Roy Moore sexual misconduct

Hi Coffee, thanks for applying the discretionary sanctions to the Roy Moore sexual misconduct article. I had already applied them under the BLP case authority, but the page must have been moved without the page notice again. I’m fine with your sanctions as well since they are the exact same, but I didn’t know what to do. Yours is likely in a clearer subject area, so it might be worth rescinding mine.

Coffee, I saw that you blocked X1\ as a sock account. As the person who initiated the investigation I'm no longer certain they are the same person. The writing style is different now that I've read more more and appears to include some non English entries. To the best of my knowledge the investigation hasn't been closed. Given the editor came in with a very good understanding of how Wikipedia works I tend to believe there was a previous account but I have no proof of that. Hi, This is about the recently merged article List of cinema halls in Thiruvananthapuram. The article was merged with Thiruvananthapuram by creating a new section called 'Film Industry'. This doesn't go with the standardized section contents as in the Wikipedia:WikiProject Indian cities. So I moved the the section to Culture of Thiruvananthapuram, which seemed more appropriate. I have a recipe on my userpage. I won't lie - occasionally I have fumbled one even after all this time, but if you think you've scraped every last bit of encyclopedic info and it reads ok, which I think this does, it's worth a shot. I am a bit of a slob though so ask someone who has a finer eye for detail than me. (talk page stalker) Wbm1058, yes, this caused issues earlier this year that I either had to revdel or I had to decline to restore text. We had it create an error message so OTRS agents would be alerted that CC BY-SA 4.0 is not a compatible license for text with WMF projects. Coffee was not active when we made this change. I think the reason we decided to keep that ticket there when we were reviewing it was because it makes it easier for admins who work in copyright but might not have OTRS access to understand the claims someone is making, and verify if the license is compatible or incompatible. Found the conversation here, heh, it was right before I got my bit so I had to rely on Diannaa for that article. Anyway: the reason that I didn't remove it after JJMC89 made it an error was to let admins know what license the text was should someone try to get it restored again. Thank you for beginning your review of the February 9 DYK nomination of WestJet Encore. I have added more references to supplement references that are press releases. In some cases, the press release is more authoritative than a news source because reporters are often not too experienced in aviation and/or airlines and get details wrong. Still, I know that Wikipedia tends not to like primary sources so I am complying with this by adding a second reference to some of the sentences that currently have citations.

A few areas are more difficult to get non-primary sources, such as frequent flyer program information. I, myself, think frequent flyer program information is a bit too commercial, but it is an established part of airline articles per Wikiproject Airlines. I have tried to make the WestJet Encore article less of an ad by not having prose that sounds like an advertisement and keeping the frequent flyer section to the minimum.

I have started to review it but am not finished with the review. I am sort of a DYK newbie. I am having a little trouble with the copy vio detector. It shows a high percentage, which is not desirable. However, manual review doesn't confirm plagiarism. Would you give me advice on how to evaluate this problem?

I also see in Women's History Encyclopedia, one of the citations used for the original hook, where it reads that no medical consent was obtained for a hysterectomy when she was operated on for a uterine tumor. This makes the source potentially biased, in my opinion. Surgery can sometimes lead to change in surgical plan. For example, if cancer is found, sometimes the surgery is changed so the cancer is removed. This concern over the citation doesn't affect the DYK process, though, as the part supporting the hook appears to be sound.

Another DYK newbie question; does the review recommend a hook, particularly if one of the presented hooks is stronger, appears more interesting, or for other reasons?

About the hook (ALT-0), I looked again in the article and in the Nation citation. Are you sure she was beaten for attempting to register to vote? It looks like she was beaten after becoming field secretary for voter registration and welfare programs for the SCLC. Could you modify the hook or let me know that I misread something? It has been mentioned but nobody ever acted on it until you have. It takes someone to give something the push over the hill, and you've done that. There are a few off-and-on regulars on the pages (and there are lots of pages, see the 1950s-1960s CRM template), but I think the key is getting new editors to commit to such a project and add to the pages and data already collected. This could really take off, and maybe get the main CRM page in some kind of good shape (I've hesitated working full-tilt on it, as I'm fairly biased on one viewpoint of "how-it-went-down"). Guideline and policy news

The autoconfirmed article creation trial (ACTRIAL) is scheduled to end on 14 March 2018. The results of the research collected can be read on Meta Wiki.
Community ban discussions must now stay open for at least 24 hours prior to being closed.
A change to the administrator inactivity policy has been proposed. Under the proposal, if an administrator has not used their admin tools for a period of five years and is subsequently desysopped for inactivity, the administrator would have to file a new RfA in order to regain the tools.
A change to the banning policy has been proposed which would specify conditions under which a repeat sockmaster may be considered de facto banned, reducing the need to start a community ban discussion for these users.

