Armenian claim:

2020 Armenian–Azerbaijani skirmishes[a] began on 12 July 2020 between the Armenian Armed Forces and Azerbaijani Armed Forces. Initial clashes occurred near Movses in Tavush Province of Armenia,[19] and Ağdam in Tovuz District of Azerbaijan at the Armenian–Azerbaijani state border.[20]

The skirmishes resumed on 13 July and continued into the night of 14 July, resulting in at least 15 military and one civilian casualties. Among 11 confirmed Azerbaijani casualties were one major general, one colonel and two majors.[21] The Government of Armenia also reported death of one major, one captain and two sergeants in the skirmish.[22]

Background

Nagorno-Karabakh conflict is an ethnic conflict that escalated to war in the late 80s and late 90s, between the majority ethnic Armenians of Nagorno-Karabakh backed by Armenia, and the Republic of Azerbaijan. By the end of the war in 1994, the Armenians were in full control of the enclave (with the exception of the Shahumyan Province) in addition to areas of Azerbaijan proper connecting the enclave to Armenia. A Russian-brokered ceasefire was signed in May 1994, but numerous clashes occur since then, with 2016 Nagorno-Karabakh clashes being the most notable of them.

Skirmishes

12 July

On 12 July 2020, 16:08 Azerbaijani Ministry of Defence reported that starting from the afternoon "units of the Armenian Armed Forces, grossly violating the ceasefire on the direction of the Tovuz region of the Azerbaijani–Armenian state border, fired on our positions using artillery mounts".[23] According to Azerbaijani reporter working in Meydan TV, Habib Muntazir, artillery fire was also conducted from Goranboy District, but this was not confirmed.[24]

Then, at 16:55 Shushan Stepanyan, press secretary of the Armenian Minister of Defence David Tonoyan posted a written statement on her Facebook account. According to Stepanyan, at around 12:30, the servicemen of the Azerbaijani Armed Forces attempted to cross the state border of the Republic of Armenia in a UAZ car for unknown reasons. After the warning of the Armenian side, the Azerbaijani servicemen left their vehicle and returned to their position. At 13:45, the servicemen of the Azerbaijani Armed Forces repeated the attempt to occupy the border position of the Armenian Armed Forces, now using artillery fire, but were pressured by the Armenian side, being thrown back.[2] According to Stepanyan, the vehicle previously controlled by the Azerbaijani servicemen have been destroyed shortly after.[25]

After that, at 17:20 Azerbaijani Ministry of Defence gave a statement about the incident. According to the statement, "as a result of adequate measures taken, the enemy was hit and he was repulsed with losses".[10]

A recording, allegedly recorded by nearby civilians, was published by local Azerbaijani media. In the recording, Azerbaijani soldiers are shouting "Forward, soldier of Azerbaijan", while shooting sounds are heard in the background.[26]

Azerbaijani Ministry of Defence reported on 13 July that Armenian forces have attacked Azerbaijani positions in Shahbuz and Julfa districts with large-caliber weapons at 22:45.[1]

At 22:50, Shushan Stepanyan stated that "Azerbaijani forces resumed shelling from the 82mm grenade launcher in the direction of our same position from the tank".[27] This report was confirmed by Habib Muntazir who wrote that "the situation in the direction of Tovuz has become tense again. Artillery fire was heard on both sides" in his Twitter account.[28]

13 July

Azerbaijani Ministry of Defence reported that clashes in ShahbuzJulfa direction have stopped. According to the report, the use of rocket-propelled grenades and incendiary shells by the Armenian forces resulted in the burning of up to 5 hectares (0.050 km2) of land in the area.[1]

At 1:30 Azerbaijan State News Agency reported that Armenian forces were shelling Ağdam, Tovuz with 120mm artillery.[29] Stepanyan, in answer to the reports, stated that the Armenian forces only targeted the "engineering infrastructure and technical means of the Azerbaijani Armed Forces".[30]

At around 14:00, Chief of the press service of the Azerbaijani Ministry of Defense, Colonel Vagif Dargahli said that Armenia's "positions, bases, artillery, vehicles, and manpower [deep in the country] were hit" in the morning.[12] A video posted by the Azerbaijani Ministry of Defence shows an Armenian military base getting destroyed by Azerbaijani artillery fire.[31]

