On March 18, 2014,[7] two people were shot dead and at least a further two people injured during the 2014 Crimean crisis.

At this stage, none of the accounts of this event could be verified independently.[8] The Ukrainian and the Crimean authorities provided conflicting reports of the event.[9][10]

The two casulties had a joint funeral attended by Crimean and Ukrainian authorities. The event is now under investigation by both the Crimean authorities and the Ukrainian military. [11][12][13]

Russia and Ukraine have disputed what occurred during the attack.[14][15] None of the accounts given could be independently verified.[16] The event is now under investigation by both the Crimean authorities and the Ukrainian military.

Ukrainian Version

Storming of Ukrainian Military Facility

Ukrainian sources reported that on Tuesday March 18 at approximately 3 p.m, 15 masked gunmen attired in Russian uniforms without insignia arrived in two unmarked vehicles bearing Russian flags and stormed the 13th Photogrammatic Center of the Central Military-Topographic and Navigation Administration in Simferopol, located within a Ukrainian military base.[17]

Although unclear as to how the incident initially began, reports emerged of a pro-Russian self-defense member attempting to climb a wall into the base compound and was told to get back by Ukrainian troops. The argument escalated into live gun-fire being exchanged by both sides and the storming of the base itself. However civilian testimonies indicated seeing self-defense troops preparing for a possible storming of the base prior to the confrontation. A Ukrainian junior officer manning a watchtower overseeing a vehicle pool at the base was fatally injured in the neck during the shoot-out. A second Ukrainian servicemen was shot in the neck and evacuated by several ambulances arriving at the scene who were granted entrance by self-defense troops who sealed of the base to journalists. This death marked the first military fatality since the Russian takeover of Crimea. In addition to the officer an ethnic pro-Russian defense member was reported killed per Crimean authorities but unclear if he was killed by resisting Ukrainian troops or accidental friendly-fire, both cases were reported. The storming began with the takeover of the park located within the bases' compound and the Ukrainian command center. A total of 15 unmarked soldiers armed with shotguns and AK-47's as reported by civilian/journalists at the scene, participated in the assault supported by two military vehicles bearing the Russian flag.[4] A Ukrainian soldier on patrol over the park was beaten by self-defense soldiers with a pair of iron rods during the capture. The condition of the soldier was reported serious by military accounts. Shooting continued until the sub-sequential capture of the Ukrainian military units commander Colonel Andriy Andryushyn who was taken hostage along with several other soldiers in order to gain entry into the bases nautical building where the remaining Ukrainian personnel barricaded themselves on the 2nd floor refusing to surrender. The Ukrainian commander allegedly, reported by several sources, was interrogated by Russian troops and supposedly stated his defection to the people of Crimea. Negotiations over the surrender of the nautical building, where the rest of the Ukrainian troops were held up, continued until late Tuesday evening when talks were met over their surrender. A total of 18 Ukrainian soldiers were detained and placed under arrest by self-defense troops. The soldiers were placed in rows and had all Identification marks, weapons, and money confiscated on behest of Crimean police. [18][19][20][21] [1][2][15]

Crimean/Russian Version

Russian sources reported that the Russian and Ukrainian soldiers were allegedly both killed by the same sniper.[15] On March 18, Russian media reported that Russian forces allegedly received a warning of unidentified armed individuals' presence in an unfinished building located across from a Ukrainian military installation. A Russian Cossack who was working in a Crimean brigade was then shot dead, another wounded, when allegedly investigating the scene near the sniper(s) positions in the building. The shots that killed a Ukrainian officer and wounded another allegedly came from the same window. Russian media, citing Crimean police, reported that authorities had detained a 17-year old nationalist Right Sector marksman from Western Ukraine in connection to the killings.[22] Later, however, Interfax reported that Crimean prosecutors refuted that they had detained any alleged gunmen. "The information on the shooter's detention has not been confirmed. It is untrue. Unfortunately, no one has been detained yet," Natalia Boyarkina, press officer for the Crimean prosecutors, told Interfax-Ukraine on Thursday.[23]

The pre-trial investigation services found out the following:

Several unarmed officials of the Russian Defence Ministry following agreement with both the commander of Ukrainian military base A-36-74, and Kiev came to discuss cartography issues while the cartographers were working inside the base, crimean self-defence forces, were shot outside the base.

Series of shots were fired both at Ukrainian soldiers and members of crimean self-defence forces. There are victims on both sides: a Cossack from self-defence was killed and another one was injured. One Ukrainian soldier from the military base was killed and another one was injured.

Right now the exact position and number of shooters are being ascertained

The scene of action was examined by 6 investigation groups, including criminolgists, detectives from the Crimean Republic attorney office, detectives from main department of the ministry of internal affairs, and members of other related departments. According to these experts there is a high possibility of similarity with the actions of snipers on Maidan, Kiev, from February 18 to 21. In this case their aim was most likely is to provoke conflict between soldiers of the Ukraine and the Crimean Republic.

Several expert examinations are complete, including forensic medical examinations. Ballistic examinations are continuing, along with interviewing witnesses.[24]
