Before requesting, read the protection policy. Full protection is used to stop edit warring between multiple users or to prevent vandalism to high-risk templates; semi-protection and pending changes are usually used to prevent IP and new user vandalism (see the rough guide to semi-protection); and move protection is used to stop pagemove revert wars. All I know is that this guy is serially violating most of our key policies. But if you semiprotect the article that blocks him from it and I will not revert his last edit and I will let the others who are not involved in the warring do what they think is right with the article.