At around 17:00, Stepanyan wrote that the "Azerbaijani Armed Forces have fired three projectiles from a 120 mm caliber grenade launcher in the direction of Chinari". According to her, one of the projectiles fell on the house, and two more in a yard.[32] Azerbaijani Ministry of Defence denied these claims and stated that the "Azerbaijani side does not fire on the civilian population and civilian settlements".[33]

At 18:45, Dargahli stated that the Armenian Armed Forces have "fired upon Ağdam and Dondar Quşçu villages of Tovuz District with 120mm mortars and D-30 howitzers",[34] with Azerbaijani media sharing images of damaged houses.[35] According to the information given by Ağdam municipality, all of the "women, children and the elderly were evacuated from the village", but "some residents stayed".[36]

14 July

At around 5:30, Azerbaijani local media outlets reported that Armenian units fired at the Azerbaijani positions with large-caliber weapons from 3:00 to 4:00.[37] Azerbaijani journalists in the area reported that more skirmishes occurred at around 7:00.[38] At 7:21, head of the Command and Staff Faculty of the Armenian Ministry of Defense, Artsrun Hovhannisyan wrote that the "night went relatively calm", despite the claims of the Azerbaijani media.[39] Azerbaijani journalists reported that after "a few minutes of silence, the ceasefire was violated again at 8:15".[40]

At around 9:00, Dargahli stated that the "Armenian Armed Forces fired on Ağdam and Əlibəyli villages of Tovuz District with large-caliber weapons and artillery in the morning", also noting that there were no civilian casualties in the Azerbaijani side.[41] Meanwhile, Stepanyan wrote that Azerbaijani "tank movement was observed from combat positions of the Armenian Armed Forces and was curtailed" by fire from the Armenian side.[42]

At 09:16, Azerbaijani Ministry of Defence issued a statement, saying that the "military units of the armed forces of Armenia violated ceasefire 74 times throughout the day in various direction of the front, using large-caliber machine guns, grenade launchers, sniper rifles, 60, 82 and 120mm mortars and the other artillery mounts to escalate escalate the situation", also noting that the attack was "suppressed by retaliation fire".[43] Then, at 10:30, Dargahli said that the units of the Armenian Armed Forces have "fired at Dondar Quşçu village of Tovuz District with large-caliber weapons and artillery". According to him, civilians were not harmed.[44]

At 11:16, Stepanyan stated that the Azerbaijani forces have "targeted the civilian infrastructure of Berd with a UAV strikes". According to her, there are no causalities.[45] Less than 10 minutes later, she shared a video of Armenian forces destroying the "Azeri bases that were shelling border settlements in Tavush".[46]

At 12:51, Azerbaijani Ministry of Defence shared a video of Azerbaijani drones destroying Armenia's "military equipment, ammunition, command post, reserves in the depths of its defense and manpower".[47] At about 14:28, Azerbaijani media reported that the Armenian Armed Forces have "opened fire from artillery in the direction of Xanlıqlar village of Qazakh District".[48]

At about 14:30, Hovhannisyan reported that on July 13 Armenian-made combat UAVs were "successfully used in action for first time".[49]

At about 15:20, Stepanyan shared satellite photos, according to which, Azerbaijani village of Dondar Quşçu was "surrounded by armed battery positions". Stepanyan said that the Azerbaijani side "surrounded its own population with gun batteries, making it become a target".[50]

At around 17:50, Armenian media outlets reported that the Armenian side got control of an "important height".[51] Later, Hovhannisyan also stated that the Armenian forces have "gained better positions",[52] with no confirmation from the Azerbaijani side.

At 19:36, Azerbaijani Ministry of Defence published a video, where artillery fire from Azerbaijani units allegedly destroyed a "command post of the artillery division of the Armenian Armed Forces".[53] Azerbaijani media outlets reported that the "ceasefire was violated yet again at 19:45".[54] This was confirmed by the Azerbaijani Ministry of Defence at 20:00, which stated that the "Armenian Armed Forces resumed intensive fire on the settlements of Tovuz District and the positions of our units using large-caliber weapons and artillery at 19.30".[55]

A subsidiary of Russian oil and gas company Gazprom, Gazprom Armenia's press service stated that the "gas pipelines have been damaged near the border with Azerbaijan", and the "supply of gas to Nerkin Karmiraghbyur, Aygepar and partly to the settlement of Chinari has been halted" because of this.[56]

