Chronology
PredecessorCitroën Xsara Picasso[9]

The Citroën C3 Picasso is a front-wheel drive automobile first unveiled at the 2008 Paris Motor Show and designed and built by Citroën. It is a mini multi-purpose vehicle (MPV) version of the Citroën C3 and successor to the Citroën Xsara Picasso, designed to compete with the Opel/Vauxhall Meriva, Nissan Note,[10] Renault Modus and the Ford Fusion.[11][12]

Launch

The first C3 Picasso was assembled in December 2007 at the Trnava plant in Slovakia and announced in July 2008 in France.[13] Citroën presented it to the press on 09 and 10 September 2008 and production began shortly after on 25 September, with the expected building of 28 cars per hour. The Picasso was unveiled publicly at the Paris Motor Show in October and eventually went on sale to the French market in February 2009 at a retail price of 14,950. Shortly after was the release to the rest of Europe in March 2009.[14][15]

Launched in the United Kingdom market on 9 April 2009, the C3 Picasso went on sale at £11,495 for the most basic model, the 1.4L VTi with 44 mpg‑imp (6.4 L/100 km; 37 mpg‑US) and in VED (Vehicle Excise Duty) band F,[11][16] while the most expensive was the 'Exclusive' trim with a 1.6L HDi engine and 62 mpg‑imp (4.6 L/100 km; 52 mpg‑US) at £15,595 in VED band C.[17][18] The release of the Limited Edition 90th anniversary C3 Picasso in August 2009 gave the UK seven different models to choose from. It was created to commemorate 90 years of Citroën and featured similar features to the Exclusive trim, the same price tag, the MyWay colour sat-nav system, leather upholstery, and a commemorative badge on the dashboard emblazoned with the wording "90 Years".[19] The model was limited to just 150 in the UK, of which only one has been sold and registered for use as of 2012.[20]

The Spanish market received only three different trims to choose from: a 95 PS (70 kW) 1.4L VTi Attraction, a 120 PS (88 kW) 1.6L VTi Seduction and 1.6L VTi Exclusive (with the same engine as the Seduction model).[21]

In August 2010, the Brazilian division of Citroën introduced the Citroën C3 Aircross, a C3 Picasso-based SUV (Sport Utility Vehicle) with more of an off-road look, completely designed and manufactured in Porto Real, Brazil. "Urban-off-road" vehicles being common on Brazils roads. This vehicle was launched in early 2011 for the Latin American market; Brazil and Argentina specifically. Compared with the original C3 Picasso, the AirCross can run on E85 Bioethanol,[22] has raised suspension, a different interior, and the exterior is styled to include: roof bars, chrome mirror covers and side skirts and a rear spare tire.[23][24] Citroën of Brazil said they intend to sell 2,000 AirCross models per month through 2011, increasing their Latin American presence and are targeting the "young and adventurous" to do so.[25]

In January 2012 Citroën unveiled the limited edition C3 Picasso Code to replace the C3 Picasso Blackcherry trim, which was itself a limited edition trim available in the UK since November 2010 and based on the VTR+.[26] The Code has the same engine as its predecessor but has been finely tuned for a marginally increased fuel economy and lower carbon dioxide (CO2) emissions. It comes with the same standard features as the other variants and a few extras, which include: roof bars, air conditioning, curtain airbags, cruise control and a speed limiter. Exclusive to the trim are the new body colours, such as: Belle Ile Blue, Cherry Red, Shark Grey, and features, including: Obsidian black bumpers and 17 inch Polar White or Cherry Red "clover" alloy wheels.[27][28]

Reviews

Reviews of the hard plasticky interior were mixed.

