This article documents countries in Europe affected by responses to the coronavirus responsible for the 2019–20 outbreak first documented in Wuhan, China, and may not include all the contemporary major responses and measures.

Austria

On 25 February 2020, Austria confirmed the first two cases of COVID-19, a 24-year-old man and a 24-year-old woman from Lombardy, Italy tested positive and were treated at a hospital in Innsbruck, Tyrol.[1][2][3][4]

On 27 February, a married couple and their two children were showing symptoms and the whole family were transferred to Kaiser-Franz-Josef Hospital. The family has been on holidays in Lombardy.[5][6] A 72-year-old man in Vienna who tested positive was admitted to Krankenanstalt Rudolfstiftung then transferred to Kaiser-Franz-Josef Hospital. The man has already been in the hopsital for 10 days with symptoms of flu before he was tested for Sars-2.[5][6][7][8]

As of 27 February, there have been 5 confirmed cases in Austria.[5]

Belarus

According to the Belarusian Ministry of Health, tests conducted on 27 February confirmed the presence of the virus in a student from Iran.[9][10] Currently staying at a hospital for infectious diseases in Minsk, the student arrived in Belarus via a flight from Baku on 22 February.[9][11]

On 1 February 2020, Belgian nationals living in Hubei were repatriated on a series of evacuation flights arriving at Melsbroek Military Airport in Brussels,[12] where they were quarantined and examined in a military hospital. People tested positive for SARS-CoV-2 were transferred to the Military Hospital of Neder-over-Heembeek where they underwent a 14-day quarantine.[13][14]

On 29 January, Belgium issued a travel notice advising against non-essential flights to China, Hong Kong excluded, with some travel companies cancelling all flights to China.[15] Chinese New Year celebrations were cancelled at the University of Leuven.[16]

On 4 February, Belgium confirmed the first case of COVID-19.[17] The patient, an asymptomatic 54-year-old male was one of nine Belgians repatriated from China.[18] All of them were quarantined at Saint-Pierre Hospital in Brussels.[17]

As of 27 February, there has been 1 confirmed case in Belgium.[19]

Croatia

On 25 February 2020, Croatia confirmed its first case of COVID-19. A 26-year-old man who had stayed in Milan, Italy from 19 to 21 February tested positive for SARS-CoV-2 and was hospitalised at the University Hospital for Infectious Diseases Dr. Fran Mihaljević in Zagreb, Croatia.[20]

On 26 February, two new cases were confirmed. The second case involved the twin brother of the individual on the first case. He was also admitted to the University Hospital for Infectious Diseases Dr. Fran Mihaljević.[21] The third case involved a Croatian man who worked in Parma, Italy. He was hospitalised in Rijeka.[21]

As of 27 February, there have been 3 confirmed cases in Croatia.[22]

Denmark

On 27 February 2020, Denmark confirmed its first COVID-19 case when a man from Roskilde tested positive for SARS-CoV-2 at Zealand University Hospital. He was an editor from TV 2 who had been skiing in Italy and returned to Denmark on 24 February. He had minor symptoms and was placed in home quarantine.[23][24]

As of 27 February, there is 1 confirmed case in Denmark.[24]

Estonia

On 27 February 2020, the Estonian Minister of Health Tanel Kiik announced the first confirmed COVID-19 case, an Iranian citizen, who was admitted to the infectious diseases clinic of the Lääne-Tallinn Central Hospital [et].[25] The patient is an Estonian permanent resident who had originally departed from Iran and flew via Turkey to Riga, Latvia, where he boarded a bus to Tallinn.[26] There were 24 people in the bus,[27] including the driver, then the infected person, and his[28] daughter. During the trip, the infected person did not exhibit any symptoms.[27][29] According to the bus company, the bus has been suspended from service, and it's been cleaned with a spirit-based liquid. The bus driver also took a two-week holiday.[27]

As of 27 February, there has been 1 confirmed case in Estonia.[25] Infected had sore throat and he called the Estonias SOS-number. He is 34 years old.