15 July

At 00:00, Azerbaijani Ministry of Defence reported that the "military equipment belonging to the Armenian armed forces was destroyed by the precise fire" of Azerbaijani units.[57]

At 00:30 Hovhanisyan confirmed 11 deaths on Azerbaijani side and reported that he is almost sure that number should change.[58]

Aftermath

Causalities

Armenian

Armenian Ministry of Defence reported that there were no casualties on the Armenian side.[2] Despite that, the Azerbaijani Ministry of Defence reported that both sides had suffered casualties.[59]

On 13 July, Dargahli said that Armenian forces suffered "heavy losses" as a result of Azerbaijani artillery attacks conducted in the early morning.[12] Later, Stepanyan wrote that two Armenian police officers who "carried out duty at the border" sustained minor injuries from the use of weapons by the Azerbaijani forces,[6] while Chobanyan stated that 3 soldiers were wounded.[5]

At 21:00, Azerbaijani Ministry of Defence reported that "firing positions, radar station of the intelligence unit, storage for military vehicles, tanks, armored personnel carriers, more than 20 [military] personnel, battalion headquarters, and military infrastructure units" of the Armenian Armed Forces were 'completely destroyed',[8] but these claims were denied by Hovhannisyan.[60]

On 14 July, at around 13:20 Deputy Minister of Defense, Lieutenant General Karim Valiyev reported that "about 100 troops, a large number of military and transport equipment, and important facilities" of the Armenian Armed Forces have been destroyed.[7] At 14:42, Stepanyan confirmed that two Armenian soldiers have been KIA.[3] At around 16:00, Azerbaijani Ministry of Defence reported that a "UAV belong to the Armenian Armed Forces was shot down" and that an "artillery device located in the firing position of Armenians together with combat personnel was destroyed by the accurate fire" of the Azerbaijani units.[9] At around 18:15, Armenian Ministry of Defence confirmed that two more Armenian soldiers were KIA.[4]

Azerbaijani Ministry of Defence initially reported that 2 Azerbaijani soldiers were killed, while 5 were wounded in the clashes.[10] A few hours later, it was reported that one of the wounded soldiers died despite medical intervention.[11] Hovhannisyan stated that the "enemy did not suffer only human losses. They also lost a precious bird",[15] but Azerbaijan Ministry of Defence denied these claims.[61]

On 13 July, Dargahli said that number of Azerbaijani causalities has risen, with an additional soldier dying.[12] Three hours later, Armenian media shared an image of allegedly downed Azerbaijani UAV.[16] Then, Armenian MP Andranik Kocharyan stated that the Armenian Armed Forces have shot down "several drones of the Azerbaijani side, one of which is a kamikaze drone".[62]

On 14 July Azerbaijani media reported that Aziz Azizov, a civilian residing in Ağdam, died as a result of Armenian artillery fire.[14] Later that day, Valiyev said that Major General Polad Hashimov and Colonel Ilgar Mirzayev were killed during the fighting in the morning.[63] 5 more soldiers were confirmed KIA afterwards.[13] At 18:45, Stepanyan shared a video, where Armenian forces allegedly shot down an Azerbaijani "Elbit Hermes 900" UAV.[17]

Official statements

Armenian

Anna Naghdalyan, spokeswoman of Armenian Minister of Foreign Affairs accused Azerbaijani Armed Forces of violating the ceasefire and condemned the Azerbaijani government for it. According to Naghdalyan, the "entire responsibility for the provocative actions carried out in the face of these threats lies with the military-political leadership of Azerbaijan".[72]

Hayk Chobanyan, Governor of Tavush Province stated that "the army is in full control of the situation, there is no need to worry and panic".[73]

Nikol Pashinyan, Prime Minister of Armenia shared a video posted by his wife Anna Hakobyan a few days ago, where a girl dances to the song "Our Name is the Armenian Army" in the yard of a private house.[74]

On 13 July, the Armenian Ministry of Foreign Affairs issued a statement regarding "unconditional support" stated by the Turkish Foreign Ministry, condemning "Turkey's attempts to instigate instability" in the region.[75]

Armenian MP Tigran Karapetyan said that the "military-political leadership of Azerbaijan did not learn from the slap in the face received yesterday, July 12. Well, the choice is theirs, the answer will be very painful" and that the "leadership of the Republic of Armenia will not hesitate for a second, nor will it hesitate for a second to give an order to destroy any target when it comes to the sovereignty of the Republic of Armenia and Artsakh. This adventure will have irreversible consequences for Azerbaijan".[76]

