This is a list of foreign aid, including military aid, humanitarian aid and financial aid, provided to Ukraine during the Russo-Ukrainian War.

 Albania Minister of Defense Niko Peleshi said on 18 March 2022 that Albania had sent military equipment to Ukraine.[1]
 Artsakh The Republic of Artsakh sent 14 tons of humanitarian aid to Ukraine.[2]
 Argentina The Argentine Government has sent the following humanitarian aid to Ukraine:
  • A special deployment of the White Helmets humanitarian taskforce, to help provide assistance to refugees on the Ukrainian-Polish border.[3]
  • 1,500 t (1,500 long tons; 1,700 short tons) of foodstuffs, medicine and clothing, as of 4 March 2022.[4]
  • More humanitarian assistance will be supplied in the coming days.[4] The government of the city of Buenos Aires has also announced its own humanitarian aid package to Ukraine.[5]
 Australia The Australian Government approved military aid for Ukraine: AU$30 million on 20 March 2022:[11]

At least 70,000 tons of thermal coal for Ukrainian power stations on 20 March 2022[11]

 Austria Chancellor Karl Nehammer approved sending protective equipment for civilian forces to Ukraine:
 Azerbaijan President Ilham Aliyev approved aid for Ukraine:
  • €5 million of medical supplies and equipment.[21]
  • Free fuel for ambulances and vehicles of the State Emergency Service at SOCAR petrol stations.[22]
 Bahrain King Hamad announced the provision of relief aid worth $1 million to civilian refugees from Ukraine and other nationalities on, 21 March 2022.[23]
 Belgium The Belgian Government announced that it will send Ukraine the following:
  • 2,000 assault rifles (FN FNC),[24] 3,800 tons (c. 3 million liters) of fuel and personal military protective equipment on 26 February 2022.[25][26][27]
  • 3,000 machine guns and 200 anti-tank weapons on 27 February 2022.[27][28]
 Brazil The Brazilian Air Force sent 11.6 tons[clarification needed] of donations with food and water purifiers from human donations that was destined to Warsaw, Poland, while rescuing Brazilians who are leaving the European country.[29]
 Bulgaria
  • Unspecified number of clothes, shoes, tents, sheets, blankets.[30]
  • 2,000 helmets and 2,000 bulletproof vests only for civilian purposes announced on 7 April 2022.[31]
 Canada Prime Minister Stephen Harper approved military aid for Ukraine in April 2015:[32]
  • 200 soldiers to train Ukrainian troops and military police.
  • Satellite radar image starting from March 2015.
  • High-frequency radios, night vision goggles, medical supplies and explosives disposal equipment.

Prime Minister Justin Trudeau approved military aid for Ukraine:

  • Conducted more than 600 courses[33] and trained more than 33,000 Ukrainian troops since September 2015 as part of Operation Unifier (extended until the end of March 2025).[34]
  • Non-lethal military equipment on 3 February 2022.[35]
  • $7.8 million worth of lethal military equipment on 14 February 2022.[36][37]
  • 100 Carl Gustaf 8.4cm recoilless rifle launchers (M2 version) with 2,000 rounds.[38][39]
  • $25 million of non-lethal military equipment on 27 February 2022 including body armour, helmets, gas masks and night vision gear.[40]
  • 400,000 meal packs, and 1,600 fragmentation vests on 2 March 2022.[41]
  • 4,500 M72 LAW light anti-tank weapons, 7,500 hand grenades, $1 million for the purchase of high resolution satellite imagery was announced on 3 March 2022.[42]
  • $50 million military aid package in specialized equipment, including Canadian-made cameras for surveillance drones announced on 9 March 2022.[43]

Harper:[44]

  • $200 million as part of International Monetary Fund (IMF) package to Ukraine, $20 million for IMF to provide expert guidance to Ukrainian government on economic transition and $900,000 to strengthen Ukrainian national bank in March 2014.