Finland

On 27 January 2020, Finland's foreign ministry advised citizens to avoid unnecessary travel to Hubei province.[30] The following day, the Finnish airline Finnair announced it suspended five weekly routes to Nanjing and Beijing Daxing until the end of March.[31]

On 28 January, Finland confirmed the first case of COVID-19. A 32-year-old Chinese woman from Wuhan sought medical attention in Ivalo and tested positive for SARS-CoV-2. She had travelled from Wuhan. She was quarantined at Lapland Central Hospital in Rovaniemi.[32][33][34][35] The woman recovered and was discharged on 5 February after testing negative on two consecutive days.[36]

On 30 January, Finland's health officials estimated that up to 24 people had been exposed to the virus.[37] By 5 February, three of the potentially exposed individuals were known to have left the country, and fourteen of the remaining 21 had been placed in quarantine and were expected to be released over the following weekend.[36]

On 26 February, Finland's health officials confirmed the second case, a Finnish woman, who made a trip to Milan and was back in Finland on 22 February, tested positive at the Helsinki University Central Hospital.[38]

As of 27 February, there have been 2 confirmed cases in Finland.[38]

France

On 24 January 2020, the first COVID-19 case in Europe — and France — was confirmed in Bordeaux. Two more cases were confirmed in Paris by the end of the day, all of them originated from China. A cluster of infections was discovered in Haute-Savoie which originated from a British national who visited Singapore.[39][40][41]

From 31 January to 9 February, nearly 550 people were repatriated from Wuhan on a series of evacuation flights arriving at Creil Air Base in Oise and Istres-Le Tubé Air Base in Istres.[42]

On 14 February, an 80-year-old Chinese tourist died in Hôpital Bichat, Paris, marking the first death from COVID-19 in Europe and France.[43]

On 25 February, following a COVID-19 outbreak in Italy, France confirmed multiple cases related to the Italian clusters.[44] Multiple cases unrelated to Italy were also confirmed in Oise.[45]

On 26 February, a 60-year-old French teacher from Picardy died in Pitié-Salpêtrière Hospital, Paris. He died overnight after being transferred to Paris from Creil where he was hospitalised for 6 days in ICU in serious condition.[46][47]

Germany

On 27 January 2020, the first COVID-19 case was confirmed in Germany.[48] The majority of the COVID-19 cases in January and early February originated from Webasto headquarters in Bavaria. A total of 14 employees and family members tested positive and were treated at Schwabing Hospital in Munich.[49]

On 25 and 26 February, following a COVID-19 outbreak in Italy, three people tested positive and were hospitalised in Göppingen and Tübingen.[50] Multiple new cases, which were not related to the Italian clusters, occurred in multiple regions including Baden-Württemberg, North Rhine-Westphalia and Rhineland-Palatinate.[51][52]

On 27 February, the district of Heinsberg announced that 14 new cases were confirmed, bringing the current total of 20 cases at North Rhine-Westphalia.[53]

As of 27 February, there have been 46 confirmed cases and 16 recoveries in Germany[54][55][53][56]

Greece

As of 25 February 2020, 4 suspected cases from Italy were reported in the port of Patras.[57][58] Another suspected case was reported in the Attikon hospital.[59]

On 26 February, the first case in Greece was confirmed. A 38-year-old woman from Thessaloniki, who recently visited Northern Italy, tested positive and was admitted to the AHEPA University Hospital. Her family, as well as those who came into contact with her, voluntarily isolated themselves.[60] On 27 February, her 9-year-old child tested positive and was admitted to the same hospital.[61]

A woman who had travelled to Italy also tested positive and was hospitalised in Athens.[62][63][64]

Following the confirmation of the second and third cases in Greece, the 105th Primary School of Thessaloniki, where the first patient's daughter went to school, closed for 14 days. The Minister of Health, Vassilis Kikilias, announced that all carnival events were cancelled.[63][65][62]

As of 27 February, there have been 3 confirmed cases in Greece.[61]

Italy

On 31 January, the first two cases of COVID-19 were confirmed in Rome. Two Chinese tourists, who arrived in Milan on 23 January via Milan Malpensa Airport and travelled to Rome on a tourist bus, tested positive for SARS-CoV-2 and were hospitalised in Lazzaro Spallanzani National Institute for Infectious Diseases.