Naghdalyan wrote on her Facebook page that Armenia strongly condemns Azerbaijan's "ongoing attempts to maintain tensions in the northeastern part of the Armenian–Azerbaijani border", and the "criminal targeting of the population of Chinari, Aygepar villages of Tavush Province, which is a clear violation of international humanitarian law". She also noted that Azerbaijan must "unconditionally stop such actions, take the necessary steps to prevent further tensions, for which it bears full responsibility".[77]

At around 22:52, Hovhannisyan wrote on his Facebook page: "I really like the D-30. Ağdam and D-30 are for each other. Both Ağdams".[78]

Head of the Foreign Policy Department of the Presidential Administration of Azerbaijan Hikmat Hajiyev accused the Armenian government of "aggravating the situation and diverting attention from domestic problems against the background of socio-economic problems exacerbated by the spread of COVID-19 in Armenia as a result of incomplete policy".[79] Azerbaijani Ministry of Defence reported that no loss of territory occurred from the Azerbaijani side during the clashes.[80]

On 13 July President of Azerbaijan Ilham Aliyev attended an online meeting with the Azerbaijan Security Council. There, he accused Armenia of starting the military confrontation, claimed that "all the responsibility lies with the military-political leadership of Armenia",[81] and noted that military representatives of foreign countries operating in Azerbaijan will be invited to the area to "let them see the situation with their own eyes" as soon as the operational situation allows.[82] Then, said that the "blood of our servicemen and martyrs has not remained and will not remain on the ground. We will use every opportunity to defend ourselves and show the enemy their place again".[83] He also talked about Armenia's "incomprehensible position" in dealing with the COVID-19 pandemic, saying that "how can it be that at a time when Azerbaijan demands that the whole world unites in this struggle, Armenia has opposed it".[84]

Polad Bulbuloglu, Azerbaijan's ambassador to Russia said that "Azerbaijan will never accept the loss of 20 percent of its territory".[85]

Ali Ahmedov, Deputy Prime Minister of Azerbaijan, Deputy Chairman-Executive Secretary of the ruling New Azerbaijan Party said that the "Azerbaijani army, our knightly soldiers heroically prevented the provocations of the depraved Armenian bandits on the line of contact in the direction of Tovuz, and responded to the enemy with dignity."[86]

Azerbaijani MP Mazahir Afandiyev said that "all provocative attempts of the Armenian side are doomed to failure",[87] while Chairwoman of the State Committee for Family, Women and Children Affairs of Azerbaijan Republic Hijran Huseynova said that the "Azerbaijani army is ready to prevent any provocation of the enemy".[88]

Gudsi Osmanov, Azerbaijan's ambassador to Moldova said that "against the background of the spread of COVID-19, the Armenian leadership is trying to divert attention from the socio-economic problems in the country by committing provocations against Azerbaijan with such acts of aggression. With this provocation, the Armenian leadership is trying to solve its domestic policy problems at the expense of the image of a "foreign enemy" by focusing on Azerbaijan".[89]

Erkin Gadirli, Azerbaijani MP and co-founder of the Republican Alternative Party wrote on his Facebook page: "Do not listen to those who try to distract you from the main goal. We all have one enemy – Armenia. Armenians not dividing us to rightist or leftist, rich or poor, liberal or conservative, pro-government or anti-government, religious or atheist, Turk, Talysh, Tat, Lezgin and so on. They see us as the same – enemy".[90]

On 14 July, Hajiyev said that Armenia's "impunity tempts it to further military adventures and provocations. The international community, as well as the co-chairs of the OSCE Minsk Group, must redouble their efforts. Armenia is trying to create another source of conflict in the region on the border between the two countries" and that this is Armenia's "irresponsible actions to threaten the already sensitive regional peace and security".[91]

Leyla Abdullayeva, Chief of the Press Service of the Ministry of Foreign Affairs of Azerbaijan posted a tweet saying that the Armenian forces targeted "civilians living in the villages of Tovuz district along the state border of Azerbaijan & Armenia" and that the "aggressive & terrorist nature of Armenia is again revealed".[92]

