I have not found a consensus for vice-versa, on the talk page there is only a comlaint by User:Wallie against the inclusion of Asian part of Istanbul... the reference I am adding cleatly states what is the population of the Istanbul within Europe

Europe

This is a list of the largest cities in Europe by population within city limits. It deals exclusively with the areas within city administrative boundaries (municipalities) as opposed to urban areas or metropolitan areas, which are generally larger in terms of population than the main city.

The list includes cities geographically situated in Europe, using the conventional definition of its boundaries.
