It does look like someone named Hiroshi Abe did exist and was Governor of Tokyo, but I think Africa's Quest for Modernity made a mistake in conflating him with Kan Abe. I'm not sure that Governor of Tokyo is enough for WP:NPOL and the three cited sources are just passing mentions. I'd suggest looking for more robust, detailed and trustworthy coverage before resubmitting.

If you want him to be considered as an author, then you have to state this, e.g. Gene Clanton was an author who wrote...

You then must prove to the reader/reviewer that he was notable. See WP:AUTHOR. Show that independent sources call him notable. Currently the page only states that he published a few books (which many academics do), which is not notable.
