The West Bengal University of Technology (WBUT) is a public state university located in Kolkata, India.

Funded initially by the Government of West Bengal, WBUT provides facilities for the pursuit of degree and advanced-level courses in engineering, management and other professional areas through its inhouse departments mainly and also through affiliated institutions.[1] The university has been accorded affiliating university status with its jurisdiction encompassing the entire state of West Bengal.[2]

History

The Government of West Bengal set up an expert Committee on December 31, 1998, under the chairmanship of Ashesh Prasad Mitra to explore the necessity and scope for the establishment of an 'Engineering and Technology' university in the state of West Bengal. Following their review, they decided that existing and forthcoming engineering and technology colleges needed the guidance of a technological university for the growth and improvement of technological education.

The West Bengal University of Technology (WBUTech) came into existence on August 5, 2000. It started functioning with the assumption of office of the first vice chancellor on January 15, 2001 as a sequel to the promulgation of the West Bengal University of Technology Act 2000, under the West Bengal Act XV of 2000 passed by the West Bengal legislature and published in the Calcutta Gazette (Extraordinary) vide Publication dated July 20, 2000. The Act contemplates a General Council, an Executive Council, an Academic Council, Finance Committee and an Advisory Council as its regulatory and advisory bodies.The University Inhouse department first started with formerly IIIT-C (Indian Institute of Information Technology -Calcutta) and used to offer BE in Information Technology (Reference: School Of IT,WBUT).[3] Later on, with the need of the industry and policies taken by State Government ,for a better and quality engineering and technology education, School of Engineering and Technology was formed which is in action still now, along with School of Biotechnology and bioinformatics,School of management and natural sciences.Currently the Inhouse Department of Computer science & enginnering and Information Technology of the West Bengal University Of Technology (Self-financing University Department)offers B.Tech in CSE and B.Tech in IT at the Undergraduate level which is undoubtedly the best CSE-IT department in West Bengal.

Organisation

West Bengal University of Technology provides courses in IT, Engineering, Management, Commerce, Hospitality, Journalism & Mass Communication, Biotech and Health Sciences. It has constituent autonomous departments/schools:[4]

The vision of School of Engineering & Technology or WBUT Inhouse CSE & IT Department (Currently known as Department of Computer Science & Engineering) was conceived as an apex institute for IT education, training and research. Its broad vision is to serve as a stimulant and an agent of constant regeneration to steer the State of West Bengal towards integration with the global network society in the new millennium. A major goal of this department ("School of Information Technology") is to impart a uniquely broad and interdisciplinary IT education of the highest academic quality. This is achieved through an integrated curriculum that consists of a highly diverse set of IT courses, interdisciplinary IT and Computer Science research projects, day-to-day interaction with industry, preparation in entrepreneurship and personality development courses. Previously department used to offer BE in Information Technology only.Now It offers B.Tech in CSE as well as B.Tech in IT with specialization in VLSI Design/Image processing/ mobile computing.In postgraduate studies , It offers M.Tech in CSE,M.Tech in IT and SE(Software Engineering) and M.Tech in VLSI & Microelectronics.B.Tech admission is on the basis of counselling of WBJEE.And M.Tech admission is on basis of GATE scores followed by an admission test (PGET).The department is recognised as an autonomous department under West Bengal University of Technology and is taking part in TEQUIP and is recognised as potential centre by MHRD. The University Inhouse has highly focussed research centers in Computer Vision/Computer Graphics, VLSI and Communication, Databases, Information Retrieval and Algorithms. Currently located in Salt Lake Sector-I, Kolkata,(Proposed to be shifted to new permanent campus soon), the WBUT Inhouse combines the freedom of an academic institution with the strength of the good academic power as well as corporate sector.Till now, It enjoys the locational advantage of being close to the Salt Lake Sector V (a centre housing software development centres of companies like IBM, PricewaterhouseCoopers, Tata Consultancy Services, Cognizant Technology Solutions and Wipro) and the presence of IT majors from across the globe right on the campus through their schools and research centres.It was declared as "Centre of excellence" by IBM in its very earlier stage.Now it has truely become a full-fledge centre of IT research and development.

