People like Belbrabas like to make an offensive statement to draw attention to themselves. With every warning the vandal receives for their vandalism, they feel a growing sense of self-satisfaction from the fact that their "work" has been acknowledged.

He thinks that he deals with some famous person when he makes vandal changes and that he gets their attention. He has started to add things like “Prokopenya hates to wash his long trunk”. I can't check the new accounts are connected with him for certain, but by his behaviour it clearly is. I receive emails when somebody changes the pages I've edited. I have received one and cancelled everything and reported him accordingly.       • These users also vandalize the pages of the Belarusian Decree, the High-Tech Park] and others.
      • I have already initiated SPI.
      • All the details of the war of edits and vandal changes on the page of Victor Prokopenya.
      • They do some explicit vandalism like they post that Prokopenya has a long trunk and they do some intelligent vandalism, which is harder to spot - here are the descriptions:
        • 1) Belbrabas is a Prokopenya hater. He makes massive vandal changes without discussing them. He is editing with legally wrong terminology in biased way. He looks at editing as a battleground, and behaves dishonestly. He ignores arguments grounded by Wiki rules and by references to legislation and exact articles. He does not want to discuss how NPOV can be ensured. He uses many Russian references because he thinks that no one can read this. These links do not contain complete information. A lot of links don't support any of the things he writes. I will provide more data below.
          • In the latest edition by Belbrabas there are lot’s of vandal irrelevant information:
            • «Prokopenya claimed that he lost 20 kilograms (44 lb) while being in detention.» This is not relevant, I insist on removing this. But Belbrabas  constantly returns this information without explanations
            • "However, doubts were raised as to whether so many followers of his Instagram account are real". These are the conclusions of Belbrabas . In the article to which Belbrabas  gives a link, there is no such  statement.
            • Viktor Prokopenya also added that he has one million followers in Instagram "because the brains are more powerful than breasts and the brains are the new tits'’". These are obviously vandal edits. I have already mentioned in my previous comments that “tits”, “boobs” and other sexist jargon is not for Wikipedia. Belbrabas keeps adding this vandal changes here, which is further evidence of his bias. He refuses to explain, why this has significance for Wikipedia. The page with these ‘trash’ edits was blocked for a week from editing by the administrator EdJohnston (talk) by the request of Belbrabas.
        • 2)  They joined Wikipedia couple months ago. He has no interest in working has no interest in working collaboratively. All the articles he edits  are regarding Prokopenya. He is using wikipedia as a way to show his negative attitude towards one specific person. He hasn’t contributed in any other way than showing his narrow self interest in attacking BLP. I assume he is connected to Prokopenya and has a personal negative attitude to him, which results in constant vandalising to the page.
          • POV of Belbrabas, no references to sources of information:
            • "Many Belarusian media were strongly denounced by Poland-based Belsat TV.
            • the story of Prokopenya arrest gained widespread media coverage in Belarus. At the end of 2017, Prokopenya's legal advisors approached various Belarusian media channels, including BelaPAN, BelTA, European Radio for Belarus, Narodnaja Volya, Nasha Niva, Onliner.by, Tut.By, requesting the removal or correction of news stories over arrest of Viktor Prokopenya to play down this event.
        • 3) Some vandals may have a personal grudge against or resentment towards certain users. These vandals should be taken more seriously, as they are motivated by a desire to harm others, and may be more persistent and/or engage in more serious types of vandalism than pettier vandals.
          • Some vandals claim to be motivated by a desire to expose, through vandalism, the truth. A vandal motivated by such a goal might, for example, add false but plausible-sounding information to an article. Belbrabas commits intelligent vandalism. He changes the content of articles so that they coincide with his personal beliefs, not facts. He finds incorrect facts on the Internet and portrays them as correct.
          • Belbrabas deliberately distorts the facts. intelligent vandalism of Belbrabas:
            • “In 2017, critics questioned the idealization by media of Prokopenya and the value of doctor's degree earned by Viktor Prokopenya at SBS Swiss Business School with doctoral thesis on behavioral economics”. This was a facebook discussion, re-published in one small outlet. This was a statement by an unknown person who advertised his website on education. When on earth is this becoming something worth including in Wikipedia? I insist on deleting this completely.
            • In an interview to Tut.by, Viktor Prokopenya claimed that bank acquisition is direct and important development of his experience in IT and fintech. Later, presidential edict approving the sale of Paritetbank was abolished. This misses important facts. 3 August 2017, Prokopenya withdrew the application for the purchase of a subsidiary of Sberbank and refused to purchase Paritetbank. Later, 16 August 2017, presidential edict approving the sale of Paritetbank was abolished (decree of the President of Belarus № 289)
            • Prokopenya in interview to Zero Hedge claimed that he is "# 1 taxpayer" of Belarus. This was claimed by the media, not Prokopenya  “I read that in 2016, you paid the highest taxes out of any individual in Belarus”. Prokopenya turned out to be the largest taxpayer who was a physical person for at least five years out of the last ten and is the person who makes the highest tax contributions in Belarus.             • In the spring of 2015, Viktor Prokopenya was arrested by Belarusian state security service and was charged with unregistered business activity together with his partner Alexey Komok, earning profits to the sum of $650,000. So there are no facts to link Komok’s case  to Prokopenya’s. There has been a Supreme Court decision, stating, Komok was acting illegally on his own (individual crime). Regarding the group the Court ruled that there was no evidence of such.   Here are the link1, link2, link3
            • Prokopenya compensated inflicted monetary damages to the state and on February 2016, the criminal case was officially dismissed. As a result of the audit conducted by the tax authorities for the period from 2005 to 2015, no violations were identified. Prokopenya did not plead guilty in committing any crimes. There was no damage, and no compensations.
        • 4) Belbrabas is blaming of “whitewashing”, but the only thing I want to achieve is ensure NPOV make sure Wikipedia uses legally correct wording. He accuses me of working for Prokopenya in Minsk. However, I live in Germany and have no connections to Prokopenya. You can check my IP. Please, feel free to make all necessary checks. I am a fanatic wikipedia editor with hundreds of valuable edits mostly in Russian wikipedia. The fact that Belbrabas constantly blames me, confirms that he is not a neutral person, he is one of the haters, who just wants to add vandal edits to Wiki and is not interested in discussing them. You can see none of my arguments have been addressed on the talk page.
        • 5) He purposefully uses wrong legal terminology, and controversial facts while describing Prokopenya’s detention. The situation is simple. Prokopenya was detained by authorities. Some media outlets wrote that Prokopenya was arrested. Then the outlets changed it to the right term - “detention” as it was not “arrest”.
          • WP:BLPCRIME A living person accused of a crime is presumed innocent until convicted by a court of law.
          • Under Belarussian law - not US law,  “arrest” is used only to refer to a criminal punishment. And the criminal punishment can only be applied in the result of a sentencing, handed down through the court, following the consideration and conclusion of a criminal case. As such, the use of the term “arrest” is not correct in lieu of no court sentencing. It must be noted, however, that a “home arrest” can form part of the pre-trial period, but as far as I’m aware, this did not apply to Prokopenya. Under Art. 48 of the Belarus Criminal Code,“arrest” is the punishment applicable to a person who has committed a crime.[4] We can not use terms “arrest” and “arrested” as this implies the person is guilty - Prokopenya did not commit a crime; there was no court sentence that found him guilty of any crime. He was detained for a period of preliminary investigation, which ended without a court case and punishment.
          • What Belbrabas is doing, however, is taking 2 websites which haven't changed “arrest” to “detention” and claims there was an “arrest’. There are dozens of other websites which write correct term - “detention” and there are many independent media outlets, which have [https://en.wikipedia.org/wiki/Talk:Viktor_Prokopenya corrected] themselves after using wrong term initially.  All of that was mentioned in the talk section of the article, Belbrabas hasn't responded and has just vandalised the page again.
          • He claims that tut.by and onliner.by wrote “arrest”, while this is not true - you can look at the talk page for evidence.
          • He mentions an article on vice news which mentions arrest, but vice news sourced this incorrect information from an article, which no longer exists, and it is very likely that it was deleted due to the fact that it contained incorrect information.
          • There is one article on Deutsche Welle, which incorrectly uses the word arrestIn the following articles by Deutsche Welle, when describing the case they use the correct term - “detention”.
        • Belbrabas is a classical attention seeking vandal. He really thinks that if anyone makes neutral edits to the article that it means that this person works for Prokopenya. He doesn't understand that wikipedia is a large number of selfless contributors who work tirelessly editing Wikipedia, sacrificing much of their personal time to help improve a project and a concept that is greater than themselves. People like Belbrabas like to make an offensive statement to draw attention to themselves. With every warning the vandal receives for their vandalism, they feel a growing sense of self-satisfaction from the fact that their "work" has been acknowledged.
        • Any change or edit that manipulates content in a way that purposefully compromises the integrity of Wikipedia is considered vandalism. Among Wikipedia editors, this is often phrased as "verifiability, not truth". This can at times lead to the removal of information that, though valid, is not properly sourced.
        • I’m sure  Belbrabas is a vandal to Prokopenya page. You can check his account and IP - he has vandalised the article and wrote libel against Prokopenya. Perhaps this is a personal enemy, because he writes complete nonsense to the page. I’m tired of trying to prove and explain my edits to a person who does not want to hear anything contradicting his vandal intentions.
        • He also vandalizes the Russian page of Prokopenya, leaving anonymous messages. I know that this is Belbaradas, because I receive notifications to my email about his actions on the page.
        • Which is why I propose indefinite ban for Belbrabas.

