The Bihar legislative assembly elections are due in 2015 as the tenure of the current Legislative Assembly of Bihar expires on November 29, 2015.[1][2] It is pertinent to mention that the JD(U) and RJD have announced to fight the election jointly under Nitish Kumar's leadership under the Janata Parivar group (a group of six parties- Samajwadi Party, Janata Dal (United), Rashtriya Janata Dal, Janata Dal (Secular), Indian National Lok Dal and Samajwadi Janata Party (Rashtriya)),[3][4] which is joined by the Indian National Congress and the Nationalist Congress Party.[5] On the other hand, Bharatiya Janata Party led NDA front is fighting election alongside the Lok Janshakti Party , the Rashtriya Lok Samata Party and Hindustani Awam Morcha.[6][7][8]

Bihar

Social engineering and alliance formation

Both the alliances- BJP led NDA alliance and Nitish Kumar-led alliance are trying social engineering.[9][10][11] On 7 June 2015, Lalu Prasad Yadav announced RJD alliance with JD(U) for the elections.[12][13] On 11 June 2015, Jitan Ram Manjhi announced his party Hindustani Awam Morcha alliance with BJP for the elections.[14][15] In April 2015, Bihar chief Minister Nitish Kumar announced decision to include few more castes including Teli caste in list of Extremely Backward Class in Bihar.[16][17][18][19] In July 2015, Nitish Kumar announced 50 percent quota for OBC, EBC and SC/STs in all government contracts up to Rs 15 lakh.[20][21] On 3 July 2015, BJP announced its seventh Morcha, called BJP OBC Morcha, keeping in mind the Bihar polls.[22][23][24][25] In July 2015, Nitish Kumar government issued a notification to give out doles and caste cetificates to children from upper caste Hindu and Muslim families whose annual income was below 1.5 lakh (US$1,800).[26] In July 2015, Jitan Ram Manjhi was accorded "Z"-plus security cover by the Union Home Ministry, while Pappu Yadav was accorded "Y" category security.[27][28][29] On 8 August 2015, Ram Nath Kovind was appointed Governor of Bihar by NDA Government. Kovind hails from Koli(Chamar) -a Dalit caste.[30][31] Bihar Government exempted tax on Manjhi - The Mountain Man, a film based on Dashrath Manjhi, a Dalit who carved a path through a 360 ft long, 30 ft wide and 25 ft high hillock in 22 years(1960-1982.[32] Opposition parties accused Nitish Kumar government of doing nothing for Manjhi's village Gehlaur.[33] In September 2015, Nitish Kumar government gave its nod to two major moves — creation of a dedicated fund for fencing of temples in Bihar and inclusion of two of Extremely Backward Castes (EBCs)- Nishad (Mallah) and Nonia, in the SC/ST category.[34][35]

  • Extremely Backward Class (EBCs) are also sometimes referred to as Most Backward Class(MBCs). There are 130-odd EBC castes in Bihar.[34]

Pre-Election developments

Election Commission of India announced that around 1000 Voter-verified paper audit trail (VVPAT) machines will be used along with EVMs in 36 out of the 243 assembly seats in Bihar elections.[66][67][68] Some of the Assembly seats having VVPAT machines at select polling booths include Bhagalpur, Katihar, Purnia, Munger, Saharsa, Rohtas, Begusarai, Aurangabad, Buxar, Kishanganj, Jahanabad, Nawada, Sitamarhi, Samastipur, Araria, Jamul, Vaishali, Patna and Siwan among others.[69][70] The number of such constituencies could increase also.[71] Bihar election of 2015 will be webcast for the first time and voters can locate their polling booth on phones.[72]

Expelled RJD MP Pappu Yadav floated a new party Jan Adhikar Morcha before the elections.[73][74][75][76] Pappu Yadav is campaigning against Nitish-Lalu alliance.[77][78] Bihar elections could be the first poll where NRIs cast their votes semi-electronically from foreign countries.[79] The Aam Aadmi Party and JVM-P have announced that they will not contest in Bihar Elections, but will campaign against the NDA.[80][81] Sharad Yadav of JDU has welcomed Aam Aadmi Party's step to campaign against NDA.