Trudeau:

  • Loan of $120 million to the Government of Ukraine announced on 21 January 2022.[45]
  • Additional loan of up to $500 million to the Government of Ukraine announced on 14 February 2022 and offer of a technical assistance grant of up to $6 million to support the loan's implementation.[45]
  • Government of Canada to match up to $10 million in donations from Canadians in response to humanitarian crisis in Ukraine announced on 25 February 2022.[46] The amount of donations to the Canadian Red Cross' Ukraine Humanitarian Crisis Appeal that will be matched by the Government of Canada was increased to $30 million on 10 March 2022.[47]
  • $100 million in humanitarian assistance announced on 1 March 2022 to address humanitarian needs on the ground in Ukraine and neighbouring countries.[48]
 Chile On 24 March 2022, the Minister of Foreign Affairs of Chile, Antonia Urrejola, announced that, at the instruction of President Gabriel Boric, an urgent shipment of US$100,000 will be made for humanitarian aid to Ukraine. This money will come from the Chile Fund against Hunger and Poverty, which will be channelled through the International Federation of the Red Cross.[49]

The Croatian Minister of Defence, Mario Banožić, approved military and humanitarian aid for Ukraine on the 28 February 2022:

  • 124 million HRK (€16.5 million) worth of lethal military equipment, including infantry weapons and protective equipment.[53][54]
  • At least 20,000 Zastava M70 assault rifles have been donated.[55]
  • On 3 March 2022, Government of Croatia approved 1.8 million HRK ($264,000/€238,000) of urgent humanitarian aid to Moldova, to help Ukrainian refugees. This aid includes electricity aggregators, tents, blankets, and masks.[56]
  • On 17 March 2022, The Croatian Medical Chamber (HLK) donated 300,000 HRK in humanitarian aid to buy medical products and equipment for Ukrainian people and doctors.[57]
  • On 9 April 2022, Prime Minister Andrej Plenković pledged an additional €100 million to support Ukrainian refugees currently seeking refuge in Croatia.[58]
 Czech Republic Czech Ministry of Defense approved military aid for Ukraine:
  • 36.6 million korunas ($1.6 million) worth of lethal military equipment (4,006 152-mm artillery shells) on 26 January 2022.[59][60]
  • 188 million korunas ($8.3 million) worth of lethal military equipment on 26 February 2022.[61][62] Including:
  • 400 million korunas ($17.7 million) worth of lethal military equipment on 27 February 2022.[64][65] Including 10 anti-air Strela-2 launchers with 160 missiles.[66]
  • 61 million korunas ($2.7 million) worth of lethal and medical military equipment between 2 and 9 March 2022.[67]
  • Up to 40[68] T-72M tanks, an unspecified number of howitzers and BMP-1 infantry fighting vehicles in April.[69]
  • By the beginning of April, military equipment worth 3.5 billion korunas ($155 million) was provided by the Czech government since the beginning of the war, including equipment bought by the state from private companies; this includes 56 BMP-1 (PbV-501) that arrived to Ukraine at the beginning of April.[70]
Government of the Czech Republic approved humanitarian aid on 25 February 2022, including:[71][72]
  • 1.5 billion korunas ($66 million) to provide refugees with accommodation, food and hygiene products.
  • 300 million korunas ($13.2 million) for humanitarian aid for civilians in Ukraine.
 Denmark
  • 2,000 bulletproof vests, 700 first-aid field kits on 26 February 2022.[73]
  • 2,700 M72 LAW light anti-tank weapons, 300 incomplete FIM-92 Stinger anti-aircraft systems (to be assembled and made operational by the US before shipping) on 27 February 2022.[74][75]
  • 25 Skywatch Drones for reconnaissance and information gathering. No delivery date set yet, the drones are in production [76]
  • 1 mobile hospital, 50 million DKK for humanitarian aid on 26 February 2022.[77]
  • 150 million DKK for humanitarian aid on 28 February 2022.[78]
  • 1,700 treatments against tetanus on 3 March 2022 (requested via WHO).[79]
 Estonia
  • As of April 8, a total of 1,377 tons of mainly lethal military technology worth €222 million, including FGM-148 Javelin, anti-tank mines, small arms, ammunition, protective equipment, 13 vehicles, 50,000 field rations and 9 D-30 howitzers has been delivered.[80][81][82][83][84]