While praised in reviews for its ergonomics, Bauhaus inspired styling,[29] ease of use, and the practical amount of space offered, many reviews were very critical of the "cheap feeling interior", which is mostly hard plastics, and also the quality of the engines. More praise was heaped on the "tight" turning radius of the vehicle, which enable the Picasso to maneuver around tough corners and obstacles, and the combination of the panoramic three-part windscreen, thin door pillars and high seats, which increase the visibility of the road and led one reviewer to compare it with a greenhouse.[14][30] Of the three monitors on the dashboard, the first monitors the status of important components, such as the engine, while the second controls the sound system, and the last, displays a rev counter, digital speedometer and the fuel gauge. Cnet described the monitor displaying the speed gauge as clear and "close to the driver's natural line of sight" but criticized the other two monitors for being mostly unreadable and possibly dangerous if used by the driver while the car is moving.[31] Other areas like the loud wind noise and the engine at high speed were mixed and there is a common reported fault with the screenwash bottle freezing in cold weather and blowing a fuse when used.[11][32][33] The Picasso needs a service every 20,000 miles (32,000 km) for the petrol models, while the HDi diesel has to be serviced after just 12,500 miles (20,100 km) or 2 years – whichever milestone is hit first.[34]

Design and specification

The rear of the C3 Picasso

The chassis platform used for the C3 Picasso is a modified version used by both the Citroën C3 and the Peugeot 207, giving it a comparable wheelbase. The Aircross model actually uses a different platform, which is also used by the Peugeot 207SW (Station wagon/Estate).[35] This decision is partly because of the Trnava plant building the 207 and the C3 Picasso and PSA Peugeot Citroën pooling resources and manufacturing for some vehicles, creating rebadged models. Rebadging being the combining of design teams between two or more brands to create a shared product, which would have the advantage of creating similar vehicles at a reduced cost for the participating brands but ultimately creates multiple identical looking vehicles for the market, albeit with different badges and sometimes minor styling differences. Examples include: the Fiat Scudo, Peugeot Expert and Citroën Dispatch, the Toyota Aygo, Peugeot 107 and Citroën C1, and the Peugeot Partner and Citroën Berlingo.

Engines

The C3 Picasso Exclusive and VTR+ models with the 1.6L VTi engine are capable of a top speed of 117 mph (188 km/h) in 10.6 seconds and 120 PS (88 kW; 118 bhp). This, and a smaller petrol engine, were co-developed with BMW along with two diesel engines and later a six-speed automatic gearbox variant (EGS6) with a Start-stop system system and Regenerative braking technology included in certain models, notably the German market's Exclusive and Tendance models.[6] The complete vehicle lineup includes multiple different models, gearboxes and engine configurations, all with different features and tuning:

All models have a five-speed manual gearbox, although both a semi-automatic and six speed[84] manual[85] versions were introduced in 2011, along with a new eco-friendly and economical Stop/Start system, which Citroën claims to reduce CO2 emissions significantly.[86][87] This coincided with the European emission standards (Euro 5) Carbon dioxide emissions limits being revised and lowered and the addition of Low-rolling resistance tires to the entire C3 Picasso range. These are designed to minimize wasted energy when the tyre rolls and have been independently estimated to save between 5-15% of fuel being wasted in a typical car.[88][89]

Accessories

All models have ABS (Anti-lock Braking System), EBD (Electronic Brakeforce Distribution), child locks, remote central locking and two front airbags.[90] As standard on all models is also the giant three-part panoramic windscreen and five seats, including three rear seats which can fold down flat to increase the boot capacity from 385 litres (13.6 cu ft) or 500 litres (18 cu ft) (when the hidden compartment to store the parcel shelf is included) up to a maximum of 1,506 litres (53.2 cu ft).[91][92] The Exclusive model is the only to feature a folding front passenger seat to increase the storage space further, as well as: tinted windows, "dual-zone" climate control, rear parking sensors, automatic windscreen wipers and a leather and chrome interior.[90][93] Another standard on the entire range is what Citroën calls a "soft grey, Mistral Maxi Taylor" interior and it claims "Top European" engineers and designers were involved in the vehicle production, but mentions no names.[94]

Of the optional accessories the most substantial are the aluminium roof racks capable of carrying as much as 60 kg (132 lb) and kerb side-lights in the door mirrors, which switch on when the car is locked or unlocked to aid the driver and front passenger from tripping hazards or puddles while entering and exiting the vehicle. Also available are: 16 and 17 inch alloy wheels in two different patterns, chrome mouldings for the bumpers and doors, front fog lamps and cruise control, rear parking sensors, automatic lights, which are all standard on some variants, ESC (Electronic Stability Control) and a speed limitation device - which are commonly used for safety reasons or to reduce fuel bills.[95] The driver's seat has a seatbelt reminder as standard but it can also be added to the passenger and rear seats.[96][97]