The Department of Biotechnology was established in 2003 with a view to develop a Centre of Excellence in Education and Research in Biotechnology. In so doing, the M.Tech programme in Biotechnology was initiated with the students who qualified in the Combined Entrance Examination in Biotechnology (CEEB) conducted by Jawaharlal Nehru University, New Delhi. WBUT has realized the need for introducing PG teaching and research program in Bioinformatics, in addition to the Biotechnology program, to meet the need of today’s scientific community. The Department of Bioinformatics was founded in the year 2005 and is recognized by UGC under its 12B regulation. The department receives grant from UGC for its regular function and also from DBT under its BTIS-net program towards Bioinformatics Infrastructure Facility (BIF).

The School of Management (SOM) was set up by the West Bengal University of Technology (WBUT) in July 2006. The aim of the School was to function as a centre for advanced studies and research in Management and allied disciplines. The objectives of the School of Management can be broadly summarized as under:

(a) promote cutting edge research in different areas of management, economics and finance, and other social sciences with special emphasis on interdisciplinary research;

(b) introduce new and relevant programmes at the postgraduate levels which would foster an effective interface between industry and academics;

(c) support the different programmes running under WBUT in management and allied disciplines in terms of updating their course structure and syllabi, and also improve and upgrade the evaluation and examination process.

To fulfill these objectives, the School of Management has already started the M. Phil and Ph. D programmes in Management, is actively involved in executive development programmes, and regularly organizes seminars and workshops. An M. Tech programme in Industrial Engineering and Management (IE&M)is being offered under SOM from the 2008-2009 academic session.

The Department of Natural Science is also currently housed under SOM and is headed by the Director, School of Management.

The Department of Industrial Engineering & Management, under the School of Engineering & Technology offers M.Tech in Industrial Engineering & Management. M. Tech in Industrial Engineering & Management – This is a two year AICTE approved in-house degree programme with an intake capacity of 18 students. The programme is interdisciplinary in nature and prepares students to undertake multi-disciplinary assignments in corporate organizations as well as equips them for academic / teaching positions in a multi-subject environment in a contemporary educational institution. The state-of-the-art encompasses a lot of engineering fields of study such as production and product system design, manufacturing, quality engineering & management, supply chain and logistics, ergonomics, reliability studies, enterprise information solutions and industrial management. Eligibility for admission to this programme is a B.E/ B.Tech degree in any branch of engineering / technology or equivalent qualification. Candidates with valid GATE score are eligible for AICTE scholarship.

Some special features of the programme include product modeling and technopreneurship. The Industrial Engineering laboratory is located in the ground floor of the University. The laboratory currently has CNC Milling and CNC lathe machines. The department uses software like AutoCAD 2006, AutoCAD 2000i, Statistica, Matlab as well as different flavours of Linux.

In the last decade, The West Bengal University of Technology being a Centre of Excellence seamlessly engaged in National Building Exercise. The basic objective of the University is to organize undergraduate and post graduate courses of study in Engineering, Technology & Management, also in emerging areas with a view to produce young scientists, technologist and manager of high caliber, capable of contributing towards development of the country. The University is also to develop as a Centre of Excellence for higher studies and Research in mentioned areas. The University which began its operation only with 30 colleges mostly undergraduate, now has strength of 217 colleges with significant presence of Post Graduate courses. It slowly but gradually became the largest affiliating University in short span of time promoting Education and Research and fulfilling its objective in true sense. The increase of Post Graduate courses has provided the University an edge advantage and helped the education arena to meet the gap of future Human Resource in Education.

The Quality improvement of education and its appraisal is a major initiative taken by the University. The Grand Viva-voce is one of its examples. It is treated as a tool to assess the Post Graduate Programme in Technology in its affiliated colleges.

The University is continuously and effortlessly busy in up gradation of Education in West Bengal with the help of UGC, AICTE and State Government. It has always supported the innovation in education. The major example of it is the idea of conferring Autonomy to its affiliated Institutions which is perceived in the backdrop of TEQIP Programme. The rules and regulation are under frame for declaration of autonomy to its affiliated institutions.

The Research & Development activity at the University has increased in many folds. In the last financial year 2011-12 it received funds from different agencies for R&D purpose which crossed a benchmark. It is expected that the trend will continue and encourage the young minds towards a result oriented research.

The UGC under its 12th Plan period provide grant-in-aid which would further help in generate resources for constant improvement of Education & Research. Another addition in improvement of education is the proposal to set up a Teachers’ Training & Development College in assistance with UGC under National Mission on Teachers and Teaching. This initiative will help to enrich our faculty as well as the faculty of our affiliated Colleges for innovation in teaching.
