Latvian identity card (Latvian: Personas apliecība), also called Personal certificate, is officially recognised biometric identity document issued to Latvian citizens. They are also valid for travel within Europe (except Belarus, Russia, Turkey and Ukraine), to Georgia and French Overseas territories. (without the need for a Latvian passport).

Latvian citizens who have a valid passport are not obliged to obtain an ID card.[1]
