The San Francisco Transbay development plan is a massive redevelopment plan for the Transbay Terminal area in San Francisco. New buildings will fund the replacement of the San Francisco Transbay Terminal in the South of Market neighborhood near the Financial District. The skyscrapers will take advantage of Transbay Terminal air rights, and land formerly owned by the state which will no longer be needed for bus ramps.[10]

The San Fransisco Transbay development project was proposed back in 2005 as a replacement to the original Transbay Terminal which was demolished in 2008 to make way for the development.[11] The proposal featured plans from several major architecture firms including Skidmore Owings and Merrill, Richard Rogers Partnership, and Pelli Clarke Pelli Architects. Eventually the plans from Pelli Clarke Pelli Architects was picked.[12] The original plans from Pelli Clark Pelli Architects called for a 1,200 foot tower as the main tower and a massive 3 city blocks long Transbay Center. However due to complaints about how the Transbay Tower would cast a shadow over many of the city's parks the height was dropped to 1.070 feet.[13][14] Due to budget cuts however the designs to the large tower changed once again, and it ended with a slit at the top, and a changed terminal station design.[15] However some designs are being restored due to complaints about the design.[16] The tower and the new terminal is now under construction with groundbreaking on March 27th 2013.[17]