The Finnish Government has pledged and provided €86 million in financial aid in 2014–2022 as of 24 February 2022.[92] Civilian material assistance sent through the EU Civil Protection Mechanism:[93]

 Georgia The Republic of Georgia has sent over 400 tons of humanitarian aid to Ukraine as of 1 April 2022.[102][103]

The first 100 tons that were sent on 27 February 2022, included 30 types of medicines, oxygen concentrators, additionaly transfusion equipment and blood. On 6 March 2022, 40 tons of food, beverages, clothes, hygiene products and further medical supplies were delivered.[104] Further 100 tons of non-perishable goods, basic necessities and more medicine were transported on 11 March 2022.[105] Another 120 tons of aid went out on 28 March 2022, which initiated the second phase.[106] A total of 100 tons were also donated by the Georgian Red Cross and Enterprise Georgia state programme on 14 and 30 March 2022 respectively.[107] The Georgian government stated that it would continue mobilizing humanitarian aid.

 Iceland The Government of Iceland decided to offer to transport military equipment to Ukraine for other countries, as Iceland does not have a military of its own. An Air Atlanta Icelandic freighter has been chartered and used to deliver military equipment from Slovenia to Ukraine.[128]

  • A 66-bed field hospital in the western Ukrainian city of Mostyska operated by 60 Israeli medical personnel.[137]
 Italy The Italian Minister of Foreign Affairs, Luigi Di Maio, approved military aid for Ukraine:

The Council of Ministers passed a law allowing Minister of Defence – after deliberation by the parliament – to send military aid to Ukraine on 1 March 2022,[141] in particular: an undisclosed number of mortars, Stinger missiles, M2 Browning, light machine guns, anti-tank guided missiles and military equipment.[142][143]

 Japan Prime Minister Fumio Kishida approved military aid for Ukraine: $200 million on 28 February 2022.[146][147][clarification needed] Tents, winter clothing, food items, hygiene products, cameras and power generators.[144]
 Kazakhstan

 Netherlands Minister for Foreign Trade and Development Cooperation Liesje Schreinemacher, Minister of Foreign Affairs Wopke Hoekstra and Minister of Defence Kajsa Ollongren approved military aid for Ukraine on 18 February 2022 for a total value of 7.4 million:[172][173]

By 31 March 2022, the Netherlands had supplied more than €50 million of weapons to Ukraine, according to Ollongren.[177]

 New Zealand Pledge of NZ$5 million partially for the purchase of non-lethal military equipment through NATO announced on 21 March 2022. Donation of surplus NZDF equipment:[178]

The Norwegian government decided on new military assistance on April 19:[187]

Prime Minister Jonas Gahr Støre approved humanitarian aid for Ukraine:

Norwegian dairy product cooperative Tine is sending 40,000 litres of milk to Ukraine at the request of the Ukrainian embassy in Oslo.[189]

