Chronology
PredecessorCitroën Xsara Picasso[9]

The Citroën C3 Picasso is an automobile first unveiled at the 2008 Paris Motor Show as a concept car named "Drooneel".[10] Donato Coco and Jean-Pierre Ploué are credited with the design of the vehicle by the French motor company Citroën. The result is a front-wheel drive, mini multi-purpose vehicle (MPV) version of the Citroën C3 and successor to the Citroën Xsara Picasso, designed to compete with the Opel/Vauxhall Meriva, Nissan Note,[11] Renault Modus and the Ford Fusion.[12]

The vehicle has been adapted for an "Urban-off-road" appearance for the Latin America market, where it has been sold as the Citroën C3 Aircross since 2010.

The first C3 Picasso was assembled in December 2007 at the PSA Trnava Plant in west Slovakia, which was announced from France in July 2008 to be the sole manufacturer of the model. Citroën presented the finished product to the Slovak press and public on 25 September before it was unveiled to the world in October at the 2008 Paris Motor Show. The Trnava Plant by then was expected to be building 28 cars per hour as the C3 Picasso went on sale to the French market in February 2009 at a retail price of 14,950. The company began selling the car in other European markets in March 2009.[13][14]

When launched in the Spanish market in 2009, there were only three trims to choose from: the LX, SX, or Exclusive. The LX was sold as the basic and most inexpensive model, with a 95 bhp (71 kW; 96 PS) VTi engine at 12,590, while the Exclusive model was most expensive with a 110 bhp (82 kW; 112 PS) HDi Airdream engine at 18,650.[15]

Launched in the United Kingdom market on 9 April 2009, the C3 Picasso went on sale at £11,495 for the most basic model, the 1.4-litre VTi with 44 mpg‑imp (6.4 L/100 km; 37 mpg‑US),[16][17] while the most expensive was the 'Exclusive' trim with a 1.6-litre HDi engine and 62 mpg‑imp (4.6 L/100 km; 52 mpg‑US) at £15,595.[18][19]

A facelifted Citroën C3 Picasso appeared at the 2012 Paris Motor Show on 27 September and was on sale in Europe by November.[20]

Models

Variations of the models exist for different markets and times, with a range of engine options, features, and extras.

Exclusive
Consistently the luxury trim for each market, with the most features, and sold at the highest prices. Only the Exclusive model features a folding front passenger seat, transforming the storage space into the whole interior of the car, bar the driver's seat. Extras for the trim include: tinted windows, rear parking sensors, automatic windscreen wipers, a leather and chrome interior, and dual-zone automatic climate control and pollen filter, which allows for two varying temperature settings simultaneously in the vehicle.[21]

Limited/Special Edition

Blackcherry
The Blackcherry model, is a limited edition trim, available in the UK since November 2010 and based on the VTR+. It was sold with only one choice of engine, the 1.6-litre High-pressure Direct Injection (HDi) diesel.[22] It was discontinued and replaced by the Code red and Code white in January 2012 and they also have the same engine.[23]

90th Anniversary
The release of the Limited Edition 90th Anniversary C3 Picasso in August 2009 gave the UK its third limited edition model. It was created to commemorate 90 years of Citroën and has similar features to the Exclusive trim, the same price tag, the MyWay SatNav system, leather upholstery, and a commemorative badge on the dashboard emblazoned with the wording "90 Years". As an added bonus, it came equipped with £1,000 of free extras and was released in an advertising campaign of Anniversary trims for other Citroën models at the same time as the launch of the Limited Edition Millennium trim in France.[24][25] The model was limited to just 150 in the UK, of which only one has been sold and registered for use.[26]

Millennium
Several Citroën vehicle trims were released in France under the Millennium moniker, including the: C1, C4, C4 Picasso, C5 and C5 Tourer. The model has 16-inch (406.4-millimetres) alloy wheels, the MyWay SatNav system and radio with built-in Bluetooth and dual-zone automatic climate control. The body colours for the model feature a metallic or pearlescent finish.[27]

