The Rajasthan Public Service Commission (RPSC) is a government body of the Rajasthan, India, established by the Constitution of India, to select applicants for various state government jobs according to the merits of the applicants and the rules of reservation. It advises the government of Rajasthan on all matters relating to the rules of recruitment, appointment, transfer, promotion, professional standards and disciplinary actions. In this capacity, the commission organizes recruitment procedures, competitive examinations and screening tests, and candidate interview boards for the appointment of candidates within the state.[2]
The RPSC commenced its operations in 1949, when Rajasthan came into existence as a state. The commission has eight members who are supported and advised by the commission's secretariat staff. Its offices are located in Ajmer.[1][3]
History
[edit]Rajasthan Public Service Commission had a glorious past of nearly 70 years. In 1923, the Lee Commission had recommended setting up of a Central Public Service Commission in India, but it did not give much thought to the need of establishing similar commissions in provinces. It was left largely to the discretion of provincial Governments to recruit and exercise control over their Services, as they thought proper.
At the time of formation of Rajasthan, the institution of Public Service Commission existed in only three of the 22 covenanting states viz. Jaipur, Jodhpur and Bikaner. After the integration of princely states, as per the publication dated 20 August 1949 in the Rajasthan Gazette, The Rajasthan Public Service Commission Ordinance, 1949 came into effect. According to section 1(3), the said ordinance should came into effect from that date, when Notification regarding appointment would publish in official Gazette and on 22 December 1949 the said Notification was published. Hence, on 22 December 1949 the Rajasthan Public Service Commission was established, or in other words the Rajasthan Public Service Commission came into effect from 22 December 1949. With the ordinance dated 16 August 1949 the PSCs or other institution performing duties in the nature of those of a PSC in the constituent states were abolished. The ordinance also provided inter-alia, for the composition of the Commission, the staff and the functions of the Commission.
Initially, the Commission had one Chairman and 2 Members. The then Chief Justice of Rajasthan, Sir S. K. Ghosh was appointed as Chairman of Rajasthan Public Service Commission. Subsequently, Shri Devi Shankar Tiwari and Shri N. R. Chandorkar were appointed Members and Shri S. C. Tripathi (I.E.S), formerly a member of the Union Public Service Commission was appointed as Chairman. In 1951, in order to regulate the working of the Commission, the Rajpramukh issued the following Regulations under the provisions of the Constitution of India.

2. The Rajasthan Public Service Commission (Limitation of Functions) Regulation, 1951.
In view of its important and impartial functions, Public Service Commissions rightly find a place of pride in the Indian Constitution. Articles 16, 234, 315 to 323 of the Indian Constitution deal with various functions and powers of the Public Service Commissions. The working of Rajasthan Public Service Commission is also regulated by Rajasthan Rajasthan Public Service Commission Rules & Regulation, 1963 and the Rajasthan Public Service Commission (Regulations and validation of Procedure ordinance 1975 & Act 1976).