 Pakistan 15 tons of humanitarian assistance which include emergency medicines, electro-medical equipment, winter bedding and food items, delivered on 15 March 2022.[190][191]
 Poland
  • As of 18 March more than 2,000,000 refugees had crossed the border into Poland.[199] See Ukrainian refugee crisis
  • More than 120 wagons, or 1500 tons of food, have arrived in Kharkiv and Zaporizhia in transportation organized by the Chancellery of the Prime Minister and RARS. Transportation is the largest humanitarian shipment sent so far inward Ukraine.[200]
 Portugal President Marcelo Rebelo de Sousa approved military aid for Ukraine:
  • 60 to 70 tons of military equipment from Portugal,[201] had been delivered to Ukraine by 6 April. "Military equipment consisting of (combat) vests, (combat) helmets, night vision goggles, grenades, and ammunition of different calibres, complete portable radios, analogue repeaters and G3 automatic rifles", announced on 26 February 2022.[202][203][204]
  • €8 to €10 million ($8.7 to $11 million USD) contribution to the €450 to €500 million EU package of military support to the Ukrainian armed forces [205]
  • On 6 April 2022, Portugal's Minister of Foreign Affairs announced that more military equipment would be sent to Ukraine.[206] Portugal is sending another 99 tons of military and medical equipment to Ukraine soon, according to the Minister of Defence, following a meeting with the Ukrainian Ambassador on 11 April 2022.[207][208]
  • On 1 March 2022 the Portuguese government launched a comprehensive host programme for Ukrainian citizens ensuring displaced persons reception and response for temporary protection, transport to Portugal, accommodation, health care, employment, education and equivalence of academic degrees, Portuguese language classes, pet animal entry, driving licenses, an electronic platform coordinated with national associations, volunteer groups, assistances offers, etc.), and telephone and email support for Ukrainian citizens.[209]
  • By 3 March 2022 Portugal had delivered 204,000 medicinal units including antibiotics, 416,000 syringes and needles, and additional medicinal products were being prepared by Portuguese pharmaceutical companies to be sent later worth €100,000 ($109,000 USD). 603 Portuguese hospital beds were made available for infirmary (495), and intensive care (108), for patients transferred from Ukraine.[210]
  • Portuguese Fire Fighters donated and delivered 11 ambulances to Ukraine, arriving at the Ukrainian border on 14 March 2022.[211][212]
  • National campaings began donating clothing, blankets, canned, and packaged food deliveries to Ukraine, and refugee transport to Portugal immediately after Russia started its aggression upon Ukraine on 24 February 2022. Campaigns are organised by numerous Portuguese civil society organisations, Roman Catholic Church parishes, NGO's, and the private sector.[213] Portuguese milk and fruit juice is observed being served by Ukrainian President Volodymyr Zelenskyy on 4 April 2022, shortly after Bucha was liberated by Ukrainian forces.[214]
  • By 10 April 2022, Portugal had received 29,560 requests for residence from Ukrainian refugees, more than doubling the size of the Ukrainian community in Portugal in seven weeks.[215]
 Qatar $5 million in humanitarian aid to support Ukrainian refugees and internally displaced people on 9 April 2022.[216]
 Romania President Klaus Iohannis approved military aid for Ukraine:

  • 10 million L (2,200,000 imp gal; 2,600,000 US gal) of petrol.

 Slovenia The Slovenian Government approved aid for Ukraine in form of automatic rifles, ammunition and helmets.[227] The Slovenian Government sent €100,000 to the ICRC, earmarked for the Ukrainian refugees[228] Slovenia sent to Ukraine 200 sleeping bags, 200 pairs of rubber boots, 10 diesel generators, 250,000 latex gloves, 250,000 nitryl gloves and 600,000 facemasks.[229]
 South Korea

The Korean Ministry of Foreign Affairs approved military aid for Ukraine:

  • An unspecified amount of cash announced on 8 March.[233][234]
  • Bilateral ODA to be increased by designating Ukraine as key 중점협력국 "Priority Cooperation Country" for years 2021–2025.[230][231]
  • US$10 million worth of humanitarian assistance announced on 28 February 2022,[235] amounting to 40 tons of medical supplies which prioritizes Ukraine's specific requests including first aid kits, portable oxygen generators, blankets, respirators, etc.[233][234][236]
  • On 28 February, offered temporary work and residency permits to 3,843 Ukrainian expats living in Korea. The permit is of indeterminate length and lasts until the situation in Ukraine "stabilizes". The offer includes amnesty for Ukrainians whose period of stay has already expired.[237]
  • Announced plans to open a new KOICA office in Ukraine.[230]
  • Market release of some of the petroleum which Korea holds as part of its strategic reserve, as well as re-selling LNG to Europe as part of "international efforts to help Ukraine."[238][239][230]
  • US$1.6 million worth of non-lethal military and medical supplies such as bulletproof vests, helmets, medical supplies and meals, ready-to-eat (MREs) in March 2022.[240]
 Spain
  • 1,370 Instalaza C-90 anti-tank grenade launchers, an unspecified number of light machine guns and 700,000 bullets on 2 March 2022.[241]

