The 2022 G20 Bali summit is the upcoming seventeenth meeting of Group of Twenty (G20), a summit scheduled to take place in Bali, Indonesia in 2022.[3][4][5][6][7][8] Indonesia's presidency began on 1 December 2021, leading up to the summit in the fourth quarter of 2022. The presidency handover ceremony was held as an intimate event, in which the G20 Presidency Gavel was transferred from Italian Prime Minister Mario Draghi to Indonesian president Joko Widodo at the close of the Rome summit.

Priorities

Indonesia's G20 Presidency has set three priority issues of Global Health Architecture, Digital Economy Transformation, and Energy Transition as a comprehensive exit strategy to support global recovery. G20 Indonesia will seize this momentum to establish sustainable and inclusive development while exploring new avenues to shape a more adaptive G20 against future crises. The priorities are:

  1. Global Health Architecture;
  2. Digital Economy Transformation; and
  3. Energy Transition.

Agendas

As the host country for the 2022 summit and hold the presidency, Indonesia commits to arrange such meetings, as follows:

  1. 2022 G20 Bali, Indonesia summit;
  2. 2022 G20 Indonesia Ministerial and Central Bank Governors (Finance Track) meeting;
  3. 2022 G20 Indonesia Sherpa (Sherpa Track) meeting;
  4. 2022 G20 Indonesia Deputies meeting;
  5. 2022 G20 Indonesia Working Group agenda;
  6. 2022 G20 Indonesia Engagement Group agenda;
  7. 2022 G20 Indonesia Side Events.

2022 G20 Indonesia Ministerial and Central Bank Governors (Finance Track) meeting

Priorities are as follows:

  1. Synchronizing exit strategies to support global recovery
  2. Containing the scarring effect of the pandemic on the economy to support stronger future growth
  3. Strengthening the payment system in the digital area
  4. Promoting sustainable finance
  5. Expanding an inclusive financial system
  6. The international tax agenda[9]

2022 G20 Indonesia Engagement Group Agendas

G20 Indonesia has formed 10 Engagement Groups to facilitate various independent stakeholders in developing proposals and presenting non-binding policy recommendations to the G20 Leaders. This event will held several agendas, such:

  • Science of Twenty (S20)
  • Labor of Twenty (L20)
  • Parliament of Twenty (P20)
  • Civil of Twenty (C20)
  • Think thank of Twenty (T20)
  • Youth of Twenty (Y20)
  • Woman of Twenty (W20)
  • Urban of Twenty (U20)
  • Religion of Twenty (R20)
  • Supreme Audit Institution of Twenty (SAI20)
  • Sports of Twenty (SP20)

Change in presidency

Minister of Foreign Affairs of Indonesia, Retno Marsudi said that initially, Indonesia was slated to host the G20 Summit in 2023. However, considering that Indonesia will also hold the Chairmanship of ASEAN in 2023, Indonesia then discussed the timing of the G20 presidency with India. “India also has the same proposal to postpone the G20 Presidency to 2023,” she said.

Thus, Indonesia exchanged presidency time with India. “India will hold the G20 Presidency in DEC 2022 while Indonesia will hold the Presidency a year after,” said Retno.[15]

Russia and Ukraine

Following the Russian invasion of Ukraine, some countries called for Russian president Vladimir Putin to be excluded from the G20. In March 2022, Polish economic development minister Piotr Nowak said that he had presented a proposal to exclude Russia in meetings with the United States,[16] which United States president Joe Biden subsequently indicated support for.[17] China's Ministry of Foreign Affairs spokesperson Wang Wenbin rejected these calls, saying that no member had the right to remove another country as member.[18] Canadian Prime Minister Justin Trudeau said the group should "re-evaluate" Russia's participation.[19] The Indonesian government initially attempted to keep the Russian invasion of Ukraine off of the meeting's agenda. Foreign Minister Retno Marsudi said her country's government would consider the views and suggestions of other members but that summit is meant to focus on pandemic and economic recovery.[20]

In April 2022, United States Secretary of the Treasury Janet Yellen said she will not participate in sessions at the Bali summit which include Russian delegates.[21][22] At the 2nd Finance Ministers and Central Bank Governor Meeting several weeks later, various finance officials including Yellen, President of the European Central Bank Christine Lagarde, Canadian Deputy Prime Minister Chrystia Freeland, and Ukrainian Finance Minister Serhiy Marchenko walked out when a Russian delegate began to speak at the event.[21][23] At a press conference several days later, Freeland said that Canada wanted Russia removed from G20, and that Canadian delegates would not take part in meetings that included Russia.[24] She said the removal of Russia was a significant topic of conversation among the delegates at the meetings, though there was not unanimity that Russia should be removed.[24]

Indonesia's President Joko Widodo in April invited President of Ukraine, Volodymyr Zelenskyy, to the conference, while Putin confirmed in a phone call with Widodo that he would also attend the conference.[13] While the previous Australian Prime Minister Scott Morrison stated he would not attend a summit which included Putin, his successor Anthony Albanese indicated that he would attend the conference regardless of Russia's presence.[25] Trudeau also stated that Canada would still attend the conference if Putin were to attend.[26] Following the 2022 G7 summit, German chancellor Olaf Scholz noted that the G7 leaders "did not want to drive G20 apart", and European Commission head Ursula von der Leyen noted that she would not oppose attending the conference with Putin. Italian Prime Minister Mario Draghi claimed that Putin would not be attending, a claim denied by the Russian government.[27]