Technical news

CheckUsers are now able to view private data such as IP addresses from the edit filter log, e.g. when the filter prevents a user from creating an account. Previously, this information was unavailable to CheckUsers because access to it could not be logged.
The edit filter has a new feature contains_all that edit filter managers may use to check if one or more strings are all contained in another given string.

The edit summary limit has been increased to 1000 characters (see T6715). If a bot you operate relied on the old truncation limit (255 characters), please review/update your code, as overly long summaries can be disruptive/annoying. If you want to use extra characters to have more information in your edit summary, please do so intelligently.
You will soon be able to ping users from the edit summary (see T188469). If you wish to use this feature in your bot, please do so intelligently.

HTML Tidy will be phased out in June 2018, or possibly earlier. This may affect some bots (see FAQ).

19 September 2017 – The material is moved out of the lead and into a separate section
21 September 2017 – The material is removed with an edit summary "Dropped WP:SYNTH. See incoming talk page comment."
11 March 2018 – The material is restored with fraudulent edit summary "Reverting unexplained content removal".

According to WP:DSLOG, the article was placed under 1RR/consensus required restriction on 18 December 2017. A talk page discussion shows that there was a unanimous support for removing the Manchester bombing material, at least. Was the last edit (#4) made in violation of "consensus required" page restriction?

Guideline and policy news

Administrators who have been desysopped due to inactivity are now required to have performed at least one (logged) administrative action in the past 5 years in order to qualify for a resysop without going through a new RfA.
Editors who have been found to have engaged in sockpuppetry on at least two occasions after an initial indefinite block, for whatever reason, are now automatically considered banned by the community without the need to start a ban discussion.
The notability guideline for organizations and companies has been substantially rewritten following the closure of this request for comment. Among the changes, the guideline more clearly defines the sourcing requirements needed for organizations and companies to be considered notable.
The six-month autoconfirmed article creation trial (ACTRIAL) ended on 14 March 2018. The post-trial research report has been published. A request for comment is now underway to determine whether the restrictions from ACTRIAL should be implemented permanently.

Technical news

There will soon be a calendar widget at Special:Block, making it easier to set expiries for a specific date and time.

Arbitration

The Arbitration Committee is considering a change to the discretionary sanctions procedures which would require an editor to appeal a sanction to the community at WP:AE or WP:AN prior to appealing directly to the Arbitration Committee at WP:ARCA.

Miscellaneous

A discussion has closed which concluded that administrators are not required to enable email, though many editors suggested doing so as a matter of best practice.
The Foundations' Anti-Harassment Tools team has released the Interaction Timeline. This shows a chronologic history for two users on pages where they have both made edits, which may be helpful in identifying sockpuppetry and investigating editing disputes.

Abernathy thesis

...and, you're back! At least for now. I'll find the date of the Abernathy thesis and add it back in (memories, I was the first researcher to reference the thesis, being given a copy by an acquaintance and then checking with Abernathy to make sure it was real, and later Garrow, who hadn't heard of it, asked me for a copy which he used, with Abernathy's permission, in his 1989 volumes. Haven't mentioned this discovery and publication circle in many moons.) There has been much commotion and a gallant and efficient defense by Mitchumch on the project page. In the ongoing discussion at Wings of Glory talk page he has been asked to remove his close and reopen the discussion. Wings is not an administrator and has made a huge decision on his own (Fish&Karate did not post on the page as a 'seconding' of the close, although his name was placed there). This is confusing at the moment, so maybe before taking it further it should both be sorted out and worded very well. A yikes type of decision. Thanks. Bummer. Just when things were taking off on the WikiProject, after some obstruction and logs-in-the-road. But wikibreaks are good, and I hope that after not being here becomes as habit-forming as being here, at some point you'll be looking up something on Wikipedia, see an easily correctable but major mistake, and grab your tool belt again. We lose more and more of the old guard every month. Some just from tiring of the grind that is wikipedia, and some because the goalposts have moved with how the encyclopedia was being built and how administration handled things in days past. Little appreciation with the hours put in when compared to new editors who run roughshod with no scruples at all, and seemingly little care from higher-ups in how to deal with them. And it's the articles that also suffer because of this. These newer editors that survive will someday be older editors, who will be shocked that they aren't listened to by a newer and even more changed group of peers (and not for the better). No, this seems a different set of circumstances. Coffee came back and spent many hours organizing the WikiProject:Civil Rights Movement and the portal. He spent his editing time there, within that project, by creating and improving articles and bringing them up to "good" status. During most of this, and more recently with RM's, an editor or two have tried to put obstacles in the way of the energy and enthusiasm Coffee put into this work. That could be draining, and although Coffee says he needs a break from Wikipedia maybe he just needs to be left in peace for a few weeks or months to regain the interest to further his work here. Arbcom? I'm new to the Coffee saga, but this editor apparently has ruffled some feathers here and there. His leaving wasn't about that. He was trying to do something very good, and succeeding, and then had enough of the counter-effort for awhile. Hopefully he is climbing a tree somewhere, or skipping rocks in a river. It's spring, and there is a lot to experience off site, and he, after giving many years of service here, may feel like taking in a wider range of "more" for awhile. Thirded. This retirement smacks of avoiding the near-inevitable desysopping that his misuse of admin tools and hysterical behaviour was going to incur. I would suggest desysopping him anyway - either a) he’s never coming back (doubt it), in which case the account does not need administrative privileges, or b) he does come back, in which case the account should not have administrative privileges, as his behaviour amply demonstrates. I try and stay away from this sort of nonsense but I am baffled how someone with such a short fuse, ownership issues, and disregard for others got to become, and then to remain, an admin. (edit conflict) I rarely comment on drama-infused incidents but I can't help but notice this has happened more than once. That's not what bothers me in this case, though. The fact that both the block log and the retirement tagging summaries are practically personal attacks is completely unbecoming of an administrator. If he decides to come back again, I sincerely hope he is able to improve his ability to keep his cool under pressure and/or do a confirmation RfA/recall. It's disappointing that such a once-enthusiastic editor has retired because I think they still care about the project and can contribute constructively in many areas, just not in an administrative sense. Guideline and policy news

