@Jhayward001: I don't think that we can target ISO3166 regions smaller than a whole country. We certainly can't set up a single message to target more than one area - however that area is defined. Also, geolocation within the UK is ropy, to say the least - see User:Redrose64#Where am I? - at present, my IP address geolocates to 51°30′N 0°08′W / 51.50°N 0.13°W / 51.50; -0.13, more than fifty miles off.
