TUFF TV was created by Lou Seals, CEO of Atlanta-based Seals Entertainment Company, LLC (Sealsco) in a partnership with Henry Luken of Chattanooga-based [[Luken Communications, LLC]], a national multicast television network provider. Sealsco is a leading independent owner and producer of television programming.

Advertising offices for TUFF TV are maintained in Atlanta, GA; Chattanooga, TN; Chicago, IL; Scottsdale, AZ; and Lexington, KY.