Detention of Rahim Gaziyev

On July 13, Azerbaijani State Security Service and Prosecutor General's Office of the Republic of Azerbaijan issued a statement, accusing former Azerbaijani Defense Minister Rahim Gaziyev of deliberately spreading "untrue information about the nature of the events on social network platforms", acting "to weaken the defense capabilities of the Republic of Azerbaijan", and inciting "riots and violent seizure of state power".[93] Gaziyev was detained as a suspect in a criminal case under Articles 281 (public incitement against the state) and 282 (provocation) of the Criminal Code of the Republic of Azerbaijan.[94] Gaziyev's daughter Sevinj Jamilova said that "these criminal codes have nothing to do with my father".[95]

Reactions

Domestic

Armenian

Bagrat Galstanyan, Primate of the Tavush Diocese of the Armenian Apostolic Church said that "no matter how much the enemy forces try to cause trouble, this is our village, our people, peaceful and calm, ready for anything at any moment" and that the Armenian people is "in this situation together. Both the losses and achievements are ours".[96]

The clashes caused mixed opinions within the Azerbaijani public. In social media hashtags of #Müharibəistəmirəm (I don't want war) and #Müharibəistəyirəm (I want war) were trending. According to Aze Voice, a non-profit Azerbaijani website, most of the anti-war users were leftists, libertarians, and progressives, while pro-war users mostly consisted of rightists, nationalists, and conservatives.[97][unreliable source?]

Few hours after the initial clashes, civilians in Ağdam village held a demonstration in support of the Azerbaijani soldiers.[98]

At around 23:00, mass pro-war protests erupted in Qobu, where Azerbaijani IDPs live. Protesters shouted "Karabakh!", "Freedom!", and "Martyrs do not die, the homeland will not be divided" while moving to Freedom Square. Local police intervened, but was initially not able to stop the protesters. At around 1:00, protestors reached Sabail. Protesters were broadcasting the events via Facebook Live. Around 30 thousand people were watching it.[99] At around 1:40, Rapid Police Regiment dispersed the crowd, and live-stream was deleted.[100]

At around 3:20, pro-war protests erupted in Xocəsən,[101] which lasted for 20 minutes until Rapid Police Regiment and Internal Troops intervened.[102]

At around 20:00, a group of protesters with Azerbaijani and Turkish flags gathered in Tovuz District to support the Azerbaijani Armed Forces. The protesters, who showed the "Grey Wolves gesture", chanted slogans such as "we are fearless Turks!" and "long live Azerbaijan!". The protesters wanted to voluntarily join the army.[103]

On 14 July, at around 16:00, "Karabakh March"es started in Sumqayıt[104] and Əhmədli,[105] where hundreds of participants shouted chants such as "Azerbaijan!", "Karabakh is ours!", "Martyrs do not die, the homeland will not be divided", and "You have a martyr, Sumqayıt".[106] The demonstrations then spread to others parts of Baku,[107] gathering thousands of participants.[105] According to the participants, there were around 15 thousand demonstrators when they reached the Maiden Tower.[108] At 23:30, the demonstrators reached Martyrs' Lane, shouting chants like "Either Karabakh, or death!"[109] and "Let the quarantine end, let the war begin!".[110] According to Muntazir, there were about 10 thousand demonstrators at around 00:50.[111]

Although most of the demonstrations ended after 1:00, thousands of demonstrators stayed in Martyrs' Lane, and Azadliq Square, shouting chants like "No one goes home", and "Karabakh is ours". At 1:49, Muntezir reported that there was an "influx of people from Binəqədi, Xırdalan and Sumqayit",[112] shouting "Najmaddin, resign".[113] Researcher Javid Agha reported that the internet was "getting super slow in parts of Baku".[114] He then reported that the Minister of Defence Zakir Hasanov appealed to the demonstrators, saying "anyone can volunteer for the army, just go and register".[115] At 2:17, political activist Rustem Ismayilbeyli reported seeing "TOMAs, riot police regiments, and so on" in Azadliq Square.[116] Three minutes later, "only a large riot police regiment" was in Azadliq Square.[117] At 2:38, Ismayilbeyli reported that the "demonstrators were moving to the National Assembly at large", where a "crowd was gathered".[118] He also reported seeing Pakistanis in the area.[119] Javig Agha reported the demonstrator shouting "Treacherous general has to be hanged!".[120] Muntezir reported that the demonstrators wanted the "Defense Ministry officials to move away from the square by whistling and saying 'don't tell us a fairy tale'".[121] At 3:32, Ismayilbeyli confirmed that the demonstrators have breached the National Assembly.[122] At 3:39, both according to Muntezir, and Ismayilbeyli that the riot police have attacked the demonstrators with batons, and expelled them from the building.[123][124] At 3:48, Javid Agha tweeted that the "citizens report heavy equipments are sent to city center to quell the rally".[125] At 3:51, Muntezir reported that the riot police was using "use tear gas, water cannons and rubber bullets to drive citizens away".[126][127] Muntezir reported that a police car was turned over.[128] Ismayilbeyli reported that the demonstrators have been pushed backed to Targovaya.[129] Javid Agha reported that the demonstrators were "protesting police, arguing, telling them to drop their arms and join them instead".[130] At 4:38, Ismayilbeyli tweeted that the demonstrators were moving to Azadliq Square.[131][unreliable source?]