    • Belbrabas is clearly trying to get attention. He doesn't understand that wikipedia is a community of authors. He thinks that he deals with some famous person when he makes vandal changes and that he gets their attention. He accused me of whitewashing and claims that I am working in the office of the person he was trying to edit. I live in Germany as you can see by my IP. My Linkedin. Initially, he was making some vandal changes from his account, which are hard to spot. Then he started to add more clear ones such as:
    adds quotes from facebook to the page like "because the brains are more powerful than breasts and the brains are the new tits"
    adds things like "Prokopenya claimed that he lost 20 kilograms"
    includes other incorrect facts to the page mentioning russian articles, which are hard for English admins to understand.

    He clearly has a personal grudge against, or resentment towards, the article he tries to edit as he hasn't added anything else to Wikipedia. He adds only incorrect negative statements about Prokopenya to his article - he does nothing else to contribute to Wikipedia. He is clearly motivated by a desire to harm others, and may be more persistent and/or engage in more serious types of vandalism than pettier vandals. He is clearly not interested in any contribution to wikipedia - just wants to put vandal changes. He put the latest ones in February. I was in the hospital and was away from Wikipedia and haven't got an opportunity to cancel his vandal edits. It looks like Belbrabas hasn’t received any attention and has decided to make new accounts recently to make even more vandal edits than he usually does.
