Earth observation satellite. Some of the secondary satellites were deployed to the wrong orbits,[5] and some secondary satellite operators collected insurance for DOA satellites.[6] Glavkosmos initially disagreed that there was a launch failure, but eventually confirmed a problem with the Fregat upper stage.[7]