The ability to create articles directly in mainspace is now indefinitely restricted to autoconfirmed users.
A proposal is being discussed which would create a new "event coordinator" right that would allow users to temporarily add the "confirmed" flag to new user accounts and to create many new user accounts without being hindered by a rate limit.

Technical news

AbuseFilter has received numerous improvements, including an OOUI overhaul, syntax highlighting, ability to search existing filters, and a few new functions. In particular, the search feature can be used to ensure there aren't existing filters for what you need, and the new equals_to_any function can be used when checking multiple namespaces. One major upcoming change is the ability to see which filters are the slowest. This information is currently only available to those with access to Logstash.
When blocking anonymous users, a cookie will be applied that reloads the block if the user changes their IP. This means in most cases, you may no longer need to do /64 range blocks on residential IPv6 addresses in order to effectively block the end user. It will also help combat abuse from IP hoppers in general. This currently only occurs when hard-blocking accounts.
The block notice shown on mobile will soon be more informative and point users to a help page on how to request an unblock, just as it currently does on desktop.
There will soon be a calendar widget at Special:Block, making it easier to set expiries for a specific date and time.

Lankiveil (Craig Franklin) passed away in mid-April. Lankiveil joined Wikipedia on 12 August 2004 and became an administrator on 31 August 2008. During his time with the Wikimedia community, Lankiveil served as an oversighter for the English Wikipedia and as president of Wikimedia Australia.

Guideline and policy news

Following a successful request for comment, administrators are now able to add and remove editors to the "event coordinator" group. Users in the event coordinator group have the ability to temporarily add the "confirmed" flag to new user accounts and to create many new user accounts without being hindered by a rate limit. Users will no longer need to be in the "account creator" group if they are in the event coordinator group.
Following an AN discussion, all pages with content related to blockchain and cryptocurrencies, broadly construed, are now under indefinite general sanctions.

Technical news

IP-based cookie blocks should be deployed to English Wikipedia in June. This will cause the block of a logged-out user to be reloaded if they change IPs. This means in most cases, you may no longer need to do /64 range blocks on residential IPv6 addresses in order to effectively block the end user. It will also help combat abuse from IP hoppers in general. For the time being, it only affects users of the desktop interface.
The Wikimedia Foundation's Anti-Harassment Tools team will build granular types of blocks in 2018 (e.g. a block from uploading or editing specific pages, categories, or namespaces, as opposed to a full-site block). Feedback on the concept may be left at the talk page.
There is now a checkbox on Special:ListUsers to let you see only users in temporary user groups.
It is now easier for blocked mobile users to see why they were blocked.

Arbitration

A recent technical issue with the Arbitration Committee's spam filter inadvertently caused all messages sent to the committee through Wikipedia (i.e. Special:EmailUser/Arbitration Committee) to be discarded. If you attempted to send an email to the Arbitration Committee via Wikipedia between May 16 and May 31, your message was not received and you are encouraged to resend it. Messages sent outside of these dates or directly to the Arbitration Committee email address were not affected by this issue.

Miscellaneous

In early May, an unusually high level of failed login attempts was observed. The WMF has stated that this was an "external effort to gain unauthorized access to random accounts". Under Wikipedia policy, administrators are required to have strong passwords. To further reinforce security, administrators should also consider enabling two-factor authentication. A committed identity can be used to verify that you are the true account owner in the event that your account is compromised and/or you are unable to log in.
