There has been a period of increased Islamist terrorist activity in Europe since 2014.[2][3][4][5][6] It is often seen as part of the spillover of the Syrian Civil War and linked to the rise of the Islamic State of Iraq and the Levant (ISIL). It has also been linked to the European migrant crisis.[6][7]

Eight attacks occurred in France during the eighteen months between January 2015 and July 2016,[5] including the January 2015 Île-de-France attacks (which killed 17 people), the November 2015 Paris attacks (which killed 130), and the July 2016 Nice truck attack (which killed 86). Other attacks in Europe include the March 2016 Brussels suicide bombings (which killed 32), the December 2016 Berlin Christmas market attack (which killed 12), the April 2017 Saint Petersburg Metro bombing (which killed 15), the May 2017 Manchester Arena bombing (which killed 22), the June 2017 London attack (which killed 7), and the May 2014 Jewish Museum of Belgium shooting (which killed four).[8]. One of the most targeted cities in Europe is Istanbul, where took place the January 2016 Istanbul bombing (which killed 13), the June 2016 Atatürk Airport attack (which killed 45) and the January 2017 Istanbul nightclub shooting (which killed 39).

ISIL had reportedly called on its fighters to carry out a coordinated wave of attacks in Europe.[9]

The majority of the attacks have taken place against countries participating in the military intervention against ISIL as part of Operation Inherent Resolve; for instance France with Opération Chammal, Germany with Operation Counter Daesh and Belgium which is also a participant. Russia, who have a separate campaign and are allied with the Syrian government, have also been targeted. Many attacks are believed to be motivated partly by retaliation for this military intervention against ISIL.[10] However, even non-combatants such as Sweden have been attacked. While the security forces have been targeted by Islamist militants, the overwhelming majority of the deaths; over 300 to date; have come from indiscriminate attacks against civilians in urban areas. The majority of the victims are European civilians, but several civilians from outside Europe have also been killed. Some of the attacks have been carried out by lone wolf Salafist jihadists, not officially part of ISIL. The increasing frequency of attacks and plots thwarted have led to ongoing domestic military deployments involving thousands of soldiers, including Opération Sentinelle in France and Operation Temperer in the United Kingdom.

Background

The origins of the Islamist conflicts can be traced back to 1979 when the Soviet Union invaded Afghanistan which they installed a pro-Soviet regime there. In order to counter the Afghan communists, the United States, the United Kingdom and West Germany armed the Mujahideen Afghan Arabs to resist the Soviets. By the time the Soviet troops withdrew by 1989, this has led to the creation of al-Qaeda, founded by Osama bin Laden.

The rise in Islamist terrorism in Europe is often seen as part of the spillover of the Syrian Civil War and linked to the rise of the Islamic State of Iraq and the Levant (ISIL). It has also been linked to the rise of radical Islam among an unchecked and ever increasing number of Muslims in Europe, and to the European migrant crisis.[6][7]

13–14 Nov 2015 France Paris and Saint-Denis, France November 2015 Paris attacks A series of co-ordinated attacks began over about 35 minutes at six locations in central Paris. The first shooting attack occurred in a restaurant and a bar in the 10th arrondissement of Paris. There was shooting and a bomb detonated at Bataclan theatre in the 11th arrondissement during a rock concert. Approximately 100 hostages were then taken and overall 89 were killed there. 13 Jun 2016 France Magnanville, France 2016 Magnanville stabbing A man shouting "Islamist slogans" stabbed and killed his neighbor, a 42-year-old police officer, before taking the officer's wife and son hostage. 28 Jun 2016 Turkey Istanbul, Turkey 2016 Atatürk Airport attack A terrorist attack, consisting of shootings and suicide bombings, occurred on 28 June 2016 at Atatürk Airport in Istanbul, Turkey. 24 Jul 2016 Germany Ansbach, Germany 2016 Ansbach bombing A 27-year-old Syrian refugee detonated a bomb at a wine bar after being denied entry to a nearby music festival, killing only himself, but wounding 15 civilians. 17 Aug 2016 Russia Moscow oblast, Russia 2016 Shchelkovo Highway police station attack Two men with firearms and axes attacked the police station on the Shchelkovo Highway near Moscow. 4 Sep 2016 France Osny, France A prisoner in a radicalization prevention unit named Bilal Taghi wounded two prison officers. The detainee first assaulted a supervisor with an artisanal weapon. 1 Jan 2017 Turkey Istanbul, Turkey 2017 Istanbul nightclub shooting A mass shooting occurred at a nightclub in the Beşiktaş district of Istanbul, Turkey, on 1 January 2017. The attack occurred at about 01:15 FET (UTC+3) at the Reina nightclub in Ortaköy, where hundreds of people were celebrating the New Year. At least 39 people were killed and at least 70 were injured in the incident. 3 June 2017 United Kingdom London, United Kingdom London attacks A series of co-ordinated terror attacks occurred in central London. At 23:46 BST, the Metropolitan Police told people in affected areas to "run and hide" and "barricade yourself in"[63] after a white van rammed multiple pedestrians on London Bridge. Three attackers then jumped out of the van and stabbed several people. They then drove to the Borough Market where another stabbing attack took place in multiple restaurants, with witnesses reporting that the attackers shouted "this is for Allah" and stabbed bystanders with knives. 2015 Hannover bombing plot 17 November 2015 Germany Hannover, Germany A football friendly labelled a "symbol of freedom" in the aftermath of the Paris attacks was cancelled with thousands of football fans evacuated after a bomb threat.[69] It was later revealed that according to detailed information five bombings had been prepared to take place by a named five-member terror cell.[70]

