The 2017 Liga 1 (also known as the GO-JEK Traveloka Liga 1[1][2] for sponsorship reasons) season is the 60th season of top-flight football in Indonesia (under Football Association of Indonesia or PSSI), and the inaugural season Liga 1, replacing Indonesia Super League.[3] The season began on 15 April 2017 and is scheduled to end on 12 November. Fixtures for the 2017 season were announced on 11 April 2017.[4]
Winner of the 2014 Indonesia Super League Persib Bandung are the defending champions, as the 2015 Indonesia Super League was abandoned midway due to FIFA suspension while the 2016 Indonesia Soccer Championship A was not counted as an official league.
PSSI and the league operator planned to use foreign referees due to the number of complaints from the club on the performance of local referees.[5] But this plan was cancelled later on.[6]
League operator introduced several new regulations, such as requiring clubs to contract a minimum of five U-23 local players with three of them having to play as starting lineup minimum of 45 minutes in a match, restricting clubs to have more than two players older than 35 years old, and increasing the maximum number of substitutions to five for each team in a match.[7]
FIFA approved the five substitution rule on 12 April 2017.[8][9] However, the two additional substitutions (in addition of three subsitutions, in accordance to FIFA Laws of the Game) are only allowed for U-23 players.[9]
Teams
A total of 18 teams participated in the inaugural season of Liga 1. All participants came from the abandoned 2015 Indonesia Super League. As such, no promoted team will compete in this season.
Name changes
- Persipasi Bandung Raya changed their name to Madura United F.C. in January 2016.[10]
- Persiram Raja Ampat changed their name to PS TNI in March 2016.[11]
- Surabaya United changed their name to Bhayangkara Surabaya United in April 2016.[12]
- Bhayangkara Surabaya United changed their name to Bhayangkara F.C. in September 2016.[13]
- Arema Cronus F.C. remove "Cronus" from their name and became Arema F.C. on 20 December 2016.[14]
- Pusamania Borneo F.C. remove "Pusamania" from their name and became Borneo F.C. on 8 April 2017.[15]
Stadiums and locations
Persija and Bhayangkara FC moved their home base to Patriot Stadium, Bekasi. Persija's regular ground, Gelora Bung Karno Main Stadium in Jakarta is being renovated for the upcoming 2018 Asian Games and will be unavailable for the rest of the season,[16] while Bhayangkara FC—owned by Indonesian National Police—stated their move is intended to make them closer to the National Police Headquarters, located in Jakarta.[17]
Persiba Balikpapan will temporarily use Gajayana Stadium in Malang as their home ground.[18] Their actual ground, Parikesit Stadium is owned by state-owned oil company Pertamina and will be demolished to make way for their oil refinery expansion.[19] It's newly-built replacement, Batakan Stadium, is still under construction and won't be ready until June.[20] However, on 23 May, league operators stated that Batakan Stadium didn't pass the verification test held three days earlier, citing the lack of seating and poor access.[21] A day later, Pertamina allowed Persiba to use Parikesit stadium again for a month, from 1 to 30 June.[22] After a round of negotiation, Persiba extended this permission and continue to use Parikesit until Batakan stadium is ready and pass the verification.[23]

Foreign players
Football Association of Indonesia or PSSI restricted the number of foreign players strictly to four per team, including one slot for a player from AFC countries, and one slot for a marquee player,[82] a player that is required to have played in a top European league (Premier League, La Liga, Serie A, Bundesliga, Ligue 1, Primeira Liga, Eredivisie, Süper Lig, etc) in the last 8 years, or a player that have played in the last three editions of the FIFA World Cup. A team can use four foreign players on the field each game.[83]
