holy sites and the ring roads that lead to Makkah and Madinah,” he said. Air ambulance helicopters are designed in a way that can provide basic medical care to patients. “The helicopters are designed to transport two patients under the supervision of two doctors. Air ambulances are considered the most sophisticated helicopters available in the world. They are also equipped with small emergency rooms,” said Capt. Al-Jawfi. The air ambulance plan during Hajj has been divided into three stages. The first stage is to cover the roads that lead to Makkah and Madinah. The second stage is to cover the holy sites, while the third stage is set to cover pilgrims until they return to their home countries, he said.

The Saudi Red Crescent Authority has initiated an international recruitment campaign in its quest to expand and improve its services. It is our intent to redefine the role of EMS in the Middle East.

Experienced EMS professionals are needed to share their extensive knowledge and training with the kingdoms existing EMS providers. Candidate should have minimum 2 years experience for position and all the necessary documents and certification that qualifies them for the position.
