Patna Metro (Hindi: पटना मेट्रो) is a planned rapid transit system for the City of Patna in Bihar, India.[2][3] It would be owned and operated by state run Patna Metro Rail Corporation.[4] It will be constructed on Public Private Partnership (PPP) mode, estimated to cost 11,545 crore (US$1 billion).[5]

On 14 September 2011, the Planning Commission of India gave approval for the Patna Metro. The Metro rail will be introduced on two routes under the public-private partnership mode. The metro rail in Patna is the second metro rail transport system in the total East India after the Kolkata Metro in the city of Kolkata.

The Metro rail is expected to run on three routes by 2016. For First Phase – Routes 1A, 1B, 2 – i.e. Danapur to Mithapur Bypass Chowk, Digha-High Court Link and Patna Railway Station to Proposed ISBT.[6][7] In the second phase, Metro Rail services would be provided between Bypass Chowk Mithapur to Deedarganj via Transport Nagar along NH 30 Bypass (13 km) Elevated along Bypass Road, and in the third phase between Bypass Chowk Mithapur to Phulwari Shariff AIIMS via Anisabad along NH 30 Bypass (11 km) Elevated along Bypass Road.[8]

The Project will be based on Public-Private Partnership. The Centre would provide 20 per cent of the cost as Viability Gap Fund while the state government would spend a similar sum depending upon the final estimate of the project.[9] The remaining amount would be borne by the private company involved in the construction of the Metro Rail.[10] The project's total cost would be about 10000-15000 Crore. The entire Metro System would be elevated.[11]

On 11 June 2013, Bihar cabinet approved the proposal to prepare a detailed project report (DPR) for Metro train service in Patna. Rail India Technical and Economic Service (RITES) has been selected for the purpose, and has sanctioned 2.52 crore as consultancy fee to RITES.[12][13][14] On 18 June 2013 The Bihar Government has signed a MoU with the consultant -RITES- for feasibility study and Detailed Project Report preparation for the Patna Metro railway project. Under the agreement, RITES will be required to submit the feasibility report by first week of December 2013 and DPR by February 2014.[15] In its scope of works, the consultant will be required to identity the mass transit corridors on the basis of detailed traffic demand assessment study, topographic survey, soil survey at 500 meters interval on the proposed stretch among other measures.[16][17][18]

On 17 June 2014, the planned Patna Metro project received the green light.[19] With the green light, it was planned to set up the Patna Metro Train Corporation before 15 August 2014.[20] A detailed report for the Patna Metro project, now planned to proceed in four stages, is due 31 October 2014.[21]

Development

In November 2011, Union Urban development minister Kamal Nath had said that all cities that have a population in excess of 20 lakh would get a metro corridor.[22] According to the 2011 census findings, Patna has a population of a little over 20.4 lakh, which makes Patna eligible for Metro.[23] Bihar urban development department is the nodal agency for Patna Integrated Mass Rapid Transport System (PIMRTS).[24][25] Bihar government had decided to launch Patna metro or mono rail system by 2015.[26][27][28] But, the metro rail is emerging as a more viable option for the city than the monorail for the execution of the proposed Patna Integrated Mass Rapid Transport System (PIMRTS) because of load factor. Even the Planning Commission is extending its technical support to the proposed metro project.[29]

Project timelines

  • It is expected that Detailed Project Report (DPR) for the project will be ready by May 2015.[30][21][31]
  • On Feb 2016 Bihar cabinet approved DPR of Patna Metro prepared by RITES a budget of 16960 crore and planned to execute under PPP mode by 2021.