Yogendra Yadav has announced that Swaraj Abhiyan may extend support to certain political parties. However it's not clear which one.[82]

In July 2015, BJP-led NDA won 13 seats(includes 1 independent backed by BJP) out of 24 seats of Bihar Legislative Council elections.[83][84] JDU and RJD combine won 10 seats only, while 1 seat was won by an independent candidate.[85][86] On 13 July 2015, Lalu Yadav lead march demanding that Central government to release the findings of the Socio Economic Caste Census 2011 (SECC) on caste,[87][88][89] although Union Minister Ram Vilas Paswan pitched for a comprehensive classification of caste data of SECC 2011 before its release,[90] and also said Lalu, Nitish will be worst impacted from the caste data even if its released.[91][92] BJP Leader Sushil Kumar Modi called for rectification of errors in the cases of 1.46 crore people in India, including 1.75 lakh in Bihar before releasing the caste data.[93]

On 31 July 2015, Election Commission of India published the final voters list for Bihar Assembly polls 2015,[94] which has a overall population of 10,38,04,637 as per 2011 Census of India.[95]

On 3 August 2015, Nitish Kumar declared that he will not contest Bihar assembly elections.[96][97]

On 11 August 2015, Nitish Kumar announced the seat-sharing forumula, according to which JD(U) and RJD will contest On 100 Seats Each, while Congress will contest on 40 seats in Bihar.[98] NCP pulled out of this alliance later.[99]

On 19 August 2015, NDA Government notified 21 Bihar districts including capital Patna as backward areas and unveiled tax rebate for them.[100] This tax rebate enables that any manufacturing unit set up between April 1, 2015 and March 31, 2020 in these districts will be eligible for 15% additional depreciation and 15% investment allowance under the The Income-tax Act, 1961.

On 25 August 2015, NDA Government released the religious data of 2011 Census.[101][102] Hindus constitute 82.7% (8.6 crore ) in Bihar, while Muslims constitute 16.9% (1.7 crore).[103]

The Congress Vice-President Shri Rahul Gandhi assigned the task to shortlist Congress candidates for [104] each of the 40 assembly constituencies in the state to his close aide and former Governor of Kerala & Nagaland Shri Nikhil Kumar.

On 3rd September 2015, Samajwadi Party quit the Janata Parivar alliance due to seat sharing disagreements.

Campaign

Nitish Kumar started his door-to-door campaign on 2 July 2015 with slogan Har Ghar Dastak.[105][106] Prashant Kishor, key strategist of Narendra Modi's election campaign team for Indian general election, 2014[107] is working with Nitish Kumar in Bihar Elections.[108][109][110][111] Janata Dal United has started 400 audio-visual vans called Jan Bhagidari Manch raths for the election campaign.[112] Nitish Kumar is launching 'Bihar Samman Sammelan' in various cities, including Delhi and Mumbai, to connect with Bihari migrants diaspora.[113]

Bhartiya Janata Party

Bhartiya Janata Party (BJP) is using 243 GPS-monitored raths (modified Boleros) and video vans in Bihar elections.[114][115][116] BJP set up a monitoring HQ in Patna to track movement of these GPS vehicles, which will visit 40,000 villages touching all 243 assembly constituencies.[117] The election campaign was kick-started by Prime Minister Narendra Modi in Muzaffarpur on 25 July 2015 and he also inaugurated the permanent campus of IIT Patna in Bihta on the same day.[118][119][120][121] BJP election exercise in Bihar involved 3 lakh karyakartas.[114] Narendra Modi held his second election rally in Gaya on 9 August 2015.[122][123] Modi held his third rally in Ara on 18 August 2015.[124][125] Modi announced Rs 1.25 lakh crore package for Bihar.[126][127] He also laid the foundation stone for the proposed four-lane road from Patna to Buxar.[128] Modi also visted Saharsa on August 18 and held another rally.[129][130] Modi addressed his fourth rally in Bhagalpur on 1 September 2015.[131]

Bahujan Samaj Party

In July, Bahujan Samaj Party initially released its first list of 49 candidates which included five women candidates for the assembly polls by Bharat Bind, president of the BSP Bihar unit.[132] Behan Mayawati will campaign for the candidates as party has a strong support base in dozens of assembly constituencies in Bihar.[133] BSP's first list has 11 Other Backward Class (OBCs) and 11 Muslims and the party also fielded dalits and OBCs from some general seats in the state.[134]

On 24 July 2015, Communist Party of India (Marxist), Communist Party of India, and Communist Party of India (Marxist-Leninist), All India Forward Bloc, Socialist Unity Centre of India and Revolutionary Socialist Party decided to contest all 243 seats together, to provide an alternative platform other than BJP-led NDA and Janata Parivar.[135]

All India Majlis-e-Ittehadul Muslimeen

All India Majlis-e-Ittehadul Muslimeen (AIMIM) leader Asaduddin Owaisi addressed a rally in Kishanganj on 16 August 2015.[30][136][137] Owaisi accused Nitish, Lalu of keeping Seemanchal region (consists of 24 Assembly seats) a backward region.[138][139][140] AIMIM is likely to contest from 25 assembly seats where Muslim voters play a major role.[141]