Code Red / Code White
In January 2012, Citroën unveiled the limited edition C3 Picasso Code red and Code white to replace the Blackcherry in the UK.[22] The Code has the same engine as its Blackcherry predecessor, but has been finely tuned for a marginally increased fuel economy and lower carbon dioxide (CO2) emissions. It features Obsidian black bumpers and 17-inch (431.8-millimetres) Polar White or Cherry Red "clover" alloy wheels, and can be equipped with extra features, which include: roof bars, curtain airbags, cruise control and a speed limiter. Body colours exclusive to the trim are Belle Ile Blue, Shark Grey and Cherry Red.[23][28]

Passion Bleus
To celebrate the June 2012 European Football Championship, Citroën released the Passion Bleus model in France. The name is a tribute to the French national football team, of which Citroën supports, as a partner of the French Football Federation. The advertising campaign for the Passion Bleus involved French footballers, rallying champion Sébastien Loeb, and an online Facebook game "Le Pilote et le Bleu" (The Pilot and Blue). Other Citroën vehicles to receive a Passion Bleus trim were the: C1, C3, C4, C4 Picasso, and the Berlingo Multispace.[29]

Design and features

The rear of the C3 Picasso

All models have an anti-lock braking system (ABS), Electronic brakeforce distribution (EBD), child locks, remote central locking and two front airbags.[30] The vehicle is only available as a 5-seater, but with all models the three rear seats can fold down flat to increase the boot capacity from 385-litres (13.6 cu ft) or 500-litres (18 cu ft) (when the hidden compartment to store the parcel shelf is included) up to a maximum of 1,506-litres (53.2 cu ft).[31][32] Only the Exclusive model features a folding front passenger seat to increase the storage space further.[21][30] The entire model range has what Citroën calls a "Mistral Maxi Taylor" woven cloth interior, and they claim "top European" engineers and designers were involved in the vehicle production, of which Donato Coco and Jean-Pierre Ploué were named.[1][33]

Of the optional accessories, the most substantial are the aluminium roof racks capable of carrying as much as 60 kg (132 lb) and kerb-side lights in the door mirrors, which switch on when the car is locked or unlocked to assist the driver and front passenger with tripping hazards or puddles while entering and exiting the vehicle. Also available are: 16 and 17-inch (406.4 and 431.8-millimetres) alloy wheels - with a choice of two patterns, chrome mouldings for the bumpers and doors, front fog lamps and cruise control, rear parking sensors, automatic lights, which are all standard on some variants, Electronic Stability Control (ESC) and a speed limitation device - which are commonly used for safety reasons or to reduce fuel bills.[34] The driver's seat has a seatbelt reminder as standard but it can also be added to the passenger and rear seats.[35][36]

The chassis platform used for the C3 Picasso is a modified version used by both the Citroën C3 and the Peugeot 207, giving it a comparable wheelbase.[37] The reuse of automobile platforms is a common occurrence, especially for Citroën because the Trnava plant builds the Peugeot 207 and the C3 Picasso. This is because the parent company PSA Peugeot Citroën pools resources and manufacturing for some vehicles, sometimes creating rebadged models. Rebadging is the combining of design teams between two or more brands to create a shared product, which has the advantage of designing and testing vehicles at a reduced cost for the participating brands, but ultimately creates multiple identical looking vehicles for the market, albeit with different badges and sometimes minor styling differences. Examples include: the Fiat Scudo, Peugeot Expert and Citroën Dispatch, the Toyota Aygo, Peugeot 107 and Citroën C1, and the Peugeot Partner and Citroën Berlingo.

