As clearly explained above "a person, organization or product added to a list should have a pre-existing article before being added to most lists" - he does not have an article so he is not eligible for inclusion.
As for whether a rector "qualifies for a separate, stand-alone article according to Wikipedia's notability guideline" you should read the more specific guideline at Wikipedia:Notability (academics) - Arjayay (talk) 11:13, 19 April 2023 (UTC)[reply]

There are passages copied out of his bio on facebook and university profiles as posted on the article.

I suggest rewriting the entire article from scratch without using any of his self-published or university/organization published material. If you can construct a bio out of external independent news sources not associated with the subject. Also, does not need to be referred to as Dr. Ogbo per MOS:DOCTOR.
Avoid flowery language that praises the subject, see WP:PEACOCK and WP:WEASEL
Also please declare COI if you are associated with the subject in any manner: student/alumni at his school, friend of his organizations or advocacy groups. AngusW🐶🐶F (barksniff) 15:31, 19 April 2023 (UTC)[reply]
@AngusWOOF I graduated from the Department of Philosophy while he was the Head of Department of Political Science in the same school. Please let me know if that count as association?
