What I usually do these days when I create an article is create the new article with no information. Next, I copy text I have written from my sandbox and, finally, I add categories. I have been doing this, because I was moving articles from my workspace, which leaves many unneeded redirects. Also, I had several instances of people making article changes before the article was moved from my workspace. I have encountered this situation myself trying to balance encyclopedic thoroughness with Wikirules. The result is Oregon-specif articles like Lost Lake (Oregon).
