Proclamation ceremony photo

There is a photo of the proclamation ceremony on the NY Senate website here, but I'm not enturely sure whether it would be considered a free image because it's published under a CC-By-NC-ND with a CC+ that "waives attribution requirements and allows for the creation of derivative works and commercial usage" for any purposes except political fundraising. — TheOnlyZac (talk) 02:58, 12 December 2022 (UTC)[reply]
