Thanks for fixing the article name, Cefaro (and for the kind words). I'm hoping to upgrade a number of the articles on the buildings and art of the Federal Triangle in D.C., but I've been buried in other matters and been taking a bit of a wiki-break. If you have an interest and time to contribute further improvements, that would be great. Hopefully I'll have some time in the fall to work on the Rios Building article and others more.

Cefaro, It is not a problem. When an image is uploaded to English Wikipedia, it can only be used directly on Wikipedia. However, when an image is uploaded to the Commons, it can be used across all the Wikimedia Foundation projects/sister projects in other languages. It is not uncommon for an image that was first uploaded to Wikipedia to be transferred to the Commons so it can have more widespread use. (Note that there are slightly different criteria for uploading images to Wikipedia and to Commons.) Sometimes the original uploader does it. Sometimes another editor does it.
In general, it is not necessary to have the image in both places. If it has the same name on Commons and the Wikipedia version is deleted, any images that are linked will automatically be linked to the Commons version. (If an image is only on Commons, linking is the same as for a Wikipedia image — no special formatting.) Generally, the only need for having duplicate images with same name and the Wikipedia version protected is if the image is to appear on the Wikipedia Main page — so that any changes in the Commons will not go through. This protection is usually set to be temporary — expiring when the image is off the Main page.
Bottom line, shouldn't be a problem to have it deleted. If you have an image that meets Commons criteria, consider uploading it there. Now that there are unified logins, it is much easier to make the upload.

Most of the information obtained is from the official citation from the Army, which can not be changed. Any other information may be different, but not the citation. And because this is from the Civil War years, there is not much info anywhere else but the official one from the archives of the army. Most websites have the same information about these soldiers.