Supranational
  •  CSTO – CSTO issued a statement, expressing serious concern over the "escalation of the situation on the Azerbaijani-Armenian border" and called for an "immediate ceasefire".[132]
  •  European Union – European Union Special Representative for the South Caucasus and the Crisis in Georgia, Toivo Klaar, said that he is "very concerned about exchange of fire on Armenia-Azerbaijan border", and that it is "important for both countries to show restraint and to use all channels of communication, both direct and the good offices of the OSCE Minsk Group Co-Chairs" on his Twitter account.[133]
  • GUAM Organization for Democracy and Economic Development – GUAM Secretariat condemned the "attacks of the Armenian armed forces in the direction of Tovuz district along the state border between Azerbaijan and Armenia", and noted that "conflicts impede well-being, stability and prosperity of GUAM area".[134]
  •  UN – Stéphane Dujarric, spokesman for the Secretary-General of the United Nations Antonio Guterres issued a statement expressing deep concerns over the "reports of exchanges of fire, including with heavy weaponry, along the Armenia-Azerbaijan international border", urging an "immediate end to the fighting" and calling on all involved to "take immediate steps to de-escalate the situation and refrain from provocative rhetoric".[135]
  •  Turkic Council – The Secretary General of the Turkic Council, Baghdad Amreyev expressed his deep concerns, and condemned the "artillery shelling of the Armenian Armed Forces densely populated territories of Tovuz region along the state border between Azerbaijan and Armenia". He also expressed his condolences to "families of martyrs, people and the government of Azerbaijan".[136]
OSCE Minsk Group and co-chair countries
  • OSCE Minsk Group – The Co-Chairs of the OSCE Minsk Group condemned the "recent ceasefire violations" and called upon the sides to "take all necessary measures to prevent any further escalation, including by use of the existing direct communication channels between them".[137]
UN member states
  •  Cyprus – Minister of Foreign Affairs of the Cyprus Nikos Christodoulides expressed his concern about this development, condemned the ceasefire violation by Azerbaijan and called for restraint of the parties to de-escalate the tension in the region.[138]
  •  Georgia – President of Georgia Salome Zourabichvili issued a statement, expressing concern over the "12-13 July armed confrontation on the Azerbaijan-Armenia border". She also said that "today, as we all fight an invisible enemy, international solidarity and the maintenance of global stability are of paramount importance".[139]
  •  Guatemala – First Vice President of the Congress of the Republic of Guatemala Felipe Alejos Lorenzana posted a tweet condemning the "attack by Azerbaijan on July 12 in Tavush Province of Armenia", that Guatemala is rejecting "warlike actions" and calling for a "solution to be found through diplomatic channels".[140]
  •  Kazakhstan – Kazakh Foreign Ministry expressed its concerns over "deadly armed conflict on the Azerbaijani-Armenian border", and called upon the "friendly Republic of Azerbaijan and the Republic of Armenia to show restraint in resolving disputes and refrain from the use of force".[141]
  •  Moldova – Ministry of Foreign Affairs and European Integration of Moldova (MFAEI) issued a statement, expressing its "condolences to the families of the fallen", and calling on the parties involved to "refrain from the use of force, to continue their efforts to avoid escalating the situation and to identify a lasting political solution based on respect for the principles and rules of international law". MFAEI also noted that Moldova "advocates for the peaceful settlement of the conflict situation on the basis of respect for the sovereignty and territorial integrity of the Republic of Azerbaijan within its internationally recognized borders".[142]
  •  Russia – The Russian Ministry of Foreign Affairs issues a statement saying "we consider it inadmissible for the escalation to continue and threaten the security of the region. We call on the parties to the conflict to exercise restraint and strictly adhere to the ceasefire".[143] Then, Russian Foreign Minister Sergey Lavrov took telephone conversations with Foreign Minister of Armenia, Zohrab Mnatsakanyan and Azerbaijan, Elmar Mammadyarov. Sergey Lavrov called on the parties to "immediate ceasefire, to exercise restraint in light of the commitments made".[144]
  •  Turkey – Foreign Ministry of Turkey condemned Armenia over its attacks in Tovuz, Azerbaijan. Ministry expressed their condolences to "the friendly and brotherly Azerbaijani people and government for the Azerbaijani martyrs who lost their lives, and to the wounded people with urgent healing".[145] Later, Foreign Minister Mevlüt Çavuşoğlu said that Turkey is "with Azerbaijan with all our opportunities", and that "what Armenia did is unacceptable, it should wise up".[146] Çavuşoğlu also posted a video of national anthem of Azerbaijan, saying "may our life be sacrificed to our beloved Azerbaijan" in his Twitter account.[147] Fuat Oktay, Vice President of Turkey wrote that the "attack on [our] friend and brother Azerbaijan by Armenia is unacceptable, I strongly condemn it. I wish God's mercy on our martyred Azeri brothers. Turkey and Azerbaijan are as thick as thieves. Always and in all conditions".[148] Hulusi Akar, Turkish Minister of National Defence said that Turkey will continue to "stand by the Azerbaijani Armed Forces against Armenia, which continues its aggressive position", and support its "Azeri brothers".[149] President of Turkey, Recep Tayyip Erdoğan said that the incident is "exceeding the caliber of Armenia" and that "Turkey will never hesitate to confront any type of attack on Azerbaijan's right, law, and soil".[150]