Citroën placed a contractual obligation to use green materials in the design and building of the C3 Picasso. These were used inside and outside of the vehicle and make up ≥11% of the 170 kg (374.8 lb) of polymers on the vehicle. The mudguards, parcel shelf and boot carpet are just some of the uses on the Picasso.[38]

Citroën recommends the vehicle is serviced at least every two years, or at every 20,000-miles (32,000 km) for the petrol models and 12,500-miles (20,100 km) for the HDi diesels - whichever milestone is hit first.[39]

Engines

When equipped with the 1.6-litre VTi engine, the C3 Picasso Exclusive and VTR+ models are capable of a top speed of 117 mph (188 km/h) (188 km/h) in 10.6 seconds and 120 bhp (89 kW; 122 PS). This 1.6 L and a smaller 1.4 L VTi petrol engine, were developed by PSA Peugeot Citroën and BMW, along with a 1.6 L diesel engine and the two 1.6 L HDi Airdream engines. In addition, every model came with a 5-speed manual gearbox until 2011, when both 6-speed manual and automatic (EGS6) manual versions were introduced,[40][41] along with an eco-friendly start-stop system system and regenerative braking technology in certain models, notably the German market Exclusive and Tendance.[42][43] Citroën claims these two new features reduce CO2 emissions significantly[6] and their introduction coincided with the release of a higher spec Airdream engine, the European emission standards (Euro 5) Carbon dioxide emissions limits being revised and lowered and the addition of low-rolling resistance tires to the entire range. The tires are specially designed to minimize wasted energy when the tire rolls and have been estimated by the California Energy Commission to save 1.5–4.5% of fuel being wasted in a typical car.[44][45]

At first Citroën had decided not to offer their new automatic EGS6 gearbox version in the UK due to the unfavourable exchange rate and costs, although this changed after a small number were privately imported for insurance classification purposes. The EGS6 gearbox became an option for the 1.6 L VTi engine models shortly after.[46]

The complete vehicle lineup includes multiple models and engine configurations, all with different specifications and tuning:

Overall:

The European New Car Assessment Programme (Euro NCAP) tested a C3 Picasso Confort 90 bhp (67 kW; 91 PS) model with standard equipment, including: a single forward airbag for each front seat, a speed limitation device, but no ESC. As always with the Euro NCAP tests, the vehicle was scored on the basis of: child and adult injury, including whiplash risk from the seating, a pedestrian front impact rating, and present safety equipment and clear labels detailing how to disable some features. The results of the front end tests were mixed, with the bumper scoring the maximum available points, but penalised for the lack of protection and damage caused by the bonnet when struck by a pedestrian. Protection inside the car was scored highly for almost every seat and for adult and child protection, mainly losing points for just the use of forward facing restraints instead of rearward facing, which can prove fatal in an accident if an infant is hit by an undisabled airbag. The C3 Picasso was further penalised for offering very poor whiplash protection with the driver's seat - scoring nothing in two of the three tests and then losing points for the positioning of the unadjusted restraint. Overall, the vehicle still earned four of five stars, although this is less than the majority of vehicles Euro NCAP compares it to, which were released around the same time.[128]

Watchdog investigation and recalls

611 C3 Picassos built between January and March 2010 were recalled on 20 June 2010, with an incorrectly routed fuel pipe, which was believed to have been in contact with the heat shield. This carried the possibility of chafing and could cause a fuel leak. The models were built between January and March of the same year and sold in the United Kingdom.[129]

On 24 August 2010, all 13,234 Picassos sold in the UK at the time[43] were recalled because the windscreen trim carried the risk of deteriorating, and could eventually detach, ultimately leading to loose fitting of the windscreen.[129][130]

In May 2011, all 24,091 of the C3 Picassos in the UK were recalled for a safety modification,[131] following complaints and an investigation by BBC consumer affairs programme Watchdog into brakes that could be activated on the passenger side of the right-hand drive vehicles.[132][133] The problem occurred because of the way the vehicles were modified for right-hand-drive and the investigation showed that "although the brake pedal had been switched to the right, it remained connected to a mechanism on the left passenger side." This was covered only by felt carpet and meant both the front passenger and driver could activate the brakes.[134][135] A further investigation by Watchdog later found the same problem in other Citroën models and in a few produced by Renault and Peugeot, affecting some first registered as early as 2002. All three manufacturers worked with the Vehicle and Operator Services Agency (VOSA) to identify the severity of the issue but none were severe enough to issue recalls.[136]

8,815 Picassos built between January and May 2011 for the UK market were recalled on 2 September 2011 when it was discovered that the battery cable was too short and could cause failures within the gearbox, in turn stalling the engine. The recalled vehicles had the problem earth return cable replaced.[137]

Despite the recalls the vehicle has continued to sell well in the UK and has won numerous awards.[43]

Reviews

Reviews of the hard plastic interior were mostly negative.