On 6 February, one of the Italians repatriated from Wuhan, China tested positive for COVID-19, bringing the total number of cases in Italy to three.[66] On 22 February, the repatriated Italian recovered and was discharged from the hospital.[67] On 22 and 26 February, the two Chinese tourists tested negative for COVID-19 at Lazzaro Spallanzani National Institute for Infectious Diseases in Rome.[68]

On 21 February, a cluster of COVID-19 cases was detected starting with 16 confirmed cases in Lombardy,[69] with additional 60 cases on 22 February,[70] and Italy's first deaths reported on the same day.[71] As of 26 February 2020, there were 12 deaths and 470 confirmed cases in Italy.[72][73]

As of late February, Italy was hit harder than anywhere else in the EU by the COVID-19 outbreak.[74]

Lithuania

In December 2019, Vilnius Airport conducted an exercise to prepare for virus containment.[75]

From 25 January 2020, National Public Health Center specialists were consulting travellers from and to China at all three airports in Lithuania.[75] On 26 February, Lithuania declared a state of emergency as a preventive measure against the spread of COVID-19.[76]

On 28 February, Lithuania confirmed the first case of COVID-19, a 39-year-old woman who arrived to Kaunas from Verona, Italy.[77]

Netherlands

On 27 February 2020, the Netherlands confirmed the first case of COVID-19, a man who had been in the Lombardy region of Italy was admitted to Elisabeth-TweeSteden Hospital in Tilburg.[78][79]

A second case in the Netherlands was confirmed on 28 february 2020. This is a woman who is a resident of Amsterdam but is not linked to the first patient. She had also visited the Lombardy region in Italy.[80]

North Macedonia

On 26 February 2020, North Macedonia confirmed the first case of COVID-19, a woman who tested positive for SARS-CoV-2 in Clinic for Infectious Diseases, Skopje. She stayed in Italy for a month and had been sick for two weeks. Upon returning to North Macedonia, she immediately reported to the clinic.[81][82]

Norway

On 26 February, Norway confirmed the first case of COVID-19. The Norway Institute of Public Health announced that someone tested positive for SARS-CoV-2 after returning from China the previous week. The female patient was asymptomatic and in good health. She underwent a voluntary isolation at home.[83][84]

On 27 February, the Norway Institute of Public Health announced that three more people were confirmed positive for SARS-CoV-2. Two of them lived in Oslo and were linked to the outbreak in Italy. The other lived in Bærum and was linked to the outbreak in Iran. All of them underwent a voluntary isolation at home.[85]

As of 27 February, there have been 4 confirmed cases in Norway.[85]

Romania

On 22 January, following a COVID-19 outbreak in China, the Romanian government announced several preventive measures including designation of five hospitals as isolation centres for new cases, purchase and placement of thermal scanners in international airports and special designated lines for passengers coming from areas affected by COVID-19 outbreak.[86][87][88][89]

On 21 February, following a COVID-19 outbreak in Italy, the Romanian government announced a 14-day quarantine for citizens returning from the affected regions.[89] As of 28 February 2020, 182 people are quarantined, and 8,231 are monitored at home.[90]

On 26 February, Romania confirmed the first case of COVID-19, a man from Prigoria, Gorj, tested positive for SARS-CoV-2 after coming in contact with an 71-year-old Italian man from Cattolica, Italy. The Italian man visited his wife's family and had several business meetings in Romania on 18 to 22 February. The Romanian man was admitted to National Institute of Infectious Diseases Prof. Dr. Matei Balş in Bucharest.[91][92]

Russia

The Russian consumer health watchdog Rospotrebnadzor advised tourists to refrain from visiting Wuhan and stay away from Chinese zoos and markets selling animals and seafood. The agency also said that development of a vaccine against the virus was underway, relying on the WHO's recommendations.[93][94] The Russian city of Blagoveshchensk, near the Chinese border, limited access to the country. Cultural exchange and official visits to China were cancelled. The Governors of the Amur Region Vasily Orlov, and of the Penza Oblast Ivan Belozertsev, called on residents to abandon trips to China altogether. Residents of large cities have been told to avoid contact with tourists from China.[95]

