The 2012 United States House of Representatives elections were held on Tuesday, November 6, 2012. Elections were held for all 435 seats representing the 50 U.S. states and also for the delegates from the District of Columbia and five major U.S. territories.

House Democrats won a narrow plurality of the popular vote[3][2], but House Republicans were able to retain a solid majority due to their advantage in the congressional redistricting process following the 2010 United States Census. Both parties had opportunities to redraw congressional districts in their favor, but since the Republican Party won an overwhelming amount of state legislature seats around the country in the 2010 midterm elections,[4] it provided them with an overall advantage.[5] The last time the majority party in the House was unable to receive a plurality of the popular vote was in 1996.

The winners of this election cycle will serve in the 113th United States Congress. This was the first congressional election using congressional districts apportioned based on the 2010 United States Census.

Retiring incumbents

Forty incumbents are retiring.

Democrats

Twenty-one Democrats are retiring.

Republicans

Nineteen Republicans are retiring.

Incumbents defeated

Due to redistricting, many incumbents are forced to compete against each other in the same district, which will result in a higher than usual number of incumbents being defeated in primaries.

In primary elections

Thirteen representatives lost renomination: Eight were lost in redistricting battles pitting incumbents against each other, and five incumbents lost nomination to non-incumbent challengers. Additionally, one failed to make the ballot for renomination.

Democrats

Seven Democrats lost renomination: five in redistricting and two to a non-incumbent challenger.

Republicans

Six Republicans lost renomination: three in redistricting and three to a non-incumbent challenger.

In general election

Democrats

Ten incumbent Democrats lost reelection. That included four in California who lost to fellow Democrats (two of them incumbents) due to the state's Top Two Primary, and two incumbents outside of California who lost to Republican incumbents after being redistricted to the same district.

Republicans

Fourteen incumbent Republicans lost reelection

Open seat gains

Democratic gain

Eleven Democrats were elected in open seats.

Republican gain

Eleven Republicans were elected in open seats.

Pre-election analysis and selected results

The following are the predictions for House districts where at least one out of the Cook Political Report, the Rothenberg Political Report, Roll Call, and Sabato's Crystal Ball did not agree that the district was "safe Democrat" or "safe Republican". Ratings from the New York Times are also included. Incumbents not running for re-election have parentheses around their name; "(Open)" means that the seat was created in a state that gained one or more seats as the result of the 2010 census; where two incumbents are shown, that is also because of redistricting.)

California retained its fifty-three seats: four new seats were created when four pairs of Representatives were redistricted to run against each other. The election featured the first use of the top-two primary system in which primary elections list candidates from all parties on one ballot, and the top two vote-getters advance to the general election. Two elections (30th and 44th districts) will feature two Democratic incumbents running against each other.[59]