While praised in reviews for its ergonomics, Bauhaus inspired styling,[138] ease of use, and the practical amount of space offered, many reviewers were critical of the "cheap feeling interior", which is mostly hard plastics. The quality and reliability of the petrol engines was bought into question by most reviewers as "sluggish" and struggling to carry the weight of the vehicle, although the diesel engines feedback was much better as they are able to cope much better and run smoother. Reviews were favourable to the tight turning radius of the vehicle, which enables the Picasso to maneuver around tough corners and obstacles. The combination of the panoramic three-part windscreen, thin door pillars and high seats, which together increase the visibility of the road - led one reviewer to compare it with a greenhouse.[13][139] Of the three monitors on the dashboard, the first monitors the status of important components, such as the engine, while the second controls the sound system, and the last, displays a rev counter, digital speedometer and the fuel gauge. Cnet described the monitor with the speed gauge as clear and "close to the driver's natural line of sight", but criticized the other two monitors for being mostly unreadable and possibly dangerous if used by the driver while the car is moving.[140] The reviews were inconsistent on the soundproofing of the vehicle, with the loudness of the wind complained about. The engine at high speed also received mixed reviews, while a number of reviewers reported a fault with the screenwash bottle freezing in cold weather and blowing a fuse when used.[16][141][142]

The reviewer for European car of the year 2010 called the nominated C3 Picasso fuel efficient, but with "dull steering".[143]

Awards

UK publication Top Gear Magazine awarded the C3 Picasso "Family Car of the Year" in 2008, stating "This is what a 21st century family car should look like". Michael Harvey, the Editorial Director of the magazine admitted they had taken a chance as the model was not available in the United Kingdom until the following year.[144] In 2009 when the car was finally launched the awards increased, first with "Best MPV" at What Diesel's Car of the Year Awards,[145] "Scottish MPV of the Year" at the Scottish Car of the Year Awards,[146] "Best Supermini MPV of the year" at "Auto Express New Car Awards"[147] and finally "Design of the Year" at the Fleet World Honours.[148] The JD Power survey in 2011 announced the C3 Picasso as the best MPV on the market, with a satisfaction rating of 83.1% and 5 stars overall, but with the lowest rating given to the exterior quality at 3 stars. Many reviewers had complained of poor fitting and the finish used on the exterior.[149]

Advertising

"DOG" was created by H Suresnes advertising agency in France and released in June 2010. The advert shows a dog made up of various items, including a purse, swimming goggles, blow-dryer and shoes wandering around the streets to the song "Somebody Come And Play" by Joseph G Raposo. In the last scene the dog is invited into the boot of a C3 Picasso by a family leaving for a holiday and fits with enough space to seat everyone comfortably.[150] The advertisement was shown both in English and French markets.

"Ghostbusters Reloaded" by Euro RSCG Paris shows three futuristic-looking Ghostbusters in a C3 Picasso battling against a monster in the style of the famous antagonist Stay Puft Marshmallow Man to a remix of the Ray Parker Ghostbusters theme tune - performed by the Street Life DJs. The monster is the size of a tall building and built from everyday items like bikes, suitcases and tires. As the monster is defeated, it disassembles and all of it manages to fit into the boot of the Picasso in an impossible feat, with the tagline "The New Citroën C3 Picasso: The Spacebox".[151][152]

C3 Picasso facelift

The C3 Picasso facelift at the 2012 Paris Motor Show

The facelift of the Citroën C3 Picasso appeared first at the 2012 Paris Motor Show on 27 September.[153] The eMyWay SatNav system located on the centre console has more functionality, allowing connection to a reversing camera (available as an extra), which it can display on the centre console. LED daytime running lamps are another non-standard feature added to the model, as are the fog lamps, with built-in cornering lamps, which illuminate the road-side when the vehicle turns at up to 25 mph (40 km/h).[154] Citroën released two new exterior paint colour options for the vehicle, these were "Pearlescent white" and "Ink blue". It also features the revised chrome chevron badge on the front, giving the appearance of a crown, and identifying it as the newest of Citroën models.