 Sweden Military aid for Ukraine which was approved by the Riksdag on the 28 February 2022:[245]

  • 35 t (34 long tons; 39 short tons) of aid and medical supplies delivered to Kyiv by the Swiss Humanitarian Aid Unit on 6 March 2022.[251][252]
  • On 11 March 2022 the humanitarian aid was extended to 80 million CHF by the Swiss government for Ukraine and in neighboring countries that host Ukrainian refugees.[253]
 Taiwan
  • 27 t (27 long tons; 30 short tons) of medical supplies.[254]
  • President Tsai Ing-wen, Vice President William Lai and Premier Su Tseng-chang announced on 2 March 2022 that they will each donate one month of their salary as humanitarian aid.[255]
  • Taiwan's Ministry of Foreign Affairs has opened a special account for disaster relief in Ukraine, calling for donations from all walks of life. The Disaster Relief Foundation announced that as of April 1, total funds raised were NT$944.68 million (US$32 million). The Diplomatic Section provides grants to aid Ukrainian refugees.

 Turkey
  • Additional Bayraktar TB2 drones sold on 2 March 2022.[257] A speculated number of 20-50 Bayraktar drones present in Ukraine.[258]

It raised £55 million ($72.5 million) in the first day, including personal donations from the British royal family.[420] By 17 March, £200 million had been raised.[421] A televised fundraising concert for the appeal on 29 March called Concert for Ukraine raised a further £13.4 million within 24 hours.[422]
  • In Germany, €631 million have been donated (as of 25 March 2022) according to a survey by the "German Center for Social Affairs" "DZI" among 67 aid groups including the three fundraising campaigns Aktion Deutschland Hilft, "Bündnis Entwicklung Hilft" and "Aktionsbündnis Katastrophenhilfe".[423]
  • Netflix co-founder Reed Hastings announced a $1 million donation to Razom, a Ukrainian NGO.[424]
  • Citizens of the Netherlands donated €150 million (as of 18 March 2022) via a fundraising campaign called Giro 555 [425]
  • In March 2022, a donation-financed airlift called Ukraine Air Rescue was established under the umbrella of the non-profit german organization European Danube Academy ("Europäische Donau-Akademie"), with more than 100 pilots participating, delivering medical supplies to the polish-ukrainian border.[426]
  • Citizens of Finland had donated over €53 million to fundraising campaigns of major aid agencies by Easter 2022.[427]

Appealed and pledged by United Nations

The UN Office for the Coordination of Humanitarian Affairs made an appeal for $1.7 billion in aid to the 2022 Ukrainian refugee crisis – including $1.1 billion in humanitarian aid to Ukraine – on 1 March 2022.[429] United Nations's under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Martin Griffiths announced that "$1.5 billion has been pledged".[430]

Russian response

Russia has sent a diplomatic letter to the United States warning it not to supply Ukraine anymore weapons. That the United States and NATO aid of the “most sensitive” weapons to Ukraine were “adding fuel” and could bring “unpredictable consequences.”[431]

Olga Skabeyeva said Kremlin backed Rossiya 1 TV station: “It can safely be called World War Three. That’s entirely for sure.”

“We’re definitely fighting against NATO infrastructure, if not NATO itself. We need to recognise that.”[432]

She has further claimed that NATO is supplying Ukraine with "zillions of weapons”.[433]

Russian has also banned from visiting the country members of the UK Cabinet. Including ex PM Theresa May and current PM Boris Johnson.

The statement read: “In essence, the British leadership is deliberately aggravating the situation around Ukraine, pumping the Kyiv regime with lethal weapons and coordinating similar efforts on the part of NATO."[434]
