The Russian Ecological Party «The Greens» (REP «The Greens»; Russian: Российская экологическая партия «Зелёные»; РЭП «Зелёные»; Rossiyskaya ekologicheskaya partiya «Zelonyye», REP «Zelonyye») is a green political party in the Russian Federation. It was founded in 1992 as the Constructive Ecological Party "KEDR". In 2002 the party was transformed into the Russian Ecological Party "The Greens".
The party is loyal to president Vladimir Putin, and was described by Freedom House in 2020 as "a sock puppet loyal to Putin's ruling United Russia party". It supported Putin ally Dmitry Medvedev in the 2008 presidential election and Putin in the 2018 presidential election.
History
Pre-merger
In the 2007 Russian regional elections "The Greens" gained 7.58% of the votes in the Samara Oblast, gaining deputies in the Samara Regional Duma.[2]
Before the 2007 parliamentary elections, the Russian Central Electoral Commission decided that the Russian Ecological Party "The Greens" would not be able to stand, due to an alleged large number of faked signatures (17%, more than the allowed 5%) in their supporters' lists.[3]
In 2008 the XV congress of the party decided to transform the party into the social movement Russian Ecological Movement "Greens" (Российское экологическое движение «Зеленые»). It advised all members and supporters of the party to join A Just Russia.[4]
Re-registration
In 2012 the members met and decided to re-register as a party instead of a social movement.[5] The decision was carried out successfully and the party registered itself, an event made possible by the passage of a new political party law that allowed the formation of new parties, after mass protests against electoral fraud had occurred across Russia in 2011 to 2013.[6][7][8] Despite the party's successful registration, it was doubted as to whether the Greens would become serious rivals to major political parties, as in Russia environmentalism was not nearly as strong a political movement as in other European countries.[7] Russian environmental non-governmental organizations are also subject to economic and administrative pressure from the authorities.[7] After its re-registration, party leader Anatoly Panfilov said that the party would not undertake mass opposition actions, saying: "Of course, we are not ready to go to Bolotnaya Square. We need to preserve and expand the party. We don’t want to act with sticks and stones".[7]
The party endorsed Putin in the 2018 Russian presidential election.[9] The party are usually supportive of Putin and in 2020 were described by Freedom House as "a sock puppet loyal to Putin's ruling United Russia party".[10][11] The party had also supported Putin ally Dimitry Medvedev of United Russia in the 2008 Russian presidential election.
In 2020, Freedom House reported that the Kremlin was considering a "reboot" of the party in order to co-opt increasing environmental activism across Russia.[11] Soon after, the Green Alternative party was formed.[12]
