To accommodate all countries wishing to be allocated seats, the UK government limited the number of members in each official diplomatic delegation to two.[3] 500 heads of state and foreign dignitaries were expected to be present at the funeral ceremony at Westminster Abbey, which can accommodate up to 2,200 people.[4]
As of 19 September, representatives from 145 countries (142 of 193 United Nations member states, two observer states and Kosovo) have confirmed attendance, including 19 monarchs, 48 presidents and 22 prime ministers, surpassing Josip Broz Tito's state funeral in 1980 in which 128 United Nations member states were represented.

Uninvited
The following countries have not received invitations due to several issues:
- Afghanistan was not invited because the United Kingdom has no official diplomatic relations with the Taliban government.
- Belarus was not invited due to diplomatic sanctions over the 2022 Russian invasion of Ukraine. Belarus was partially involved in the initial stages of the invasion, allowing Russian troops in its territory.[186]
- The Republic of China (Taiwan) was not invited to the funeral because the UK has no official diplomatic relations with the ROC (though the Prime Minister of the State of Palestine was invited despite the UK having no official diplomatic relations with the State of Palestine).[187] The king and queen of Bhutan were also invited, although there are no diplomatic relations between the United Kingdom and Bhutan.
- Myanmar was not invited as the UK has scaled back diplomatic operations following the 2021 coup.
- Russia was not invited due to diplomatic sanctions over its 2022 invasion of Ukraine.[186]
- Syria was not invited as diplomatic relations have deteriorated in the wake of the Syrian civil war.
- Venezuela was not invited because the UK recognises Juan Guaidó as acting president, who is disputed with the current government of Nicolás Maduro.
The following countries were invited, but have been asked to attend only at an ambassadorial level:[188]