    • Spokesman for Turkey's ruling Justice and Development Party Ömer Çelik wrote that he is "strongly condemning Armenia's attack on Azerbaijan" on his Twitter account.[152]
    • Kemal Kılıçdaroğlu, leader of CHP posted a tweet saying that he watches the "conflict between Azerbaijan and Armenia with concern", that he commemorates the soldiers of "Azerbaijan who lost their lives", and that he extends his "condolences to the people of Azerbaijan".[153]
    • Meral Akşener, leader of the İYİ Party posted a tweet saying "I wish mercy from Allah to our brothers, who were martyred in the attack of Armenia against our beloved Azerbaijan, and urgent healing to our wounded. We are not beside them only because they are our brothers, but also because they defend their lands against an invader, we will always be with them".[154]
  •  Ukraine – Ukrainian Foreign Ministry issued a statement, expressing deep concern over the "aggravation of the situation on the Azerbaijani-Armenian border", and calling "on the parties to the conflict to make every effort to de-escalate the situation and continue to find ways to resolve the conflict peacefully on the basis of universally recognized principles and norms of international law", while noting that Ukraine "advocates a political settlement of the situation on the basis of respect for the sovereignty and territorial integrity of the Republic of Azerbaijan within its internationally recognized borders".[155]
  •  USA – Spokesperson for the United States Department of State Morgan Ortagus wrote that US condemns the "violence along the Armenia-Azerbaijan international border" and urges the sides to "stop using force, avoid further escalation, and strictly adhere to the ceasefire" in her Twitter account.[156] US Senator Ed Markey posted a tweet saying that he stands with "Armenia as they protect their territorial integrity".[157] US Senator Andreas Borgeas condemned Azerbaijan's military actions against Armenia as it "appears to be an orchestrated attempt to destabilize the region at the behest of Turkey".[158]
Partially recognized non-UN member states
  •  Artsakh – Vahram Poghosyan, spokesman for President of Artsakh, an unrecognized republic, which is de jure part of Azerbaijan, wrote that they are "ready to go back and forth in the trenches with our brothers in Tavush" on his Facebook page.[159] Then, Ministry of Foreign Affairs of the Republic of Artsakh issued a statement, strongly condemning the "gross violation of the ceasefire regime committed by the Azerbaijani side" and noted that it considers the statement by the Turkish Foreign Ministry in support of the "provocations and violations of the ceasefire regime by Azerbaijan unacceptable".[160]