On 31 January, two cases were confirmed, one in Tyumen Oblast, another in Zabaykalsky Krai. Both were Chinese nationals.[96][97][needs update]

On 13 February, police arrested a woman who breached quarantine protocols after being airlifted out of China and tested negative for the virus.[98]

On 26 February, three cases were positive for coronavirus from persons at quarantine arrived from the Diamond Princess in Kazan, Tatarstan.[99]

San Marino

San Marino confirmed its first case on 27 February, which was an old man with pre-existing medical conditions, who came from Italy. The victim is being hospitalized at Rimini Hospital, as San Marino is too small to have a large-scale health center.[100]

Spain

On 31 January 2020, the first case in Spain, a German patient, was confirmed on the Canary Island of La Gomera.[101]

On 9 February, the second case was found to be a British man in Palma.[102]

On 24 February, following a COVID-19 outbreak in Italy, a medical doctor from Lombardy, Italy who was vacationing in Tenerife, tested positive at the University Hospital of the Nuestra Señora de Candelaria in Spain.[103][104] Afterwards, multiple COVID-19 cases were detected in Tenerife involving people who had come in contact with the doctor. Other cases involving individuals who visited Italy were also discovered on Spanish mainland.[105]

As of 27 February, there have been 25 confirmed cases and 2 recoveries in Spain.[106]

Sweden

On 31 January 2020, Sweden confirmed the first case of COVID-19. A woman in her 20s, who visited Wuhan, tested positive for SARS-CoV-2 and was admitted at Ryhov County Hospital in Jönköping.[107]

On 26 February, following a COVID-19 outbreak in Italy, a 30-year-old man, who previously visited Northern Italy, fell ill three days after returning to Sweden. He tested positive and was admitted to Sahlgrenska University Hospital in Gothenburg.[108][109][110]

On 27 February, 5 new cases were reported in Uppsala, Stockholm, and in Västra Götaland.[111]

As of 27 February, there have been 7 confirmed cases in Sweden.[111]

Switzerland

On 25 February 2020, Switzerland confirmed the first case of COVID-19, a 70-year-old man in the Italian-speaking canton of Ticino bordering Italy, who had previously visited Milan tested positive for SARS-CoV-2.[112][113][114]

On 27 February, a 28-year-old IT worker from Geneva, who had recently returned from Milan, tested positive and was admited to Geneva University Hospital.[115][116] Two Italian children, who were on vacation in Graubünden, tested positive and were hospitalised.[117][116][118] A 26-year-old man in Aargau, who went on a business trip a week ago and stayed in Verona, tested positive and was hospitalised.[116] A 30-year-old woman, who visited Milan, was admitted to a hospital in Zurich.[116] A 49-year-old man living in France and working in Vaud was confirmed positive in Vaud.[119] Graubünden cancelled the Engadine Skimarathon.[118]

As of 28 February, there have been 15 confirmed cases in Switzerland.[120] On that same day, the Federal Council took the decision to ban events involving more than 1000 people.[121]

United Kingdom

On 31 January 2020, first two cases were confirmed in England, both members of a family of Chinese nationals staying in a hotel in York who were taken to specialist facilities in Newcastle upon Tyne.[122]

On 23 February, the Department of Health and Social Care confirmed a total of 13 cases.[123]

Suspected cases

Andorra

As of 26 February, an Andorran woman returning from Italy with influenza symptoms was quarantined in a hospital, with results pending.[124]

Bosnia and Herzegovina

As of 25 February, 11 people were under surveillance as suspected cases.[125] In Sarajevo, three Chinese tourists that were showing symptoms were tested negative for the virus.[126]

Poland

Warsaw Chopin Airport has made special surveys for passengers arriving from China.[127]