Safety

Euro NCAP test results

Test Points %
Overall:
Adult occupant: 86 81%
Child occupant: 37 76%
Pedestrian: 16 43%
Safety assist: 3 40%

Euro NCAP (The European New Car Assessment Programme) tested the most common basic vehicle with standard equipment, including the two airbags, a speed limitation device, but no ESC (Electronic stability control) and scored it on the basis of: child, adult, pedestrian and safety equipment. The result of the front end was mixed, with the bumper scoring the maximum points, but let down by the lack of protection the bonnet provides when it comes into contact with a pedestrian. Protection inside the car was scored highly for almost every seat and for adult and child protection, mainly losing points for just the use of forward facing restraints instead of rearward facing, which can prove fatal in an accident if an infant is hit by an airbag. The C3 Picasso was further penalised for offering very poor whiplash protection with the driver's seat - scoring nothing in two of the three tests and then losing points for the positioning of the unadjusted restraint.

Watchdog and UK recalls

611 C3 Picassos built between January and March 2010 were recalled on 20 June 2010, with an incorrectly routed fuel pipe, which may be in contact with the heat shield. This carried the possibility of chafing and could cause a fuel leak. The models were built between January and March of the same year.[98]

On 24 August 2010, all 13,234 Picassos sold in the country at the time[87] were recalled because the windscreen trim carried the risk of deteriorating, which could eventually detach, and ultimately lead to insufficient fitting of the windscreen.[98][99]

In May 2011, all 24,091 of the C3 Picassos in the UK were recalled for a safety modification,[100] following complaints and an investigation by BBC consumer affairs programme Watchdog into brakes that could be activated on the passenger side of the right-hand drive vehicles.[101][102] The problem occurred because of the way the French-designed cars were modified for right-hand-drive and the investigation showed that "although the brake pedal had been switched to the right, it remained connected to a mechanism on the left passenger side." This was covered only by felt carpet and meant both the front passenger and driver could activate the brakes.[103][104] Despite this the vehicle has continued to sell well in the UK and has won numerous awards.[87] A further investigation by Watchdog later found the same problem in other Citroën models and in a few produced by Renault and Peugeot, affecting some first registered as long ago as 2002. All three manufacturers worked with VOSA to identify the severity of the issue but none were severe enough to issue recalls.[105]

8,815 Picassos built between January and May 2011 were recalled on 2 September 2011 when it was discovered that the battery cable was too short and could cause failures within the gearbox, in turn leading to it cutting out. The recalled vehicles had the offending earth return cable replaced.[106]

Awards

The C3 Picasso was reviewed in 2008 by Top Gear Magazine and awarded Family Car of the Year, stating "This is what a 21st century family car should look like". This was a year before the car was even released in the UK.[107] In 2009 when the car was finally launched the awards increased, first with "Best MPV" at What Diesel's Car of the Year Awards,[108] "Scottish MPV of the Year" at the Scottish Car of the Year Awards,[109] "Best Supermini MPV of the year" at Auto Express New Car Awards[110] and finally "Design of the Year" at the Fleet World Honours.[111] The JD Power survey in 2011 announced the C3 Picasso as the best MPV on the market, with a satisfaction rating of 83.1% and 5 stars overall, but with the lowest rating given to the exterior quality at 3 stars. Many reviews had complained of poor fitting and the finish used on the exterior.[112]

Advertising

"DOG" was created by H Suresnes advertising agency in France and released in June 2010. The advert shows a dog made up of various items, including a purse, swimming goggles, blow-dryer and shoes wandering around the streets to the song "Somebody Come And Play" by Joseph G Raposo. In the last scene the dog is invited into the boot of a C3 Picasso by a family leaving for a holiday and fits with enough space to seat everyone comfortably.[113] The advertisement was shown both in English and French markets.

"Ghostbusters Reloaded" by Euro RSCG Paris shows three futuristic-looking ghostbusters in a C3 Picasso battling against a monster the size of a tall building in the style of the famous Stay Puft Marshmallow Man, built from everyday items like bikes, suitcases and tires to a remix of the Ghostbusters theme tune by Street Life DJs. As the monster is defeated it disassembles and all of it manages to fit into the boot of the Picasso in an impossible feat, with the tagline "The New Citroën C3 Picasso: The Spacebox".[114][115]