29 November 2016 Germany Cologne, Germany A 51-year-old German intelligence officer who had pledged allegiance to ISIL was arrested on suspicions of plotting to bomb his own agency's headquarters in Cologne.[89] ISIL
7 December 2016 Netherlands Rotterdam, Netherlands A 30-year-old was arrested on suspicions of plotting an ISIL-inspired terror attack in the Netherlands, after police found a Kalashnikov rifle, explosives and an ISIL-flag during a raid of the suspect's home.[90] ISIL
21 December 2016 Austria Salzburg, Austria Austria arrested a 25-year-old asylum seeker from Morocco on suspicion of planning an attack during the holiday season in the city of Salzburg, prosecutors said according to Reuters.[91]
28 December 2016 Spain Madrid, Spain Spanish police arrest two men of Spanish nationality and originated from Morocco and Gambia accused of preparing an attack in Puerta del Sol of Madrid the night of New Years's Eve. They bought two AK-47 and ten grenades.[92] ISIL
26 January 2017 Spain Bilbao, Spain On 26 January, a man started shouting Allahu Akbar on a station of Bilbao metro. He made panic in the station,and he was arrested after that. A few days later, he was susepcted to fire an apartment block in Sestao.[93]
8 April 2017 Norway Oslo, Norway On 8 April, a man was arrested and part of the Grønland district of Oslo closed off by police after a "bomb-like" device was found that was later demolished in a controlled explosion.[94] The man, a 17-year-old Russian citizen, was charged on 9 April with illegal possession of an explosive device. The man arrived in Norway as an asylum seeker in 2010, and was known to the Norwegian Police Security Service (PST) for having expressed support for the Islamic State of Iraq and the Levant (ISIS). The events led PST to raise the terror alert, indicating that attempted attacks during the coming year are "likely".[95] ISIL (suspected)
18 April 2017 France Marseille, France On 18 April, two men were arrested in Marseille by anti-terror police, acting on information provided by British intelligence services. Guns and TATP explosives were found. The two French citizens are accused of wanting to launch an attack on the eve of the French presidential election. Both are thought to have turned to radical Islam in prison.[96] ISIL (suspected)
26 April 2017 Russia Yuzhno-Sakhalinsk, Russia On 26 April, FSB arrested two Islamic State supporters: one citizen of Russia and one immigrant from Central Asia. 27 April 2017 United Kingdom London, UK On 27 April, a 27-year-old British national, carrying knives near the Houses of Parliament was wrestled to the ground by armed police and arrested on suspicion of terrorism offences. 5 May 2017 France Évreux, France A suspected extremist has been arrested near a military base in France. The police had taken the man into custody on Friday night in the vicinity of an air force base in the northern city of Évreux.[99] ISIL[100]
16 May 2017 Denmark Denmark Because of planned attacks on two schools, a court in Denmark sentenced a 17-year-old on Tuesday due to terrorism. The judges were convinced that the Danish converted to Islam had taken contact with the terrorist "Islamic State" from her room in the Danish Kundby and was radicalized within a very short time. The investigators had found in their room, among other things, various chemicals and instructions for the construction of explosives.[101] ISIL
25 May 2017 Russia Moscow, Russia Four men, including citizens of Russia and immigrants from Central Asian countries, were detained by FSB. They were plotting terror attacks on Moscow transportation system. An explosives production labortaory, a ready to use improvised explosive device with sharpnel and components for its production were found during the raid. [102][103] ISIL
26 May 2017 Germany Essen, Germany Specialists of the German police arrested a suspected Islamist on Thursday in Essen (North Rhine-Westphalia). The 32-year-old convert is suspected of having planned an attack. The German citizen has been known to the police for some time.[102][104]
