This is a working draft proposal to systematically merge inactive or semi-active WikiProjects into larger ones. The categorisation scheme is adapted from the WikiProject Council's directory and ORES article taxonomy. The rough aim is to merge things at the second or third level of the ORES taxonomy, depending on existing levels of activity.