The Spanish market C3 Picasso launched in November 2012 with four trims to choose from and a price range similar to the last model. The least expensive being the Attraction, with a 95 bhp (71 kW; 96 PS) VTi engine at 12,250, and the most expensive being the Exclusive model with a 115 bhp (86 kW; 117 PS) HDi engine at 18,475.[20][155]

It is expected to go on sale in the UK in the first half of 2013.[156][157]

Sales

Year UK Sales Worldwide sales Worldwide Production Notes
2008 0 600[158] 1,600[158] The C3 Picasso was not sold in the UK in 2008 but did sell in some European countries for a small portion of the year.
2009 7,891[159] 86,500[160] 91,700[158] The vehicle was officially launched throughout Europe in 2009 and so sales are significantly higher. Production was also increased to ≥850 units per day to keep up with the demand. Citroën expected sales of between 90,000 and 100,000 units, a target which was not met.[161]
2010 8,996[159] 83,700[162] 77,100[162] Worldwide sales decreased by 3.2% in 2010 and production was cut by almost 16% in anticipation of lower sales in 2011. All possibly caused by the European recession as this is the biggest market for the vehicle.[163]
2011 7,595[164] 101,612[165] TBA The Trnava plant was shut from 28 October to 18 November as production outstripped demand. Citroën claims overall sales had fallen by 13.3% since 2010 and announces three PSA plants could be shut.[163]

In August 2010, the Brazilian division of Citroën announced the Citroën C3 Aircross to the media. The vehicles is a C3 Picasso-based SUV (Sport Utility Vehicle) with a more off-road look, completely designed and manufactured in Porto Real, Brazil (with "Urban-off-road" vehicles being common on Brazil's roads).

Citroën launched the vehicle in Brazil and Argentina in September 2010.[166] When compared with the C3 Picasso, the C3 Aircross has raised suspension, a restyled interior and exterior, with chrome roof bars, mirror covers, side skirts and a rear spare tire.[167][168] The model is capable of running on E85 Bioethanol[169] and is based on the platform from the Peugeot 207 SW (Station wagon/Estate).[37] Ivan Segal, the managing director of Citroën of Brazil expected to sell 30,000 Aircross models through 2010,[166] but lowered this expectation in 2011 to 2,000 Aircross models per month (24,000 in total). Segal wanted to achieve this by targeting the "young and adventurous" buyers in the market.[170]

Design and features

The Aircross features an upholstered fabric interior, with corduroy or leather optional.[171]

The engine supports are designed to collapse downwards slightly in a front-end impact, this should prevent the engine from invading the cabin of the vehicle and injuring passengers. The C3 Aircross SX and Exclusive models have ABS, making the Aircross one of the few vehicles on sale in the Brazilian market with the feature.[172]

As with the C3 Picasso, the C3 Aircross was designed with an obligation for green materials to be used where viable. 20 kg (44.1 lb) of the vehicles polymers are from natural fibres to meet this target. These include the parcel shelf, boot carpet, and limited use in the doors.[38]

Reviews

The basic X model launched with no airbags or ABS and was criticised for this by Autoblog.com, as they didn't feel it was justified at upwards of Arg$80,000. It was also criticised for not having a temperature sensor, which is a necessity in hotter climates (like the Latin American market). And again by Autoblog.com for having an awkward and complicated boot, which can only be opened after the arm carrying the spare tyre has been unlocked and swung out of the way.[173][171] This has a further disadvantage of requiring more space to park. They go on to complain of the dashboard mounted displays being difficult to see comfortably for the driver, just as other reviewers had complained about in the C3 Picasso. There is only one engine available, a 1.6 L HDi, reused from other Citroëns, notably including the Latin American market C3 Picasso. It performs very well in the Aircross off the road, but is noisy on the road. The suspension had no discernible issues, managing well on the road and off, traversing irregular terrain without issues.[171]