As of 19 February, 12 people remained hospitalised "in connection with the coronavirus", 13 were under home quarantine and 1000 were being monitored by health services.[128] As of 27 February, 47 people remained hospitalised with suspicions of SARS-CoV-2 infection, 55 were under home quarantine and 1570 were being monitored by health services.[129] Polish Minister of Health Łukasz Szumowski stated on 27 February that he expected positive SARS-CoV-2 confirmed cases in the following days.[129]

On 27 February, the first case of the coronavirus in Poland has reportedly been registered in the Polish city of Łódź. A 25-year-old woman has been tested positive for the coronavirus. She spent a month in Thailand and returned to Poland on 22 February. There is no official confirmation of this case yet.[130]

Prevention in other countries

Andorra

The Government of Andorra has developed an action protocol, which has been distributed to all health professionals in the principality. Likewise, calls those who plan to travel to China or have travelled there to notify the authorities.[131]

Czech Republic

On 25 February, Prague International Airport introduced special arrival gates for selective screening of passengers arriving on flights from Italy.[132]

Iceland

Passengers at the Keflavík International Airport are being notified that both passengers with signs of respiratory infection and asymptomatic individuals who had been either in Wuhan for the past 14 days or have been in contact with individuals with suspected or confirmed 2019-nCov infection that they must be medically assessed at the airport for possible further measures including being placed under quarantine. The Directorate of Health has decided against screening all incoming passengers for temperature due to high cost and was found to be ineffective in dealing with outbreaks.[133]

Latvia

Starting from 28 January, Riga International Airport started investigating travellers from Wuhan.Since 26 of February, 100 first people will be searched.[134]

Malta

On 24 January, the Superintendent of Public Health predicted low exposure due to no direct flights between Malta and China.[135]

On 24 February, the health authorities announced that all passengers arriving in Malta were screened by thermal cameras. Two thermal scanning devices were installed in Malta International Airport. Passengers disembarking from vessels at the Grand Harbour and catamaran terminal in Marsa were also scanned. At Mater Dei Hospital, all patients with respiratory symptoms were checked for COVID-19.[136]

On 25 February, the Ministry of Health recommended travellers coming from Italy to self-quarantine for 14 days and for all citizens not to travel to regions of Italy affected by the outbreak.[137][138] As the Italy coronavirus outbreak proceeded south with the first case discovered in Palermo, panic buying ensued and supermarkets were emptied.[139][140]

Maltese chandlers and ship workers refused to board vessels from Italy to unload cargo, unless they were provided supervision and clearance by medical doctors.[141] The Malta Union of Teachers recommended members not to accept any homework from students who were unwell and requested students and teachers who visited countries affected by the virus to stay home.[142]

Deloitte Malta requested staff who recently returned from Italy to work from home as well as deferred non-essential travels to Italy.[143]

Netherlands

As of 22 January 2020, the main international airport Schiphol was not taking extra measures against the spread of the virus, stating the lack of direct flights from or to Wuhan.[144]

On 26 February, the Dutch foreign ministry updated its travel advice for Italy, advising citizens not to travel to areas affected by the COVID-19 outbreak.[145]

Serbia

Belgrade Nikola Tesla Airport introduced new measures, including thermal cameras.[146]

Turkey

By 25 February 2020, Turkey has halted incoming flights from China and Iran and also closed its border with Iran.[147][148] Turkey's health minister has[when?] said 34 Turkish citizens and several others will be airlifted from Wuhan. The others include seven Azeris, seven Georgians and one Albanian. He also said that Turkey is now producing 150 million masks per month.[149] Starting with the European hub, Istanbul Airport, installed[when?] cameras at all airports and began scanning passengers travelling from China.[150]

Ukraine

On 27 January 2020, SkyUp, a Ukrainian low-cost charter airline, announced that it suspended flights to Sanya, Hainan, until March.[151][152]

On 4 February, Ukraine International Airlines suspended its charter service to Sanya Phoenix International Airport in Hainan. Initially, the suspension was to last until 24 February,[151] although the airline had not yet indicated that it will resume flights.[153]

On 24 February, Boryspil International Airport and Kyiv International Airport were supposed to implement thermal screening procedures for travellers from Italy, but the staff were either underequipped with thermal cameras or ignoring the protocol.[154][155]
