Yes, [[WP:BEFORE]] is not strictly part of the deletion policy but it is clearly the synthesis of the policies that [[WP:PRESERVE|ask editors to "Try to fix problems"]] and that [[WP:ATD|tell us that deletion is not an option if "editing can improve the page"]]. Which is why, for example, the editing policy also contains a clear command to consider "Doing a quick search for sources and adding a citation yourself" when encountering an article lacking sources. As {{u|Andrevan}} and {{u|Rschen7754}} correctly point out, the standard we (should) expect from admins is more than just slavishly follow those pages marked "policy" without demonstrating any insight of why we have those policies. If your only argument is that the violated pages are strictly speaking not part of the letter of the policy itself, you might want to reconsider your support.
