Regarding OTRS usage
Hey,
I have been on Wikipedia for a while and have struggled with the lack of images regarding living and deceased biographical persons WP:BLP (specially retired govt officials who have held important positions). I have noticed that some of u guys have been able to get an OTRS ticket for images posted on indiannavy.nic.in for e.g [1] and would like to know the procedure. Did u mail the navypr directly or used some Wiki ticketing procedure regarding permissions. Also the permissions are supposed to be directly send to "permissions-commons AT wikimedia DOT org". Could you please elaborate this.
Further is it possible to use images from newspapers like "THE HINDU" using a similar way since they have many sourced images. Frankly i am tired and a little concerned of using the fair use policy for retired navy admirals and our Govt websites seem to keep removing info according to the times because of which the website links eventually point to page not found.

- Hi jthomas91!
- 1. Regarding the navy images, I emailed the navypr directly, requesting permission to use images on wikipedia under a "Cc-by-sa-2.5-in" license. I forwarded the reply, along with the links to the images I had uploaded, to the OTRS (permissions-commons@wikimedia.org), and they game me the ticket and added it to the images. Since the license was for a large number of images, an admin on wikimedia created a custom license template, the one that is used by all Indian Navy images now, for any future uploads. Since Wiki is volunteer-based, OTRS may take some time to respond to your email. I am not an active user on wiki anymore, and have not edited for about two years, so forgive me if the system has changed somewhat since then.
- 2. Regarding using images from newspapers like Hindu etc, I do not think that that will work at all. The newspapers almost never own the images; they get them from other sources, and those sources own the copyright. I have only a general idea of how fair use works, and I sympathize with you regarding dead links on website. I believe I used to archive my links and references using the info at Wikipedia:Link rot. Regarding the Admiral of the Fleet of the Indian Navy awarded to User:Strike Eagle
I can see that you have awarded the Admiral of the Fleet of the Indian Navy to User:Strike Eagle. But it is completely illegal the naval ranks can only be conferred by the President of India as per the Constitution of India in view of invaluable contributions to the Republic of India and you can't just award them to anybody as you wish to anybody just for some Wiki contributions.
